Specifically, the proposed expansion of Nguyen Tat Thanh road from Khanh Hoi bridge to Tan Thuan bridge (approximately 2.5km long) increases its size from 6-8 lanes; the construction of the Hoang Dieu underpass with a minimum of 4 lanes; and the replacement of the existing Tan Thuan 1 bridge with a new one.

The Department of Construction also recommended that the Ho Chi Minh City People's Committee assign the Department of Planning and Architecture to review and organize a competition for architectural designs for the area on the west bank of the Saigon River, from Ba Son Bridge to the Vietnam International Container Port. At the same time, consideration should be given to ensuring consistency with major projects in the area such as: Thu Thiem 3 Bridge, TOD projects, the international passenger port, inland waterway terminals, public works, and the river embankment.

In addition, the Department recommends that the Ho Chi Minh City People's Committee assign the Department of Finance to advise on the allocation of capital for investment preparation, and at the same time assign the Project Management Board for Investment and Construction of Transport Works as the investor to implement investment preparation immediately in October 2025.
