Some notable achievements include the successful organization of the 2024 Binh Dinh Sea and Land Festival by the Provincial People's Committee, creating a highlight for summer tourism and attracting a large number of people and tourists from inside and outside the province to watch and enjoy. Industrial production remained stable, with the Industrial Production Index (IIP) increasing by 11.05% compared to the same period last year; the cumulative increase for the first seven months was 9.8% compared to the same period last year. Import and export turnover reached US$168.3 million, an increase of 6.3% compared to the same period last year; the cumulative turnover for the first seven months reached US$1,233.1 million, an increase of 11.6% compared to the same period last year. Goods handled through seaports reached 1,260 thousand tons, an increase of 12% compared to the same period last year; the cumulative turnover for the first seven months reached 8,711 thousand tons, an increase of 34.5% compared to the same period last year.

Specifically, in the first seven months of the year, the province welcomed over 6.6 million tourists, a 97.9% increase compared to the same period last year; tourism revenue increased by 68.7% compared to the same period last year. Total state budget revenue as of July 31, 2024 reached VND 8,008.4 billion, achieving 53.4% of the annual budget estimate, a 35.1% increase compared to the same period last year. Of this, domestic revenue (excluding land use fees; dividends, distributed profits and retained earnings, and lottery revenue) was VND 4,086.2 billion, achieving 51.1% of the annual budget estimate, a 9.3% increase compared to the same period last year.
Regarding land management, mineral resources, and environmental protection in the province, continued attention and guidance have been given. The Provincial People's Committee has directed departments, agencies, and localities to strengthen the management of mineral resources (land, stone, sand, etc.), inspect, and promptly and strictly handle cases of illegal or non-compliant exploitation of land, stone, and sand that cause resource waste, revenue losses, and environmental pollution. The Provincial People's Committee continues to decisively and comprehensively direct the implementation of environmental solutions in the province, especially in the collection, transportation, and treatment of waste, wastewater, and sewage from both production and daily life.
The Standing Vice Chairman of the Provincial People's Committee also acknowledged that, in addition to the achievements, the socio -economic situation in July and the first seven months of 2024 still had some shortcomings and limitations, mainly including the province's export activities not reaching a high level (only 59.6% of the annual plan); difficulties in collecting state budget revenue, especially land use fees; the lack of decisive implementation in land clearance and encroachment; the failure to meet the planned targets for solid waste collection in rural areas; the failure to meet expectations in the fight against IUU fishing; and difficulties in attracting investment for new projects, especially large projects.
Mr. Nguyen Tuan Thanh stated that in the coming period, all levels, sectors, and localities in the province will focus on implementing the 2024 plan, especially the key targets, solutions, and tasks for the socio-economic development plan and the state budget for 2024. They will closely monitor the practical situation, promptly address emerging issues, and continue to innovate management and operational methods through concrete and practical actions on a monthly and quarterly basis.

Regarding the Department of Natural Resources and Environment, Mr. Nguyen Tuan Thanh requested the Department to decisively and comprehensively implement environmental management plans throughout the province, especially the collection, transportation, and treatment of solid household waste in both rural and urban areas; and to vigorously implement solutions to ensure the planned rate of solid household waste collection. He also urged coordination with relevant departments, agencies, and localities to strengthen the management of mineral resources; enhance the management of mineral exploitation; coordinate and urge licensed enterprises, organizations, and individuals to strictly comply with their obligations to declare and pay taxes, fees, and mining rights fees promptly and fully into the budget; inspect and promptly handle cases of exceeding capacity or not adhering to regulations; and prevent the illegal trading of mineral resources, especially soil, sand, and stone.
Focus on implementing the guidelines for the 2024 Land Law and its implementing documents. Regularly monitor the 2024 land use rights auction and land lease plan for land funds managed by the province; expedite land procedures for investment projects, accelerate land allocation and leasing, and determine specific land prices according to authority to provide a basis for auctioning project land plots and calculating land use fees and land lease fees that investors must pay into the State budget. Strengthen administrative reform in the areas under monitoring and management. Continue to review and propose methods for simplifying administrative procedures in the land sector.
