Ho Chi Minh City After 9 years of implementation, the project to expand Luong Dinh Cua Street, Thu Duc City, with a total capital of 826 billion VND, has an unknown completion date due to 2.2 hectares of land overlapping the urban area boundary.
This is the eastern gateway arterial road that Ho Chi Minh City has invested in upgrading since 2015 with a 30m widening scale, on a 2.5km section from Tran Nao Street to An Phu intersection. Nearly a decade of implementation with many delays, the project is still unfinished. Currently, the construction site is in disarray, becoming a "bottleneck" that is often congested because this is the route connecting to major intersections such as Mai Chi Tho, Ho Chi Minh City - Long Thanh - Dau Giay Expressway, Nguyen Thi Dinh Street...

The biggest obstacle that has delayed the project is the land clearance, especially the section from Nguyen Hoang Street to An Phu intersection, which is more than 500 meters long. This section has about 2.2 hectares of land overlapping the An Phu Development Urban Area project, invested by Thu Thiem Real Estate Joint Stock Company. This area has 64 affected households that need compensation, but there has been no agreement on which unit will be responsible for it, leading to construction stalling for many years.
According to the conclusion of the inspection of the Department of Natural Resources and Environment of the city, in 2001 the Prime Minister decided to reclaim more than 87 hectares of land in An Phu ward (District 2, now Thu Duc City). Of which, more than 85 hectares were assigned to the Ho Chi Minh City Urban Development and Services Company (currently Thu Thiem Real Estate Joint Stock Company) to invest in the main technical infrastructure in the urban area. The remaining 2.2 hectares were managed by Ho Chi Minh City to expand Luong Dinh Cua Street according to the plan.

During the road expansion process, the city's departments and branches determined that the responsibility for compensating the above area belonged to the investor of the urban area project. Because at the time the Prime Minister decided to reclaim the land, the scope of compensation for damages was stipulated "for the entire area", which includes more than 87 hectares, not separately the 2.2 hectares that Ho Chi Minh City was assigned to manage. However, Thu Thiem Real Estate Joint Stock Company said that the unit was only assigned more than 85 hectares, the remaining part is the road right-of-way of Luong Dinh Cua Street, which is not part of the main technical infrastructure project in An Phu urban area, so it is not within the company's compensation scope.
Faced with the urgent need to complete the road expansion project as soon as possible, the District 2 government (now part of Thu Duc City) in 2018 proposed that the city agree to adjust the planning of the 2.2-hectare area, and at the same time advance 191 billion VND to compensate the households. After determining the unit responsible for compensation, this amount will be refunded. However, due to problems with related procedures, the above plan has not been implemented.
To quickly resolve the difficulties, the Ho Chi Minh City People's Committee last October assigned Thu Duc City to continue to clearly identify the unit responsible for compensating the above 2.2 ha area. At the same time, the city requested Thu Thiem Real Estate Joint Stock Company to develop a financial plan, including supplementing and updating the costs and capital sources for compensation under the An Phu Development Urban Area project, including the expected compensation costs for the 2.2 ha area.

A representative of the Ho Chi Minh City Traffic Construction Investment Project Management Board (TCIP - the investor of the Luong Dinh Cua Street expansion project) said that within the above 2.2 hectares, there is also a part of the An Phu intersection construction project that overlaps. This is also a key project in the city, aiming to be completed by 2025 to reduce traffic congestion in the East. Therefore, problems in the compensation stage risk affecting the progress of this entire project.
In addition to the above area, TCIP said that the remaining part of the project to expand Luong Dinh Cua Street, from Tran Nao to Nguyen Hoang, has reached an overall progress of about 85%. However, the implementation process has encountered many difficulties due to lack of land. Currently, some locations in the above section have not been constructed due to the obstruction of 4 households, of which 3 households belong to adjacent urban area projects. As for the remaining household, it is expected that in March, Thu Duc City will enforce and hand over the land to the contractor for construction.
