Expanding the pilot of electronic health books and issuing criminal records via the VneID application

Chaired by Prime Minister Pham Minh Chinh, on the afternoon of October 2, the Government held an online conference to deploy the pilot expansion of electronic health books and the issuance of criminal records through the VneID application nationwide. Under the direction of the Prime Minister, the Ministry of Public Security has coordinated with the Ministry of Justice , the Ministry of Health, the Vietnam Social Security, and local People's Committees to prepare legal conditions, technology infrastructure, data, and resources to deploy the Electronic Health Book and issue Criminal Records on VneID. The Ministry of Health has created over 98% of the Electronic Health Book data for more than 32 million people, of which 14.6 million citizens have been synchronized and communicated through the Vietnam Social Security to integrate into VneID.

Regarding the issuance of Criminal Records, after more than 4 months of pilot implementation in Hanoi and Thua Thien Hue, initial results have been remarkable, receiving the people's agreement and support.

According to the assessment of the authorities, the implementation of electronic health books will save about 1,150 billion VND each year in purchasing medical records. And issuing Criminal Records on VNEID will help save about 400 billion VND each year for the people and society.

Appreciating the efforts of ministries, branches and localities in expanding the pilot implementation of electronic health books and issuing criminal records through the VneID application, Prime Minister Pham Minh Chinh emphasized: The guiding ideology throughout is "only discuss, not discuss", while doing, learn from experience, clearly do each job, have clear division of tasks and responsibilities; remove obstacles, overcome challenges; Require ministries, branches and localities to build a "correct, sufficient, clean, and live" database in real time and connect and share with the National Population Data Center. Along with that, the technical infrastructure must be smooth, management and people must be smart to exploit data effectively with the spirit of serving, taking care of health, creating convenience in carrying out transactions of people and businesses; avoiding waste and dispersion.

The Prime Minister set a goal: In the near future, every Vietnamese citizen, including those who do not have a health insurance card, will own an electronic health book on the VneID application and electronic medical records. In 2025, 40 million people will use the electronic health book and 100% of the files of people in need of a criminal record certificate will be processed on the VneID application; At the same time, specific tasks will be assigned to ministries, branches and localities in implementing the electronic health book and issuing criminal records through the VneID application in the coming time.
