Lam Dong Provincial People's Committee has just issued Document No. 2041/UBND-KH dated March 21, 2023 regarding the implementation of Package No. 5 of the investment project for a number of remaining items at the Provincial Cultural - Sports Center (Da Lat Stadium).
The 20,000-seat Da Lat Stadium is still unfinished because the contractor is behind schedule.
Specifically, the provincial leaders agreed in principle to allow the Provincial Civil and Industrial Construction Investment Project Management Board (project investor) to terminate the contract with the contractor implementing package 5 of this project.
The reason given was that the contractor violated the time limit, no longer had the capacity to continue performing the contract and had submitted a written request to stop implementing the above package.
The contractor for package No. 5 is Ha Linh Trading and Production Joint Stock Company (Ha Linh Company). This enterprise signed a contract with the project investor, the contract value is nearly 35 billion VND, the implementation period is from February 2020 to August 2021, then extended to September 2022.
The items in this package include: square of grandstand C; yard for stands A, B, D; yard and traffic road outside the grandstand and 4 parking lots; steps leading to the stadium; trees, grass, electricity, water, lightning protection, network, television, camera systems.
However, by the end of February 2023, the package had only completed 33% of the work volume with a contract value of 12.5 billion VND. In August 2022, Ha Linh Company sent a document requesting to stop and then unilaterally stopped construction of package No. 5.
According to the investor, in addition to the difficulties of construction in the complicated conditions of the COVID-19 pandemic, the contractor's capacity could not meet the workload of the contract. After signing the contract, the contractor's construction was slow, progress was slow, and he did not anticipate the sudden increase in prices.
Among the completed items, there are degraded and damaged parts such as granite paving stones, steps, stone embankments, and ditch weaving... because the contractor stopped construction for a long time. The investor has fined Ha Linh Company 34.9 million VND for slow progress and proposed to terminate the contract for package No. 5 with Ha Linh Company.
After terminating the contract with Ha Linh Company, Lam Dong Provincial People's Committee agreed to allow the investor to organize the selection of a contractor to continue implementing the remaining work volume of package No. 5 in the form of designated bidding. The implementation period of the package is 6 months.
Provincial leaders require ensuring that the new contractor has sufficient capacity and experience to meet the remaining work of the package, and to ensure construction quality and progress.
