Each student is expected to pay from more than 700,000 to more than 1.3 million VND.

According to feedback from parents of students at Vo Thi Sau Primary School (Tan Hung Ward, Ho Chi Minh City), the parent representative committee of class 5/9 presented a plan and estimated operating budget for the 2025-2026 school year with a total estimated amount of money that needs to be mobilized from parents of more than 54 million VND.

The budget plan for activities consists of 2 parts: General activities of the class and children (A), gratitude to teachers (B - this expense is completely voluntary, the representative board only sends flowers and gifts on behalf of parents).

Specifically, the content of the plan includes: Sending teachers to buy classroom supplies such as printing paper, ink refills, printer maintenance, additional support for classroom cleaning supplies, tissues, gifts to encourage children to study... with a total amount of 3 million VND. In the plan, there is a note to send to the homeroom teacher, support the cost of preparing and printing English lessons: 2 million VND/semester (sent to English teachers).

Estimated budget for decorating holidays and Tet is 1 million VND/semester, 2 million VND for the whole year. Support for drinking water for football and basketball teams: 1 million VND/semester, 2 million VND for the whole school year. Rewards for students who win first prize at school level or first, second, third prize at city level: 10 gifts worth 150,000 VND/gift. Total amount is 1.5 million VND.

The school's general operating budget is estimated at 10 million VND...

The estimated cost for the appreciation to teachers is 23,500,000 VND. Of which, the monthly support for the class nanny is 1.5 million VND. It is estimated that 13,500,000 VND will be spent on this content in 9 months...

From there, the plan clearly states that the additional fee for the 2025-2026 school year (part A) is expected to be divided among 41 students, each student will pay 745,346 VND. If parents agree to both parts A and B, divided equally among 41 students, each student will pay 1,318,517 VND.

Parents wonder why the income and expenditure plan has so many expenses for teachers to prepare lessons, print lessons, refill ink, maintain printers, etc. In this plan, it is noted that parents support on a voluntary basis. The actual expenses will be based on the actual and flexible amount of contributions, but divided equally among the number of students?

The principal requested to stop collecting and return the money to parents.

Speaking with Thanh Nien Newspaper reporter, Mr. Phan Thanh Phong, Principal of Vo Thi Sau Primary School (Tan Hung Ward, Ho Chi Minh City) confirmed that the above plan and budget for activities were from the Parents' Committee of class 5/9. The school found out that about 18 parents had contributed.

The principal of Vo Thi Sau Primary School said that the school held a parent-teacher meeting on September 21. Before that, the board of directors had worked with and informed homeroom teachers of more than 50 classes that the school's policy this year was not to solicit funds or parent funds.

Therefore, Mr. Phong affirmed that the above-mentioned plan and operating budget were made by the class's parent representative committee, without prior discussion with the class's homeroom teacher.

Referring to the contents of the budget, the Principal of Vo Thi Sau Primary School said that most of the planned expenditures in this plan were incorrect compared to the regulations. Therefore, the school requested the class representative committee to stop collecting and refund the entire amount that 18 parents in the class had paid.

Also according to Mr. Phan Thanh Phong, the school worked with the parents of class 5/9 on the plan and budget for this activity on September 25. Here, the class's parent representatives explained to the school that they thought too simply, subjectively thinking of wanting to organize for students to participate in many activities, so they created the plan.
