Noi Bai - Lao Cai Expressway

According to the decision signed by Deputy Director Nguyen Thanh Hoai, the main changes focus on lane allocation and speed limits on the Noi Bai - Lao Cai expressway, which will be applied temporarily for one month starting from November 10, 2025.

Specifically, on the Noi Bai - Yen Bai section (from Km0+00 to Km123+080), the maximum permitted speed on both lanes is set at 100 km/h. However, the minimum speed is adjusted more flexibly: lane 1 (next to the median) is 80 km/h, while lane 2 (next to the emergency lane) is 60 km/h. This aims to encourage vehicles to stay in their lanes, reducing the risk of traffic congestion and accidents.

At specific locations such as the National Highway 2 underpass (Km0+080 - Km0+840), the Red River overpass (Km76+600 - Km78+640), and the Lo River overpass (Km47+350 - Km48+550), the maximum speed is reduced to 80 km/h for both lanes, with a unified minimum speed of 60 km/h to ensure safety due to the complex terrain.

Regarding lane allocation, Lane 1 will prohibit trucks with a total weight exceeding 7,500 kg (including general-purpose trucks excluding pickups and vans, specialized vehicles excluding money transport vehicles, tractor-trailers, and trailers) and passenger buses with more than 29 seats. Lane 2 will not discriminate based on vehicle type.

Heavy trucks and large buses traveling in lane 2 are permitted to move to lane 1 to overtake, but must return to lane 2 immediately afterward and maintain a safe distance. Additional signage, road markings, and speed limit information will be added at intersections to guide traffic participants.

Temporary adjustment to the traffic organization plan for the section from Km239+800 to Km242+900 of the Cau Gie-Ninh Binh expressway.

Accordingly, vehicles traveling from Hanoi to Ninh Binh, upon reaching Km239+800, should continue straight on the expressway, crossing the Liem Son bridge, passing through the construction site of the Liem Son interchange project, and then continue straight on the Cau Gie - Ninh Binh expressway towards Ninh Binh.

Vehicles traveling from Ninh Binh to Hanoi, upon reaching Km242+900, should continue straight on the expressway, crossing the Liem Son bridge, passing through the construction site, and then continue straight on the Cau Gie - Ninh Binh expressway towards Hanoi.

Regarding speed regulations, vehicles traveling on the Hanoi-Ninh Binh expressway, upon approaching the Liem Son interchange project area (Km239+800-Km242+900), must reduce their speed according to the regulations indicated on the road signs.

Specifically, the maximum permitted speed is 100km/h at Km239+950; 80km/h at Km240+150; and 60km/h at Km240+300. The maximum permitted speed when vehicles pass through the section from Km240+300 to Km242+220 is 60km/h.

For vehicles traveling on the Ninh Binh to Hanoi expressway, the maximum permitted speed is 100km/h at Km242+770; 80km/h at Km242+570; 60km/h at Km242+420; and 60km/h when vehicles pass through the section from Km242+420 to Km240+500.

The Vietnam Road Administration has set a five-month implementation period for the temporary traffic management plan.
