17th Special Session of the 10th Provincial People's Council: Approval of Resolutions establishing 6 new departments and a growth target of 8% or more.

On February 19th, after a working session conducted with responsibility, urgency, scientific rigor, and seriousness, the 17th Special Session of the Provincial People's Council concluded with the adoption of important resolutions aimed at promptly implementing the policies and decisions of the Central Government and the province.

Comrade Nguyen Thien Van, Vice Chairman of the Provincial People's Committee, presented the draft Resolution on adjusting and supplementing some targets and tasks for socio -economic development in 2025 with the goal of achieving a growth rate of 8% or higher.

The session adopted a Resolution amending the resolutions of the Provincial People's Council on the establishment of Committees, the number of members, and the composition of the Committees of the Dak Lak Provincial People's Council, 10th term, 2021-2026. Accordingly, the Ethnic Affairs Committee ceased operations; all tasks and powers of the Ethnic Affairs Committee were transferred to the Culture and Social Affairs Committee.

Following the reorganization, the Dak Lak Provincial People's Council, 10th term, 2021-2026, has 3 committees: the Economic and Budget Committee; the Legal Committee; and the Culture and Social Affairs Committee. The total number of members in each committee of the Dak Lak Provincial People's Council, 10th term, 2021-2026, is 25.

Vo Dai Hue, Head of the Economic and Budget Committee of the Provincial People's Council, reported on the results of coordinating the reception and revision of the draft.

The session also adopted resolutions on the establishment, merger, and dissolution of specialized agencies under the Provincial People's Committee. Accordingly, six departments were established: the Department of Internal Affairs, the Department of Finance, the Department of Agriculture and Environment, the Department of Construction, the Department of Science and Technology, and the Department of Ethnic Minorities and Religion, while the Department of Foreign Affairs was dissolved.

Following the reorganization, Dak Lak province has 13 specialized agencies under the Provincial People's Committee.

Delegates voted to approve important resolutions at the Session.

Also at this session, the Dak Lak Provincial People's Council approved a Resolution adjusting and supplementing some targets and tasks for socio-economic development in 2025 with the goal of achieving a growth rate of 8% or higher. According to this resolution, 6 targets have been changed compared to the content reported by the Provincial People's Committee at the end-of-year 2024 session of the Provincial People's Council.

Notably, the targets include: Gross Social Product (GDP) is projected to reach 68,425 billion VND, an increase of 642 billion VND, representing a 1% growth rate compared to the previous target; state budget revenue is projected to reach 9,550 billion VND (an increase of 550 billion VND); GRDP per capita is projected to be approximately 81.7 million VND (an increase of 0.7 million VND); total export turnover is projected to reach 1,860 million USD (an increase of 160 million USD)... compared to the previously set targets.

The session also adopted resolutions on: the staffing of civil servants in administrative agencies, the approval of the total number of employees in public non-business units, the number of contracts for performing professional and technical work in public non-business units, and the staffing of specialized associations for the year 2025.

Ms. Huynh Thi Chien Hoa, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, delivered the closing remarks at the session.

Approve the list of land plots for bidding on investment projects using land in the province; Decide on the policy to change the purpose of forest land use to other purposes to implement the investment project for the construction of the Truong Son East Road (section passing through Dak Lak province).

The decision concerns the policy of converting forest land to other uses for the implementation of the Krông Pách Thượng Reservoir Project (Phase 1)… along with several other important issues.

In her closing remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, Huynh Thi Chien Hoa, emphasized: To successfully implement the resolutions and tasks approved by the Provincial People's Council, the Provincial People's Committee is requested to do a good job of guiding, disseminating, and publicizing the target of achieving a growth rate of 8% or more in 2025, the corresponding adjusted targets, and the group of additional tasks and solutions presented at this session to the entire political system and the people, creating high unity and consensus in awareness and action; at the same time, focus on decisive leadership, direction, and management, and organize the systematic, comprehensive, and effective implementation of the groups of tasks and solutions to successfully achieve the set goals and targets, creating a breakthrough and positive transformation in socio-economic development and ensuring national defense and security in 2025, as a prerequisite for fulfilling the political tasks of the following years.

In addition, it is necessary to promptly issue regulations on the functions, tasks, and powers of newly established and reorganized agencies; direct the new departments to do a good job of ideological work, promote the spirit of solidarity and unity, and share responsibility in carrying out the province's political tasks; at the same time, urgently implement the contents regarding the handover of personnel, finances, assets, records, and archived documents according to regulations; arrange, stabilize, and quickly start working so that the apparatus operates smoothly without interruption after the reorganization.

Focus and prioritize resources to complete key projects; meticulously prepare and successfully organize activities commemorating the 50th anniversary of the Victory of Buon Ma Thuot and the liberation of Dak Lak province, as well as the 9th Buon Ma Thuot Coffee Festival.

The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the Delegation Groups, and the Provincial People's Council delegates should strengthen their work in surveying and supervising the implementation of resolutions. The Culture and Social Affairs Committee of the Provincial People's Council should promptly stabilize its organization; consider and submit to the Standing Committee of the Provincial People's Council the list of committee members to ensure smooth and effective operation…

At this session, the Provincial People's Council also dismissed the Head and Deputy Head of the Provincial People's Council Committee, 10th term, 2021-2026 (due to the termination of the Ethnic Affairs Committee's activities and transfer to other positions); and dismissed Ms. H'Yim Kđoh from her position as Vice Chairman of the Provincial People's Committee and a member of the Provincial People's Committee due to transfer to other positions and retirement.

Simultaneously, the Provincial People's Council elected the following individuals to the positions of Head and Deputy Head of the Culture and Social Affairs Committee of the 10th term, 2021-2026: Mr. Le Van Cuong (Head of the Culture and Social Affairs Committee), Mr. Nguyen Van Toan (Deputy Head of the Culture and Social Affairs Committee), and Mr. Y Car Enuol (Deputy Head of the Culture and Social Affairs Committee).

The Provincial People's Committee elected additional members for the 10th term, 2021-2026, including: Mr. Bach Van Manh (Director of the Department of Internal Affairs), Mr. Vo Ngoc Tuyen (Director of the Department of Finance), Mr. Nguyen Minh Huan (Director of the Department of Agriculture and Environment), Mr. Dinh Khac Tuan (Director of the Department of Science and Technology), Mr. Do Quang Tra (Director of the Department of Construction), Mr. Nguyen Kinh (Director of the Department of Ethnic Minorities and Religion), and Mr. Tran Hong Tien (Director of the Department of Culture, Sports and Tourism).
