Renewing old driving forces, creating new growth drivers for Quang Nam

The Provincial Party Committee assessed that, in the first quarter, Quang Nam continued to carry out its tasks amidst many difficulties and challenges, and achieved some results in various aspects of its work.

In Party building work, the Provincial Party Standing Committee organized a widespread political campaign titled "Steadfastly Marching Under the Party Flag." Through this, it promptly stabilized ideology; strengthened confidence; promoted unity and consensus; and worked together to build the Party and develop the economy and society in the first quarter.

Party committees at all levels throughout the province also organized a review of Party building work for the 2020-2025 term; a review of 15 years of implementing the Party Charter; and a review of the implementation of Directive 35 of the XII Political Bureau on Party Congresses at all levels, in accordance with the guidance and instructions of the Central Committee.

Besides strictly implementing the conclusions of the Central Inspection Committee in 2023 on overcoming limitations and shortcomings in a number of areas, in the first quarter, Quang Nam also focused on further consolidating and strengthening the cadre team, in conjunction with preparing personnel for the party congresses at all levels.

The Standing Committee of the Provincial Party Committee issued Plan No. 397, dated March 29, 2024, on the implementation of the thematic study and emulation of Ho Chi Minh's ideology, ethics, and style in 2024; linked with the high requirement to combat the tendency to evade responsibility, fear of accountability, and shirking of duties among a segment of cadres, civil servants, and public employees.

Although the economic picture in Quang Nam during the first three months of the year showed a slow recovery, some positive aspects emerged compared to the same period in 2023.

Specifically, the trade and service sector increased by 3.3% compared to the same period in 2023; the total number of tourists visiting and staying in the first three months of the year is estimated at over 1.6 million, an increase of 25% compared to the same period; agricultural, forestry, and fisheries production developed stably with a growth rate of over 3.2%...

In particular, Quang Nam successfully organized the Conference to announce the Provincial Planning for the period 2021-2030, with a vision to 2050, and the opening of the National Biodiversity Restoration Year 2024.

At the planning announcement conference, Quang Nam province awarded investment approval decisions, investment registration certificates, and site study agreements to 10 investors for 16 projects with a total registered capital of approximately 20 trillion VND. This is a positive sign in the commencement of the implementation of the announced plan.

Creating additional growth drivers

Besides the positive aspects in the first quarter of 2024, discussions at the 15th Provincial Party Committee Conference (22nd term) also acknowledged that difficulties and challenges outweigh advantages, and that shortcomings and limitations still exist.

In particular, the concretization of some resolutions and conclusions of the Central Committee and the Provincial Party Standing Committee has not ensured timely progress and high quality, and even the inspection and evaluation of the implementation of resolutions has not been systematic, timely, or highly effective.

The economy is still experiencing negative growth (down 3.1% compared to the same period last year), with the industrial and construction sectors growing at 8.1%, and industry alone declining by 9.8%. Efforts to resolve difficulties and obstacles for businesses and investors have not been effective.

Progress on many key projects remains slow, especially due to difficulties in land clearance. The disbursement rate of public investment capital is slower than planned, and there is still hesitation and reluctance in handling tasks.

Based on an analysis of existing shortcomings and anticipated difficulties and challenges, the conference discussed and agreed on 10 key task groups for implementation in the second quarter of 2024.

In his concluding remarks at the conference, Provincial Party Secretary Luong Nguyen Minh Triet emphasized and clarified several groups of tasks that require decisive focus for implementation.

According to the Provincial Party Secretary, in the work of Party building and rectification, Party committees at all levels, agencies, and units need to pay more attention to improving political and ideological work among cadres, Party members, civil servants, and public employees; the more difficult the situation, the greater the effort and the higher the determination must be.

"Ideological work must be emphasized and create enthusiasm and motivation for cadres to work. The more difficult the situation, the more it should be seen as an opportunity to demonstrate competence and a sense of responsibility, and also an opportunity to evaluate cadres."

"In the near future, the working regulations of the Provincial Party Committee will also be revised to create conditions, support, and protect cadres who dare to think and act for the common good," Comrade Luong Nguyen Minh Triet stated clearly.

According to the Provincial Party Secretary, in the coming period, Quang Nam must strengthen measures to mobilize all resources to promote production and business, create jobs and livelihoods for the people, and create more impetus for growth.

Continue to revitalize the province's traditional growth drivers, such as the automotive industry, tourism, agriculture, and investment, while also researching new growth drivers such as the silicate industry, circular economy, green tourism, digital economy, and knowledge economy.

In addition, focus on resolving administrative procedural obstacles for projects, improving the business environment, attracting investment, and creating favorable conditions for people and businesses to operate in production and business.

“This week, the Provincial Party Standing Committee will focus on discussing measures to remove difficulties and obstacles for businesses and investors; absolutely no further barriers will be created for businesses and people. The focus will be on resolving outstanding and long-standing projects and issues,” said Provincial Party Secretary Luong Nguyen Minh Triet.

Expeditiously finalize the draft plan for implementing the provincial planning.

Provincial Party Secretary Luong Nguyen Minh Triet requested the urgent completion of the draft Plan for implementing the Quang Nam Provincial Planning for the period 2021-2030, with a vision to 2050, for submission to the Prime Minister for approval and implementation. This is an extremely important immediate task.

In connection with this, localities and units must be highly proactive in implementing district-level regional planning, urban master planning, and detailed planning.

The general consensus is that these plans must be implemented effectively, updated, reviewed, and supplemented in accordance with the provincial plan to create a foundation for attracting investment and achieving more sustainable development in the coming period.

Strengthening investment promotion activities, especially creating favorable conditions for investors to effectively implement the 16 projects that have been granted certificates at the provincial planning announcement conference, aims to create momentum to attract other investors.
