New notes on speed and lane separation on Noi Bai - Lao Cai and Cau Gie - Ninh Binh expressways

The Vietnam Road Administration (Ministry of Construction) agreed to temporarily adjust and supplement the traffic organization plan, lane division, and speed regulations on the Noi Bai - Lao Cai Expressway and the Cau Gie - Ninh Binh Expressway.

Noi Bai - Lao Cai Expressway

According to the decision signed by Deputy Director Nguyen Thanh Hoai, the changes mainly focus on lane division and speed regulations on the Noi Bai - Lao Cai expressway, temporarily applied for 1 month from November 10, 2025.

Specifically, on the Noi Bai - Yen Bai section (from Km0+00 to Km123+080), the maximum speed allowed on both lanes is unified at 100 km/h. However, the minimum speed is adjusted more flexibly, lane 1 (close to the median strip) is 80 km/h, while lane 2 (next to the emergency lane) is 60 km/h. This is to encourage vehicles to drive in the correct lane, reducing the risk of congestion and accidents.

At special locations such as the National Highway 2 underpass (Km0+080 - Km0+840), the Red River overpass (Km76+600 - Km78+640) and the Lo River overpass (Km47+350 - Km48+550), the maximum speed is lowered to 80 km/h for both lanes, with a unified minimum speed of 60 km/h to ensure safety due to complex terrain.

Regarding vehicle lane separation, lane 1 will prohibit trucks with a total weight of over 7,500 kg (including regular trucks except pickups and vans, specialized vehicles except cash transport vehicles, tractors, trailers) and passenger cars with over 29 seats. Lane 2 does not distinguish between vehicle types.

Heavy trucks and large passenger vehicles traveling in lane 2 are allowed to move into lane 1 to pass, but must return to lane 2 immediately and maintain a safe distance. Signs, paint lines and speed information will be added at intersections to guide traffic participants.

Temporary adjustment of traffic organization plan for section Km239+800-Km242+900 of Cau Gie-Ninh Binh expressway.

Accordingly, vehicles traveling from Hanoi to Ninh Binh, when reaching Km239+800, continue straight on the highway over Liem Son bridge, pass through the construction site of Liem Son intersection project and continue straight on Cau Gie - Ninh Binh highway to Ninh Binh.

Vehicles moving from Ninh Binh to Hanoi, when reaching Km242+900, continue straight on the highway, cross Liem Son bridge, pass the construction site and continue straight on Cau Gie - Ninh Binh highway to Hanoi.

Regarding speed regulations, vehicles traveling on the highway from Hanoi to Ninh Binh when approaching the Liem Son intersection project area (area Km239+800-Km242+900) must reduce their speed according to the regulations on road signs.

Specifically, up to Km239+950 the maximum speed allowed is 100km/h; up to Km240+150 the maximum speed allowed is 80km/h; up to Km240+300 the maximum speed allowed is 60km/h. The maximum speed allowed when vehicles pass through the section Km240+300-Km242+220 is 60km/h.

For vehicles traveling on the expressway from Ninh Binh to Hanoi, the maximum speed allowed to Km242+770 is 100km/h; to Km242+570 the maximum speed allowed is 80km/h; to Km242+420 the maximum speed allowed is 60km/h; the maximum speed allowed when vehicles pass through the section from Km242+420 to Km240+500 is 60km/h.

Vietnam Road Administration has given a 5-month implementation time for the temporary traffic organization plan.
