The story shows that digital transformation is no longer a distant concept, but has begun to touch people's lives, bringing more convenience and transparency in handling many administrative procedures. In recent times, Ho Chi Minh City has achieved many remarkable results in administrative reform and building a digital government. To date, 100% of administrative procedures have been put on the digital platform, connecting 5.7 million digitized land registration data sets to the public service portal system to serve the settlement of residence registration.
Hundreds of administrative procedures have been streamlined, shortened, and costs saved. Ho Chi Minh City also leads the country in connecting and cleaning specialized data by digitizing 15.4 million household registration data, synchronizing identification numbers/CCCDs for more than 11.18 million social insurance participants, reaching a rate of 99.32%. The city also implements a series of administrative procedures regardless of administrative boundaries...
However, the initial results are not enough to create a breakthrough, because there is still information and the national database has not been shared smoothly. This leads to a situation where people apply for construction permits online, but the Department of Construction's system cannot automatically retrieve data from the national land database to verify the information.
Therefore, officials still have to ask people to submit copies of land use right certificates, which makes online application submission meaningless, causing inconvenience and wasting time and effort of both people and officials. Or the regulations on authority to handle "non-territorial" administrative procedures are not clear, forcing people to still go to the right local authority.
In the context of Ho Chi Minh City and the whole country implementing a two-level local government, building a digital, interconnected, synchronized data government, reusing digital data in processing records, saving time and costs for people has become an urgent requirement. In addition, there needs to be specific and synchronous regulations, suitable for the practice of two-level local governments of regulations related to interconnected, comprehensive, online, and non-administrative administrative reform.
Along with that, there needs to be more procedures cut, the most important thing is that officials really change their mindset. Because people and businesses do not need to care about how many technology applications are deployed, but they look at the time to process documents, costs and service attitude... to evaluate. In other words, people's trust and satisfaction are the most important indicators reflecting the success of administrative reform and digital transformation.
Furthermore, administrative reform and digital transformation must be concrete actions to better serve the people and improve the city's competitiveness. That requires strict administrative discipline, data connectivity, and an operating apparatus with a service spirit. When officials consider the satisfaction of people and businesses as a measure of work, Ho Chi Minh City can truly build and affirm its leading position in administrative reform, becoming a model of digital government in the country.
