On November 17, Mr. Nguyen Van Huong, Head of Weather Forecasting Department, National Center for Hydro-Meteorological Forecasting, said that the impact of this heavy rain in the Central region has many similarities with the record heavy rain that lasted from October 25-30. That is, they are both affected by cold air, strong East wind at an altitude of 1,500 - 5,000 m and a low pressure trough with an axis passing through the Central region.

However, according to Mr. Nguyen Van Huong's assessment, in this heavy rain, there are 2 factors that are not as strong as the previous one: The East wind is weaker, and the low pressure trough is not as strong as the period of October 25-30.

In addition, the characteristic of this heavy rain is that the heavy rain area has fluctuations, from November 15 to the end of November 18, the rain spread from Ha Tinh to Quang Ngai, the eastern area of ​​Kon Tum province, Dak Lak and Khanh Hoa area. From November 19, from Hue city outwards, the rain tends to decrease, while the rain tends to expand further south, the rain is not concentrated in one area.

"Although the cold air this time is much stronger than at the end of October, the possibility of exceptionally heavy rain or record rain like the rain in late October is not high," said Mr. Nguyen Van Huong.

This heavy rain spreads across most of the provinces and cities in the Central region, so many rivers in the Central region will also be affected. It is forecasted that from today until November 20, there is a possibility of a flood on rivers from Ha Tinh to Khanh Hoa.

During this flood, the flood peak on Kon River, upper Ba River (Gia Lai), lower Ba River, Ky Lo River ( Dak Lak ), Dinh Ninh Hoa River (Khanh Hoa) may reach level 2-3, some rivers above level 3; rivers in Ha Tinh, Quang Tri, Gia Lai, Dak Lak, Khanh Hoa may reach level 1-2 and above level 2.

Mr. Nguyen Van Huong noted: "In addition to the rising floodwaters of rivers, during this heavy rain, in addition to areas of heavy rain, there is a risk of flooding, flash floods, and landslides in the area from Ha Tinh to the east of Quang Ngai province. It is necessary to note that Kon Tum, Dak Lak, Khanh Hoa area as well as the eastern part of Lam Dong province are also areas at particular risk of flash floods and landslides because these areas will continue to have long-term rain."

The North welcomes the strongest cold spell since the beginning of winter

In the North, localities will experience the strongest cold spell since the beginning of winter. Mr. Huong said that according to observations, the direction of this cold spell is moving from the North to the South, straight from the North. In addition to the strong cold air, from tonight (November 17) to the end of November 19, the North will also experience more rain. Rain combined with strong cold air will cause the temperature in the North, Thanh Hoa, Nghe An, and Ha Tinh to drop sharply.

Mr. Nguyen Van Huong said: "According to our assessment, November 18-19 will be the two coldest days with the lowest temperature in the Northern Delta and North Central region generally ranging from 12-14 degrees, in mountainous areas from 8-11 degrees, in high mountainous areas below 7 degrees; from November 20, the North will have less rain and will turn to a state of deep cold at night and morning, with sunny days.
