
The delegation inspected the operations at the Phu Quy Special Economic Zone Public Administrative Service Center. Observations from the field showed that since the new government apparatus came into operation, the staff and civil servants have strived to implement the process of receiving and resolving administrative documents quickly and accurately, without any delays or interruptions.


Provincial leaders highly appreciated the proactive spirit of local Party committees and authorities in improving the effectiveness and efficiency of the apparatus, and requested continued review and rectification of shortcomings to ensure better service to citizens and businesses, using the satisfaction of organizations and individuals as a measure of service quality.

Inspecting the progress of the Phu Quy storm shelter and fishing port project (phase 2), provincial leaders acknowledged and commended the efforts of the construction unit, and requested all parties to continue accelerating the progress to ensure timely handover.
Reportedly, this is a key project, approved by the former Ministry of Agriculture and Rural Development under Decision No. 5048/QD-BNN-XD dated December 27, 2022. The project's objective is to build a safe mooring area for approximately 1,000 fishing vessels with a capacity of up to 600 horsepower, serving fishermen operating in key fishing grounds such as the South Central region, Truong Sa, and DK1...
The project has a total investment of over 446 billion VND from the central government budget, with implementation from 2023 to 2026. The Provincial Agricultural Project Management Board is the investor, with 3 main bidding packages currently being implemented, including: Package No. 18: Including items such as dredging of anchorage basins and shipping channels; construction of protective embankments; installation of mooring buoys and channel markers, land leveling, etc.

To date, 91.88% of the work has been completed, with completion expected before October 26, 2025. Package No. 19, including onshore technical infrastructure such as internal roads, water supply and drainage systems, lighting, wastewater treatment plant, management building, restrooms, guardhouse, etc., is expected to be completed in Q3/2025. Package No. 20, supplying and installing equipment, has had its contract signed and construction site taken over since the end of June 2025. To date, the project has been allocated VND 311.65 billion, of which VND 272.5 billion has been disbursed, achieving a high percentage compared to the planned schedule.

The delegation also visited and surveyed the National Sovereignty Flagpole in Phu Quy, a project of special significance, construction of which began in 2015. This is one of seven flagpoles built by the Central Committee of the Ho Chi Minh Communist Youth Union on frontier islands nationwide. The project contributes to promoting patriotism, national pride, and raising awareness and responsibility in protecting maritime sovereignty among the people, especially the younger generation and tourists visiting the area.

In addition, provincial leaders surveyed the area where a coastal erosion control project is planned to be implemented on the northern side of Phu Quy Island, with a total investment of approximately 300 billion VND. The goal is to prevent erosion and landslides, while protecting the lives and property of residents and essential infrastructure such as roads, cultural and historical relics in the area.
