On the morning of June 8, continuing the question and answer program at the 5th Session of the 15th National Assembly, Deputy Prime Minister Le Minh Khai, on behalf of the Government, reported an update on the socio -economic situation in May 2023 and received and explained a number of issues of interest and questions to National Assembly deputies, compatriots and voters.
Macroeconomic fundamentals are stable.
According to the Deputy Prime Minister, in May and early June, in the face of the complicated developments in the world , the economy was doubly impacted and had to withstand pressure from both inside and outside, the Government and the Prime Minister directed the synchronous, drastic and effective implementation of tasks and solutions according to the resolutions and conclusions of the Party and the National Assembly and achieved positive results.
The macro economy is basically stable. Inflation is under control (CPI continues to decrease, averaging 3.55% in the first 5 months). Major balances of the economy are ensured. The industrial production index in May increased by 2.2% compared to April and by 0.1% compared to the same period last year. The agricultural sector has developed stably; trade and services continue to recover rapidly.
Disbursement of public investment capital in the first 5 months reached 22.2% of the plan, equivalent to the same period in 2022, but the absolute number was 41 trillion VND higher; FDI attraction in May reached nearly 2 billion USD, 2.2 times higher than the same period.
The number of newly established and resuming businesses reached about 95 thousand. The fields of culture, society, environment, national defense, security, and foreign affairs were focused on and strengthened. International organizations continued to positively assess Vietnam's economic prospects.
In addition to the achieved results, the Deputy Prime Minister said that there are still many limitations, shortcomings and difficulties, such as low credit growth, access to capital for businesses, broken supply chains, inadequate labor market, corporate bonds, real estate; the purchasing managers index continues to decrease.
The decline in purchasing power of many large, traditional markets such as the US, EU, Japan, Korea, ASEAN, etc. has impacted and affected many industries and sectors in our country. About 88,000 businesses have withdrawn from the market.
Local power shortages in the Northern localities. The lives of some people are still difficult, especially workers, people in remote areas, border areas, and islands. Some officials have the mindset of avoiding, pushing, fearing responsibility, fearing mistakes...
“The Government and the Prime Minister would like to listen, absorb and continue to closely follow the goals according to the Resolutions of the Party and the National Assembly to concretize them with specific solutions and resolutely direct all levels, sectors and localities based on their functions, tasks and powers to actively, proactively, promptly and flexibly implement seriously and effectively the tasks and solutions in all fields, remove difficulties and obstacles, overcome challenges, and strive to achieve the highest results for the 2023 plan goals," said the Deputy Prime Minister.
Providing specific information on macroeconomic management, the Deputy Prime Minister said that the Government is determined to stabilize the macro economy, control inflation, promote growth, ensure major balances of the economy; at the same time, focus on social security policies, ensuring people's lives.
Implement a firm, proactive, flexible, timely and effective monetary policy; closely and harmoniously coordinate with a reasonable, focused and key expansionary fiscal policy and other policies.
The Government strengthens its analytical and forecasting capacity; proactively responds and makes timely and effective policy responses to emerging issues; continues to synchronously and effectively implement solutions to promote growth drivers in consumption, investment and export; at the same time closely inspects and monitors the price and market situation, ensuring inflation control according to the set target. Continues to resolutely remove difficulties for production and business, creating favorable conditions for people and enterprises.
According to the Deputy Prime Minister, the Government urgently reviews and immediately resolves difficulties and shortcomings; at the same time, promotes decentralization, delegation of authority, individualization of responsibilities, and strengthens the role of localities in implementing public investment projects, the Socio-Economic Recovery and Development Program, and three National Target Programs; strives for a disbursement rate of at least 95% of the plan; strengthens the mobilization and effective use of resources; and makes good use of opportunities to promote rapid and sustainable socio-economic recovery and development.
Removing difficulties, obstacles, and overcoming disruptions in supply chains
The Deputy Prime Minister informed about the situation of workers losing their jobs and having their working hours reduced locally in some localities and in some industries; in the first 5 months of the year, 510 thousand workers were affected, of which 279 thousand workers were laid off or lost their jobs; the delay in payment, evasion of payment and withdrawal of social insurance at one time increased...

The Deputy Prime Minister said that in the coming time, the Government will focus on directing the synchronous implementation of solutions to remove difficulties and obstacles, overcome supply chain disruptions, promote production and business, ensure the maintenance and creation of more jobs for workers; effectively implement Resolution No. 06/NQ-CP of the Government on labor market development; closely monitor the situation of workers who have lost their jobs, quit their jobs, or have reduced working hours... to have appropriate support plans.
Along with that, the Government promotes training and retraining, focuses on job creation policies, and promptly meets the requirements of the labor market.
Implement the roadmap for wage reform; develop a plan to adjust regional minimum wages appropriately. At the same time, continue to review, complete and effectively implement social security policies, support workers in difficulty; report to competent authorities on new support mechanisms and policies when necessary.
Implement social insurance and unemployment insurance policies well. Focus on protecting the rights of workers in the informal sector; encourage and support workers to sign labor contracts and participate in social insurance.
“Effectively monitor industries and units that hire informal workers in ensuring labor safety and minimum working conditions. Urgently research and complete the draft Law on Social Insurance (amended) for submission to the National Assembly at the upcoming 6th Session, ensuring and enhancing the rights of social insurance participants, while strengthening communication and raising awareness to limit the situation of withdrawing social insurance at one time. Resolutely handle individuals and businesses that intentionally delay or evade social insurance payments,” the Deputy Prime Minister stated.
In recent times, the work of reviewing and perfecting institutions and laws, removing difficulties and obstacles, and promoting production and business has had positive changes and achieved initial results.
However, the Deputy Prime Minister also frankly acknowledged that legal regulations in a number of areas have not been amended, completed in a timely manner, and thoroughly handled, such as those on decentralization, delegation of authority, investment, real estate, housing; administrative procedures on investment, business, and provision of public services...
Production and business activities still face many difficulties, especially industrial production, export, domestic private investment, and foreign investment attraction; production costs in some industries and fields are increasing...
In the coming time, the Government will continue to focus on reviewing and perfecting institutions and legal regulations; including submitting to competent authorities for consideration the expansion of the pilot project of separating site clearance, compensation and resettlement into independent projects; increasing the authority of localities in investing in developing infrastructure projects...
Along with that, continue to review, complete, propose or proactively issue mechanisms, policies and solutions to remove difficulties for production and business; effectively handle obstacles and shortcomings, especially for industrial, construction, commercial, real estate projects, securities, banking, corporate bonds and housing.
Thoroughly grasp and strictly implement the direction of the Government and Prime Minister on rectification, strengthening responsibility and promptly reviewing and handling recommendations and proposals from localities, ministries, branches, people and businesses.
Dealing with the situation of officials shirking, avoiding, and fearing responsibility
Regarding the handling of the situation of cadres shirking, avoiding, and fearing responsibility raised by National Assembly deputies in the session discussing socio-economics, questioning and answering questions, the Deputy Prime Minister said that cadre work is a key task of the entire political system, one of the decisive factors contributing to the great and historic achievements of our country.

Thanks to the attention and leadership of Party committees and authorities at all levels from central to local levels, in general, the capacity and quality of the team of cadres, civil servants and public employees have been increasingly improved.
However, recently, there has been a situation where a number of cadres and civil servants have avoided and pushed their work; have a mentality of fear, fear of making mistakes, fear of responsibility, do not dare to advise, propose work handling, do not decide on work within their authority; there are cases of pushing work to higher levels or to other agencies, lacking close, timely and effective coordination between ministries, agencies and localities, mainly in the fields of public investment, land management, real estate, public procurement, investment, valuation, provision of services directly related to people and businesses...
“This situation leads to a prolonged work process, wasting time, resources, and development opportunities, reducing the effectiveness and efficiency of state management, hindering the direction and administration of authorities at all levels; in some places, it is very stagnant, reducing the trust of people and businesses in state agencies, affecting the implementation of the set socio-economic development goals,” the Deputy Prime Minister said.
Referring to the solution, Deputy Prime Minister Le Minh Khai said that in the coming time, the Government and the Prime Minister requested all levels, sectors and localities to focus on overcoming the above-mentioned limitations, shortcomings and weaknesses; thoroughly grasp and continue to fully and seriously implement the regulations of the Party and State.
Strengthen decentralization and delegation of authority, coupled with individualization of responsibility, and promote the responsibility of leaders; resolutely prevent shirking or shirking responsibility.
