Specifically, Nguyen Tat Thanh Street is proposed to be expanded from Khanh Hoi Bridge to Tan Thuan Bridge (about 2.5km long), increasing its scale from 6-8 lanes; building Hoang Dieu underpass with a minimum scale of 4 lanes and replacing the existing Tan Thuan 1 Bridge with a new bridge.

The Department of Construction also recommended that the Ho Chi Minh City People's Committee assign the Department of Planning and Architecture to review and organize a competition for architectural plans for the West bank of the Saigon River, from Ba Son Bridge to Vietnam International Container Port. At the same time, consider the synchronization with major projects in the area such as Thu Thiem 3 Bridge, TOD projects, international passenger ports, inland waterway ports, public works and riverside embankments.

In addition, the Department proposed that the Ho Chi Minh City People's Committee assign the Department of Finance to advise on capital arrangement for investment preparation, and at the same time assign the Traffic Construction Investment Project Management Board to be the investor, and deploy investment preparation in October 2025.
