
From the beginning of the year, Party committees, government agencies, and heads of departments and units have organized the dissemination and promotion of legal regulations on anti-corruption to Party branches, Party members, and civil servants. The District People's Committee has issued a plan for anti-corruption work, organized the implementation of asset and income declaration; and directed the District Inspectorate to carry out the approved inspection plan. Inspection decisions were issued within the proper authority, conducted according to the prescribed procedures, and within the specified timeframe. The dissemination of policies, laws, and regulations on anti-corruption and the handling of complaints have been maintained, creating positive changes in the awareness and actions of agencies, units, and the general public in the district.
Anti-corruption measures such as transparency in asset and income declarations, and the establishment of codes of conduct have been comprehensively implemented. Inspection and self-inspection efforts have been intensified, clearly demonstrating the role of anti-corruption work in socio-economic development and maintaining political and security stability in the area. The number of cases, complaints, and denunciations falling under the jurisdiction of the District and Commune People's Committee Chairmen and heads of departments and specialized agencies has been resolved definitively, limiting the number of appeals to higher levels. Most cases have been resolved definitively at the grassroots level, building public trust in the Party and the State. In 2022, the district issued 5 inspection decisions; inspecting the implementation of legal regulations in economic management. Through inspections, violations were discovered in 7 units (6 schools and 1 commune-level unit), with a total amount of over 300 million VND recovered and deposited into the district budget.
In addition, the District People's Committee proposed that the District People's Council strengthen supervision and handling of issues after inspections. Emphasis should be placed on "hot" areas prone to negative practices and corruption, and those with numerous complaints and denunciations, with a decisive approach, recommending action wherever violations occur; applying measures within their authority to prevent violations and recover losses caused to society, the State, individuals, agencies, and organizations. This will contribute to improving the quality of state management in the district.
Alongside inspection and supervision, the District People's Committee has directed the comprehensive acceleration of administrative reform across all stages, from organizational structure and the development of cadres and civil servants to administrative procedure reform and modernization of the administrative system. Administrative procedure reform has been promoted through the one-stop and integrated one-stop mechanisms; the responsibility and role of heads of agencies and units regarding implementation results have been enhanced. Regulations, administrative procedures, documents, fees, and the process and timeframes for handling various types of work at the reception and results delivery points have been made public and transparent. To date, 100% of units under the District People's Committee pay salaries through bank accounts.
Mr. To Trong Thien, Chairman of the People's Committee of Muong Ang District, said: To proactively prevent corruption from early on and from afar, in addition to strengthening inspection, examination, and supervision, especially in sensitive areas such as investment and construction, land management, compensation, land clearance, trade, and finance, the district also pays special attention to receiving citizens and resolving complaints and denunciations in the area. This is an effective information channel to detect and prevent violations in a timely manner. Regular legal awareness campaigns help raise public awareness, thereby contributing to maintaining security, social order, and promoting socio -economic development in the area.
