Modern, synchronized “One Window” model

By September 9, the province had integrated 1,944 public services into the National Public Service Portal, with the rate of processing records ahead of schedule and on time reaching 94.87%.

According to statistical and assessment results from the National Public Service Portal, as of 2:00 p.m. on September 8, An Giang achieved a total score of 83.03 points (classified as good) and ranked 15th out of 34 provinces and cities nationwide, in which the satisfaction level reached 17.9/18 points (99.44%), which is an outstanding index, reflecting the trust and satisfaction of people and businesses.

The implementation and construction of the National Public Service Portal to become a centralized "One Window" to receive only online records after closing all provincial and municipal Public Service Portals nationwide is considered an important and breakthrough solution in promoting national digital transformation. According to the roadmap, by the end of February 2026 at the latest, ministries and branches will also close the ministerial Public Service Portal to use only the National Public Service Portal.

According to Deputy Director of the Department of Science and Technology Nguyen Xuan Kiem, applying "One Window" is completely consistent with the inevitable trend of strong development of information technology, digital transformation and international integration in the current period. With the "One Window" model, people and businesses only need to remember and access a single address dichvucong.gov.vn to perform all administrative procedures online, regardless of which ministry, branch or locality the procedure belongs to. Thereby, helping people easily and conveniently handle administrative procedures, reduce costs, time as well as avoid confusion or access to fake and fraudulent websites. Changing the method of providing online public services through "One Window" does not change the right to handle procedures, only simplifies the reception point, makes the process transparent, and makes it easy to monitor progress.

Currently, people and businesses can submit administrative procedure settlement documents online to the National Public Service Portal anytime, anywhere via computers, tablets, and smartphones with internet connection. Along with that, people and businesses can monitor and evaluate the progress and efficiency of work handling of each level, unit, and individual in the process of settling administrative procedures; avoiding harassment and bullying from a group of bureaucratic and arrogant officials.

To operate the "One Window" effectively, communes and wards in the province have stepped up propaganda, guidance, and support for people to improve their digital skills, and encouraged people and businesses to proactively use online public services in handling administrative procedures. According to Deputy Director of the Go Quao Commune Public Administration Service Center Nguyen Huu Dac, currently, administrative procedures performed online by people through the National Public Service Portal have increased significantly. The benefits of the "One Window" model not only increase people's and businesses' satisfaction with public services but also contribute to building e-government, digital government, and improving the operational efficiency of state agencies.

The role and significance of the “One Window” operation have been clearly seen in practice. However, if we want to achieve the expected results, the National Public Service Portal must ensure a strong enough infrastructure, ready to operate smoothly in case of sudden capacity increase requirements, ensuring information safety and security. Some administrative procedures of ministries and ministerial-level agencies also need to be completed and announced soon so that localities can deploy the application process, ensuring connectivity and smooth operation. This is an issue that many localities have reflected and recommended over the time of implementing the “One Window” model.
