At the 27th session, the National Assembly Standing Committee will discuss 16 important groups of contents.

On the morning of October 11, at the National Assembly House, Politburo member and National Assembly Chairman Vuong Dinh Hue chaired the 27th session of the National Assembly Standing Committee.

Politburo member and National Assembly Chairman Vuong Dinh Hue delivered the opening speech at the 27th session of the National Assembly Standing Committee.

Guests attending the meeting included Vice President Vo Thi Anh Xuan, Minister of Health Dao Hong Lan, State Auditor General Ngo Van Tuan, Lieutenant General Nguyen Van Gau, Deputy Minister of National Defense; representatives of the Vietnam Fatherland Front Central Committee, the Central Internal Affairs Commission, the Supreme People's Court, the Supreme People's Procuracy , and relevant ministries and branches.

Speaking at the opening of the session, National Assembly Chairman Vuong Dinh Hue said the session's workload was large, complex, difficult, and time-consuming.

The session will last about 5 days. The National Assembly Chairman asked members of the National Assembly Standing Committee to promote the spirit of previous sessions to give opinions on the contents to ensure the best quality of the session.

Introducing the meeting agenda, the National Assembly Chairman said that at this meeting, it is expected that within 5 working days, the National Assembly Standing Committee will give opinions on 16 important groups of contents.

In the first group of issues, the National Assembly Standing Committee will consider and give opinions on 12 contents that must be prepared to be submitted to the National Assembly at the 6th Session.

Accordingly, the National Assembly Standing Committee will give opinions on socio-economic issues, including: assessment of the implementation results of the 2023 socio-economic development plan, the draft socio-economic development plan for 2024; mid-term assessment of the implementation results of Resolution No. 16/2021/QH15 on the 5-year socio-economic development plan for 2021-2025 and mid-term assessment of the implementation results of Resolution No. 31/2021/QH15 on the economic restructuring plan for the 2021-2025 period.

National Assembly Chairman Vuong Dinh Hue and Vice Chairmen of the National Assembly chaired the opening of the 27th session of the National Assembly Standing Committee.

The National Assembly Standing Committee will give opinions on the Government's reports on budgetary and financial issues, including: the implementation of the state budget in 2023 and the state budget estimate in 2024; the central budget allocation plan in 2024, including the implementation of the state budget public investment plan in 2023, the expected state budget public investment plan in 2024 and the roadmap and plans to implement salary policy reform according to Resolution 27-NQ/TW.

Mid-term review of the implementation of the National Financial Plan and public borrowing and debt repayment for the 5-year period 2021-2025. Mid-term review of the implementation of the Medium-term Public Investment Plan for the period 2021-2025.

The Standing Committee of the National Assembly commented on the Report on the results of monitoring the settlement, response, and reply to voters' petitions sent to the 5th Session of the 15th National Assembly. Results of receiving citizens, handling petitions, and monitoring the settlement of citizens' complaints and denunciations sent to the National Assembly in 2023.

Comment on the Government's report on citizen reception, complaint and denunciation settlement in 2023, including the synthesis of the report content of the Supreme People's Court, the Supreme People's Procuracy and the State Audit.

Comment on the Report of the Central Committee of the Vietnam Fatherland Front on synthesizing opinions and recommendations of voters and people sent to the 6th Session of the National Assembly.

The National Assembly Chairman said that according to regulations and practices at the opening session of the year-end meeting, on the first opening day, the above reports will be presented to the National Assembly.

The National Assembly Chairman requested that members of the National Assembly Standing Committee carefully study to provide specific opinions, as a basis for the Presidium of the Central Committee of the Vietnam Fatherland Front, the Government and the People's Aspirations Committee of the National Assembly Standing Committee to have a basis for research to complete with the highest quality and ensure that it fully, comprehensively and honestly reflects the opinions and aspirations of the people and voters nationwide on major issues that must be reported to the National Assembly.

The National Assembly Standing Committee will comment on the Government's report on the results of the review of the system of legal documents before submitting it to the National Assembly at the 6th Session as required in Resolution No. 101/2023/QH15 of the National Assembly.

The National Assembly Chairman said that this is expected to be discussed together with the content on the implementation of socio-economic and financial budget tasks to have an orientation on how to continue doing this work in the future?

The National Assembly Standing Committee gave its opinion on the Government's Report on the implementation results, difficulties and obstacles in implementing 03 national target programs in the 2021-2023 period and proposed specific solutions and mechanisms to remove difficulties and obstacles, speeding up the implementation progress of the programs in the coming time.

Comments on the report on the implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program.

Comments on the draft Resolution of the National Assembly on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

Comment on the preparation for the vote of confidence for positions elected or approved by the National Assembly at the 6th Session.

Giving second opinions on the draft Resolution of the National Assembly on piloting investment support policies in the high-tech sector. The Chairman of the National Assembly noted that this is extremely important and requested the National Assembly Standing Committee to carefully consider the conditions for inclusion in the session agenda and submit to the National Assembly for promulgation of the resolution at this session.

On the basis of comprehensively reviewing the preparation work and the contents submitted to the National Assembly, after receiving the opinions of National Assembly deputies and National Assembly delegations, the National Assembly Standing Committee will give its final opinion on the agenda of the 6th Session to submit to the National Assembly for consideration and approval at the preparatory session.
