The Provincial Party Committee assessed that in the first quarter, Quang Nam continued to carry out its tasks in the context of many difficulties and challenges and achieved some results in all aspects of work.

In the work of Party building, the Provincial Party Standing Committee has extensively organized the political activity "Steadfast steps under the Party flag". Thereby, promptly stabilizing ideology; consolidating trust, promoting the spirit of solidarity, joining hands to build the Party and develop the economy - society in the first quarter.

Party committees at all levels in the province also organized a review of Party building work for the 2020-2025 term; a review of 15 years of implementing the Party Charter and a review of the implementation of Directive 35 of the 12th Politburo on Party Congresses at all levels in accordance with the direction and guidance of the Central Committee.

In addition to strictly implementing the conclusions of the Central Inspection Commission in 2023 on overcoming limitations and shortcomings in a number of areas; in the first quarter, Quang Nam also focused on improving and consolidating the staff, associated with preparing personnel for party congresses at all levels.

The Provincial Party Standing Committee issued Plan No. 397, dated March 29, 2024, on implementing the theme of studying and following Ho Chi Minh's ideology, morality, and lifestyle in 2024; associated with high requirements on combating the state of avoidance, fear of responsibility, and shirking responsibility among a number of cadres, civil servants, and public employees.

Although Quang Nam's economic picture in the first 3 months of the year recovered slowly, some bright colors appeared compared to the same period in 2023.

Specifically, the trade and service sector increased by 3.3% over the same period in 2023; the total number of visitors and tourist accommodation in the first 3 months of the year is estimated at more than 1.6 million, an increase of 25% over the same period; agricultural, forestry and fishery production developed stably with a growth rate of more than 3.2%...

In particular, Quang Nam successfully organized the Conference to announce the Provincial Planning for the period 2021 - 2030, with a vision to 2050, and opened the National Biodiversity Restoration Year 2024.

And at the conference announcing the planning, Quang Nam granted investment approval decisions, investment registration certificates, and investment location research agreements to 10 investors with 16 projects with a total registered capital of approximately 20 trillion VND. This is a positive signal in starting the implementation of the announced planning.

Creating more growth momentum

Besides the bright spots in the first quarter of 2024, the discussions at the 15th Provincial Party Committee Conference (term XXII) also acknowledged that there are more difficulties and challenges than advantages, and there are still shortcomings and limitations.

In particular, the concretization of a number of resolutions and conclusions of the Central Committee and the Provincial Party Standing Committee has not ensured progress and quality, including the inspection and evaluation of the implementation of resolutions, which are not systematic, timely and effective.

The economy still has negative growth (down 3.1% compared to the same period last year), the growth rate of industry and construction decreased by 8.1%, industry alone decreased by 9.8%. The resolution of difficulties and problems for businesses and investors has not been effective.

Progress on many key projects is still slow, especially with difficulties in site clearance. The rate of disbursement of public investment capital is slower than planned, and there is still confusion and apprehension in handling work.

Based on the analysis of existing problems and forecast of difficulties and challenges, the conference discussed and agreed to propose 10 key task groups to implement the tasks in the second quarter of 2024.

Concluding the conference, Provincial Party Secretary Luong Nguyen Minh Triet emphasized and clarified a number of groups of tasks that need to be focused on to implement.

According to the Provincial Party Secretary, in the work of Party building and rectification, Party committees, agencies and units at all levels need to pay more attention to doing better political and ideological work among cadres, Party members, civil servants and public employees; the more difficult it is, the more effort and determination we must make.

“Ideological work must be focused on and create enthusiasm and motivation for staff. The more difficult the situation, the more it must be seen as an opportunity to demonstrate capacity and sense of responsibility, and also an occasion to evaluate staff.

In the near future, the working regulations of the Provincial Party Committee will also be revised to create conditions, support and protect cadres who dare to think and act for the common task" - Comrade Luong Nguyen Minh Triet clearly stated.

According to the Provincial Party Secretary, in the coming time, Quang Nam must promote solutions to mobilize all resources to promote production and business, create jobs and livelihoods for people, and create more growth momentum.

Continue to renew the province's traditional growth drivers, such as the automobile industry, tourism, agriculture, investment, etc., while researching new growth drivers such as the silicate industry, circular economy, green tourism, digital economy, knowledge economy, etc.

Along with that, focus on solving administrative procedure problems for projects, improving the business environment, attracting investment, creating favorable conditions for people and businesses to conduct production and business activities.

“This week, the Provincial Party Committee Standing Committee will focus on discussing measures to remove difficulties and obstacles for businesses and investors; absolutely not creating more barriers for businesses and people. Focus on handling projects and outstanding and long-standing issues” - Provincial Party Committee Secretary Luong Nguyen Minh Triet said.

Urgently complete the draft plan to implement the provincial planning

Provincial Party Secretary Luong Nguyen Minh Triet requested to urgently complete the draft Plan for implementing the Quang Nam Provincial Planning for the period 2021 - 2030, with a vision to 2050, and submit it to the Prime Minister for approval for implementation. This is an extremely important immediate task.

Along with this, localities and units must be very proactive in implementing district planning, general urban planning, and detailed planning.

The general spirit is to do well these plans, update, review, and supplement according to the provincial plan to create a basis for attracting investment and more sustainable development in the coming period.

Strengthen investment promotion activities, especially creating favorable conditions for investors to effectively implement 16 projects that have been granted certificates at the conference announcing the provincial planning to create motivation to attract other investors.
