26th session, 17th Provincial People's Council: 141 opinions discussed in groups

On the morning of December 10, continuing the program of the 26th Session of the 17th Provincial People's Council, delegates met in the hall; listened to a report summarizing discussion opinions in the group on the afternoon of December 9.

Accordingly, in 3 discussion groups, 39/49 delegates spoke with 141 opinions, including 116 opinions on reports, 23 opinions on draft resolutions, and 2 other opinions. The discussion atmosphere in the groups was lively, serious, democratic, frank, focused, and highly constructive.

Regarding the economic sector, there were 46 opinions, the delegates said that some socio-economic development targets did not meet the 2024 plan and the targets of the Provincial Party Congress Resolution for the 2020-2022 term. It is proposed to supplement and clarify the causes in the direction and implementation of the Provincial People's Committee; the responsibility of the individual heads of relevant departments and units. At the same time, clarify the solutions to complete the targets; review and identify targets that can be completed to focus resources on implementation; for targets that are difficult to complete, propose more fundamental and drastic solutions; propose the Provincial People's Committee to supplement the assessment of the target of having 30 more OCOP products with 3 stars or more in 2024; pay attention to and support the development of 5-star OCOP products, support the participating Cooperatives as the subjects implementing OCOP products; Directing functional sectors and localities to pay attention to solving difficulties and shortcomings in selecting, standardizing, building, recognizing, maintaining and developing new OCOP products in terms of both quantity and quality; requesting the Provincial People's Committee to have solutions to promote the potential and value of crops such as: Creating a mechanism for exploiting forests to obtain fuel materials for tobacco drying by planting alternative forests and attaching responsibility and companionship to organizations purchasing and consuming tobacco leaf products; investing in building centralized processing facilities for cassava products, minimizing the lack of management and control leading to the discharge of wastewater after processing causing environmental pollution.

Regarding the industrial production and trade and services sectors, there is an opinion suggesting that the authorities strengthen State management, inspection, and examination to detect and handle the problem of counterfeit, fake, and poor-quality goods being advertised and sold widely on online platforms, e-commerce platforms, and social networks to ensure consumer rights and increase tax revenue from online sales activities.

In the field of planning, planning, construction and traffic management, there were 10 opinions, delegates said that the disbursement rate of capital for national target programs in the province was low, suggesting that the province continue to urge and direct sectors and localities to accelerate the disbursement progress of capital sources; the Provincial People's Committee should pay attention to investing in synchronous construction of residential stabilization projects; at the same time, continue to review households living in areas at high risk of being affected by natural disasters to promptly supplement planning, arrange and organize residential stabilization projects; the allocation of funding for planning work is very slow and sporadically. The work of planning, capital arrangement, appraisal and approval still has many limitations; further assessment is needed to clarify the causes and responsibilities; suggesting that the Provincial People's Committee have drastic and synchronous solutions to solve the shortage of common construction materials, avoiding affecting the results of public investment capital disbursement.

In the field of Finance, there are 4 opinions. According to delegates, the management and operation of the budget and credit institutions, the disbursement rate of public investment capital in 2024 of the province is low, especially the disbursement rate of capital to implement national target programs. Propose that the Provincial People's Committee update the disbursement results up to now, the objective and subjective causes, the responsibilities of investors and related parties; propose that the Provincial Social Policy Bank continue to promote preferential credit programs for the poor, meet the needs of production and business, contribute to improving the lives of policy beneficiaries, especially poor households and ethnic minority households; innovate the lending mechanism, create the most favorable conditions for people to access capital sources, contributing to local socio-economic development.

Regarding the field of Natural Resources and Environment, there are 3 opinions, suggesting that authorities at all levels pay attention to and improve solutions for environmental pollution management for production and business establishments, ensuring environmental hygiene in urban, rural areas, and tourist destinations in the province; clarify the basis for forecasting and feasibility when setting targets for 2025: the rate of establishments causing serious environmental pollution being handled reaches 100%; organizations and individuals still face many difficulties when carrying out procedures for granting land use right certificates, the Provincial People's Committee needs to strengthen inspection and examination of officials performing tasks in this field.

In the field of Culture - Sports - Tourism, there were 6 opinions. Delegates suggested that the Provincial People's Committee should pay attention to investing funds to build and restore a number of construction items in the "A Time of Fire and Flowers" tourist route to exploit the potential and advantages of the locality; the authorities should strengthen strict management, raise the sense of responsibility of individuals and business households at a number of festivals and tourist attractions, and not let tourists rent costumes that are not traditional costumes of ethnic minorities living in the province; soliciting customers to buy and sell goods, arbitrarily taking and printing souvenir photos negatively affects the image of tourism in the province; it is recommended that there should be specific solutions to increase the application of technology in tourism management, operation and development activities; promote tourism on information technology platforms and social networking platforms.

In the field of Education and Training, there is an opinion, suggesting that the Provincial People's Committee direct the professional sector to have more specific solutions to effectively solve the shortage of teachers compared to the assigned quota and staffing, especially teachers of English and Information Technology; The Provincial People's Committee directs the competent authorities to strengthen food safety and hygiene inspections in areas where breakfast and snacks are sold in the school area. Strengthen propaganda and education for students about the dangers of using snacks sold everywhere at school gates with many types of poor quality snacks of unknown origin to protect health, and prevent unfortunate incidents from happening.

The field of Labor, Employment and Social Security has 3 opinions, requesting the Provincial People's Committee to pay attention, direct, and have solutions to protect the rights of workers; evaluate and clarify the results of the implementation of the rate of trained workers in 2024 and clarify the basis for forecasting and feasibility when setting targets for 2025 such as: the rate of trained workers is 40%; requesting the Provincial People's Committee to state the reasons why Cao Bang has not yet implemented drug addiction treatment in families and communities, requesting to clearly state solutions for early implementation in the coming time.

The Information and Communications sector has one opinion, to achieve the goal that by 2025, all administrative procedures and records receiving and processing will be processed online, the Department of Information and Communications needs to have specific solutions and roadmaps.

Regarding internal affairs, there are 2 opinions, proposing to adjust the regulations in the direction of recruiting a number of people with appropriate expertise and majors and taking scores from high to low to improve the quality of input human resources at agencies; proposing that the Provincial People's Committee continue to pay attention to and direct the settlement of priority in university admissions under the nomination system for ethnic minority students living in Bao Lam district.

The ethnic and religious affairs have 2 opinions, suggesting that the Provincial People's Committee needs to clarify and have a more drastic direction plan in implementing the disbursement of capital for the national target program on socio-economic development in ethnic minority and mountainous areas in 2024, which is low, especially the new career capital disbursed at 16.9% of the plan; clarify how many incestuous early marriage couples there are, and fundamental solutions in the coming time to prevent and minimize this situation.

Regarding the direction and tasks for 2025, there are 5 opinions, suggesting that the Provincial People's Committee direct departments, branches and sectors to have more specific, flexible and effective solutions, in accordance with newly issued policies to develop agriculture and forestry and remove difficulties and obstacles regarding land, minerals for common construction materials (stone, embankment soil), and dumping sites when constructing works and projects in the province; assess more specifically the work of reviewing, arranging, perfecting and streamlining the internal focal points of State administrative agencies and public service units according to regulations; consider and further assess the expected target of the growth rate of products in the area (GRDP) of 8%.

In addition, delegates requested the Provincial People's Committee to clarify the basis, area, and location of planted forests to achieve the target of 60% forest coverage in 2025; the Provincial People's Committee continues to pay attention to supporting capital for Bao Lam district with the budget for 5 emergency relocation projects affected by storm No. 3 (17 households); upgrading provincial road 217 from Bao Lac town to Coc Pang commune, and the national grid project (currently 4,600 households do not have electricity). At the same time, direct the complete resolution of difficulties and obstacles in the Bao Lam clean water supply project; and resolve border issues between provinces.

In addition, regarding the opinions and recommendations of voters and questions from the Provincial People's Council delegates during and after the 20th session of the Provincial People's Council, term XVII; responding to opinions and recommendations of voters before the 26th session (regular session at the end of 2024) of the Provincial People's Council, term XVII, term 2021 - 2026, there were 36 opinions of delegates, requesting the Provincial People's Committee to review and continue to direct the final resolution of the recommendations that have been prolonged but not yet resolved. It is necessary to provide a specific time frame for resolution to have a basis and basis for assessing the resolution progress of relevant departments and branches, so that the People's Council delegates can respond to voters at voter meetings.

Regarding the draft resolutions, there were 23 comments: Regarding the Resolution regulating the content of expenditure and the level of expenditure support for people who do not receive salaries from the State budget to attend training and retraining courses in the province. The delegates said that some provisions on the level of expenditure are still limited, not suitable for practice, do not ensure the feasibility and effectiveness of the resolution, and proposed to consider; to evaluate more clearly the level of one-time travel support (for both going and returning) in cases where the trainee's residence is 10 km or more from the training and retraining facility; to propose that the Provincial People's Committee consider adding the applicable subjects in the resolution and balance the budget for implementation as proposed in the appraisal report of the Legal Committee.

Regarding the Resolution on the Socio-Economic Development Plan for 2025, the province has 2 opinions, proposing to review and evaluate whether it is appropriate to not include some targets (relocating barns, eliminating temporary houses, dilapidated houses) in the resolution for implementation; requesting the Provincial People's Committee to provide the basis for building some targets that are unlikely to be achieved in 2025 such as the target of GRDP per capita (60 million VND); forest coverage rate of 60%...

The Resolution on the Public Investment Plan for 2025 has 2 opinions; proposing the Provincial People's Committee to allocate funds to repair, renovate and upgrade Provincial Roads 209 and 219 to ensure people's travel needs (due to serious degradation) which are listed in the Public Investment Plan for the period 2021 - 2025 using foreign capital; proposing to clarify the amount of capital allocated to repay the debt. For newly started projects, it is proposed to have a decision to approve the project and supplement the Green Circular Economy Support Project through improving the agricultural value chain in Northern Vietnam in the province.

The Resolution on the policy of converting forest use to other purposes in the province in 2024 (supplemented in the 3rd phase) has 1 opinion; requesting the Provincial People's Council delegates in the Delegation Groups to coordinate with the People's Committees at the same level to review programs and projects that need to convert forest use to other purposes in the area to propose synchronous and comprehensive implementation, avoiding the case of proposing many times...
