At the meeting, leaders of the communes reported on the results of economic development, focusing on the disbursement of public investment capital, budget collection and development of agriculture, tourism and services; the implementation of the Politburo 's resolutions on the application of science, technology and digital transformation, private economic development, improving the quality of education and training, and people's health care; exploiting the potential and advantages of the locality to find new directions for people in transforming crop structure, increasing income, and sustainably escaping poverty; developing the digital economy through social networking platforms; the preparation and search for construction sites for inter-level boarding schools in border communes that have not yet started; the situation of damage and overcoming damage caused by natural disasters...

The communes proposed that the Provincial People's Committee and the provincial departments and branches support the work of land acquisition, site clearance and procedures and documents for building inter-level boarding schools; pay attention to the policy of recruiting more teachers for schools; increase and arrange more professional staff for communes lacking according to assigned targets; support the policy of investing in building a new headquarters of Son Vi commune in accordance with the reality after the merger; arrange funds to overcome natural disaster damage; upgrade and expand the road from Xin Cai Border Post to the Sam Pun Bilateral Border Gate (Tuyen Quang, Vietnam) - Dien Bong (Phu Ninh, China).

In addition, many recommendations hope that the province will soon issue policies to implement plans in tourist areas and spots and plan new development spaces for communes after the merger; invest in upgrading and expanding the scale of some schools to bring students to the main school, eliminate combined classes; have solutions to solve the problem of domestic water and expand the scale of production of OCOP products associated with tourism...

Leaders of departments and branches answered and clarified the contents of the recommendations and proposals of the communes. At the same time, they proposed that the communes proactively coordinate and exchange information on difficulties and problems under the authority of departments and branches for timely resolution.

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc praised the efforts of the Party Committees and authorities of the communes in the 4 months after the merger for achieving many outstanding results. He hoped that the localities would continue to make efforts with the spirit of service, creation and orientation so that people can have jobs, stable income and escape poverty sustainably.

Tasks in the coming time, the Chairman of the Provincial People's Committee requested: for the preparation work of building inter-level boarding schools in border communes, localities continue to make efforts to find locations, determine the area and scale of construction suitable to practical conditions; departments, branches, and investors have guidelines for criteria for selecting construction contractors with sufficient professional capacity and economic potential; communes take the lead in coordinating with departments and branches to complete site clearance and legal procedures as quickly and as soon as possible; investors require contractors to build plans to implement the critical progress line, accurately assess the geology of the construction area, ensure the lives of construction workers, proactively prepare sources of materials, machinery and equipment... to ensure the completion of schools in August 2026.

Regarding the transfer of management and implementation of projects from the old district-level management boards to the communes after the merger, comrade Phan Huy Ngoc requested investors and localities to properly implement the province's instructions for each group of projects that have been guided.

The Chairman of the Provincial People's Committee requested the communes to review and count the damage caused by natural disasters, report and propose to the province in writing to determine the priority order of funding to support the repair of important and major damages. At the same time, proactively mobilize resources to repair damages within the local capacity; the communes, in the spirit of service and creation, continue to strengthen the organizational apparatus; proactively train and foster professional staff to meet the requirements of the task, improve the quality and efficiency of handling administrative procedures according to the motto of serving the people; pay attention to livestock development, transforming crop structure to increase production value.

He said that the potential and room for tourism and service development in the localities of the Stone Plateau region is still very large, so there must be solutions to exploit and attract tourists; there must be mechanisms to encourage people to participate in tourism and service development, create jobs, increase income, and improve people's lives...
