Improving research capacity, proactively integrating internationally in the new context

In the era of globalization with rapid and unpredictable changes, international integration is not only an objective requirement for developing countries but also a condition to promote innovation, enhance competitiveness and protect national interests.

In order to provide a scientific basis for planning integration policies and strategies in the 2021-2030 period, the Ministry of Science and Technology is implementing Program KX.06/21-30 "Research on international and regional issues to proactively and actively integrate into the world". This is a national-level research program, playing an important role in identifying global trends, analyzing international relations and proposing strategies to enhance Vietnam's position in the new context.

Research on international and regional context: Basis for policy making

In recent years, the world has witnessed many profound changes: Strategic competition between major powers has become more intense; global supply chains have restructured under the impact of geopolitical conflicts, economic recession and digital transformation; non-traditional challenges such as climate change, cyber security, and energy security have emerged strongly. This shift has directly affected Vietnam's development space and security environment.

In that context, Program KX.06/21-30 focuses on comprehensively researching and assessing the international and regional situation, thereby building a system of scientific arguments to serve the planning of policies and strategies of the Party and State. The program focuses on analyzing major trends with long-term impacts, including: Changes in the global power structure, notably the trend of multipolarization, fragmentation and increased competition among major countries; Economic and technological transformation, especially the impact of digital transformation, artificial intelligence, green economy, and circular economy on international economic relations; Trends of cooperation and competition in Asia - Pacific , the most dynamic region in the world and of strategic importance to Vietnam; Climate change and non-traditional security, factors reshaping the policy priorities of many countries and international organizations; Changes in policies of strategic partners and comprehensive partners affect Vietnam's prospects for bilateral and multilateral cooperation.

These results help state management agencies have more scientific basis to build independent and autonomous foreign policies, while taking advantage of opportunities and minimizing challenges in the development process.

Analyze, forecast and create vision for international integration

A strength of the KX.06/21-30 Programme is the combination of basic research, empirical analysis and trend forecasting. Research groups within the programme carry out many in-depth topics to make policy recommendations in each field.

Through analyzing trade and investment flows, supply chain shifting trends, and the role of technology in international trade, the program contributes to strategic orientation to promote deeper and more sustainable economic integration.

The KX.06/21-30 program aims to research new technology cooperation models, cross-border research linkage trends, international regulations on data security, etc. From there, propose mechanisms to attract foreign resources, improve laboratory capacity, promote participation in global innovation networks and more closely connect the domestic research system with the world's leading scientific centers.

The context of deep integration entails new requirements for culture, education, labor migration, people-to-people exchange and high-quality human resource development. Research in the program contributes to clarifying labor migration trends, occupational skill standards in the digital age, the impact of cross-border cultural flows, and proposes solutions to preserve national cultural identity in the integration process.

With the view of harmoniously combining integration and ensuring national security, Program KX.06/21-30 examines the impact of emerging security issues on Vietnam's strategic interests. By providing forecasting research, in-depth and multi-dimensional analysis, Program KX.06/21-30 contributes to improving the quality of strategic advisory work for the Party, National Assembly and Government.

Not only having academic significance, the program also contributes practically to affirming the role and position of Vietnam in the international community, promoting the image of a proactive, positive, responsible and trustworthy Vietnam.

In the context of a rapidly changing world that has a profound impact on all aspects of life, science and technology have become important tools to improve forecasting capacity, manage risks and take advantage of development opportunities. The KX.06/21-30 program is therefore not simply a research project but a foundation for Vietnam to build a long-term vision in international integration.

In the coming time, the program will continue to expand cooperation with research institutes, universities, and international organizations; promote scientific publication and data sharing to serve policy advisory work; develop multidisciplinary, modern, and integrated forecasting models.

With the participation of a team of experienced experts, the KX.06/21-30 Program is expected to continue to make important contributions, bringing Vietnam into a more proactive, creative and effective stage of international integration, contributing to the realization of the goal of rapid and sustainable development in the coming decade.
