“The United States will not be sending any high-level representatives to COP30,” a White House official told AFP. “The president is engaging directly with world leaders on energy issues, as evidenced by historic trade and peace agreements that have placed a significant emphasis on energy partnerships.”

The COP30 conference will run from November 10 to 21, with a leaders' summit on November 6 and 7. The Brazilian government said fewer than 60 world leaders had confirmed their attendance, including leaders from France, Germany, the United Kingdom, Norway, Chile and Liberia.
Despite the absence of federal representatives from the US, more than 100 state and local leaders from the country, including governors and mayors, are expected to attend the conference under the name of the “America Is All In” coalition.
“We are showing up in force,” said Gina McCarthy, co-chair of the group and former Environmental Protection Agency (EPA) administrator under President Barack Obama.
Ms McCarthy said the delegation represented “two-thirds of the US population and three-quarters of US GDP, along with more than half of US emissions”.
In total, 170 delegations have been accredited to attend the formal COP30 conference, which will convene against a backdrop of global political upheaval that many fear could overshadow the climate crisis.
