
According to the report of the Department of Justice, implementing Decision No. 596/QD-UBND dated April 6, 2022 of the People's Committee of Son La province on approving the project of digitizing and creating civil status records in Son La province, along with plans and directives of the Provincial People's Committee and the Steering Committee for Administrative Reform and Digital Transformation, the whole province has a total of 1,048,097 civil status data that need to be digitized, including birth, marriage, death, confirmation of marital status and recognition of father, mother and child. To date, the province has completed 100% of the digitization into Software 158. The completion of the digitization of civil status data has helped the province create a centralized, synchronous, and accurate electronic data warehouse, effectively serving state management and handling administrative procedures for the people. Civil status information is stored, looked up, and shared quickly in the digital environment, contributing to reducing time and costs for people and improving transparency in management.
At the same time, Son La province has also achieved positive results in cleaning civil status data. Based on close coordination with the Ministry of Justice and the Provincial Police, up to now, the whole province has reviewed, compared and processed 18,140/30,911 marriage data between the Electronic Civil Status Database System and the National Population Database, reaching nearly 60%. The data cleaning has been implemented methodically, contributing to ensuring the consistency and accuracy of citizen information, effectively serving the population management process and resolving related administrative procedures.
Implementing Decree No. 120/2025/ND-CP of the Government and Circular No. 08/2025/TT-BTP of the Ministry of Justice, the Department of Justice has guided, disseminated and implemented civil status registration according to the 2-level local government model. Accordingly, the authority to register civil status is decentralized to the commune level, helping to shorten the process, reduce the time to handle procedures, and create maximum convenience for people. This not only helps improve the efficiency of grassroots government operations but also clearly demonstrates the goal of "taking people as the center of service". Along with that, the Department of Justice of Son La province has strengthened the guidance and support for grassroots levels, promptly removing difficulties arising in practice. The Judicial Sector has closely coordinated with units such as the Department of Science and Technology, the Provincial Police, VNPT Son La, the Provincial Social Insurance... to synchronize the data system, fix technical errors, and ensure the connection between the Provincial Administrative Procedure Resolution System and the Electronic Civil Status Database is smooth and stable.
The Department of Justice has also proactively reviewed and improved the team of judicial and civil status officials at the commune level, ensuring sufficient capacity, qualifications and standards according to regulations. At the same time, localities have been guided to invest and upgrade technical infrastructure and equipment such as high-configuration computers, scanners, Internet access lines, etc. to better serve the work of registering, updating and exploiting electronic civil status data. Thanks to that, civil status registration work in communes, wards and towns has become increasingly systematic, and the quality of handling records has been significantly improved.
The implementation of the 2-level local government model in the field of civil status is an important step, creating conditions for grassroots judicial agencies to be closer to the people, serving the people faster and more conveniently. The initial results achieved are an important premise for Son La to continue promoting digital transformation in the judicial field, towards digital government and digital citizens. In the coming time, the Department of Justice of Son La province will continue to coordinate with the Ministry of Justice and relevant agencies to complete the processing and conversion of all civil status data to the National Electronic Database System; at the same time, strengthen training and skills development for the team of judicial and civil status officials, ensuring effective and safe data management and exploitation.
