The Standing Party Committee and People's Committee of Lung Tam commune pay attention to arranging and selecting cadres and specialists with professional capacity, enthusiasm in work, good communication and situation handling skills to work at the Public Administration Service Center of the commune.
Currently, the Commune Public Administration Service Center consists of 7 officers and specialists, including 1 director, 1 deputy director and specialists in the fields of: receiving and returning results, justice - civil status, culture - society, natural resources - environment, 100% of whom have university and post-graduate degrees; intermediate and advanced political theory.
Lung Tam Commune People's Committee focuses on investing and fully arranging working facilities and equipment, including 2 computers and 1 scanner to serve people in looking up information, scanning documents and sending documents online via public services.
Lung Tam Commune Public Administration Service Center has implemented many solutions to avoid overload and effectively serve the high demand for administrative procedure settlement of the people. The Commune People's Committee has established groups to support people in performing administrative procedures, assigned civil servants to guide, advise and receive documents from the people at the old administrative headquarters before the merger; arranged an area to guide people and businesses to look up, send documents and pay online.
According to comrade Mai Xuan Minh, Vice Chairman of the Commune People's Committee, Director of the Commune Public Administration Service Center, the Center has coordinated with the commune's socio-political organizations, Party cell secretaries, and village heads to widely propagate among the people about essential public services and administrative procedures under the authority of the Commune and Provincial People's Committees in many forms such as: oral propaganda at village meetings, mobile propaganda, propaganda at market fairs, and wireless loudspeaker systems.
With the spirit of working until the end of the work, not until the end of the working day, many days the Center is still open to guide and receive and handle administrative procedures for people until past noon and until late afternoon. At the same time, it maintains and assigns staff to strictly implement the working schedule on Saturdays and Sundays every week. Ms. Hang Thi Vang, Hop Tien village shared: "I came to the Commune Public Administration Service Center to handle administrative procedures related to land. I was enthusiastically guided by the staff to access the Internet to declare information and submit public service applications online quickly, without having to wait long. Thanks to that, I also gained knowledge and learned how to apply information technology so that the next time I can declare and submit applications online on the network environment."
Since the official operation of the new government model until the end of August, Lung Tam Commune's Public Administration Service Center has received and processed over 3,000 records, 100% of which were received, processed and returned results in accordance with procedures and on time. Lung Tam was ranked 1st out of 124 communes in the province with 90.51/100 points in implementing public administrative procedures.
Comrade Mai Xuan Minh, Vice Chairman of the Commune People's Committee, Director of the Commune Public Administration Service Center affirmed that this result is a premise for the commune to continue to promote and do better, more transparently receive and resolve administrative procedures, promote online public services. The Commune People's Committee continues to focus on strictly controlling the reception and return of results of administrative procedures at the Public Administration Service Center, the implementation of regulations on public service culture for cadres and civil servants. Along with that, it is necessary to strengthen guidance and support for people to access more online public services when doing business, thereby forming a routine and habit of using online public services among the people.
