Elevating Vietnam-Malaysia relations in the new era of development

The General Secretary of the Central Committee of the Communist Party of Vietnam and his wife have successfully concluded their official visit to Malaysia, at the invitation of Malaysian Prime Minister Anwar Ibrahim. During the visit, the two sides issued a Joint Statement on upgrading the relationship to a Comprehensive Strategic Partnership between Vietnam and Malaysia, bringing the relationship of trust and effective cooperation between the two countries to a higher and more practical stage of development, meeting the requirements of the new era.

General Secretary To Lam's official visit to Malaysia comes at a time when Vietnam-Malaysia relations have been developing well, especially in the past 10 years since the two countries established a strategic partnership. As both ASEAN members, Vietnam and Malaysia consider each other important strategic partners, giving priority to their foreign policies. The Communist Party of Vietnam has active relations with major political parties in Malaysia. The two countries share visions and development goals in the new period.

During the visit, the leaders of the Government, political parties and people of Malaysia gave General Secretary To Lam and his wife, along with the high-ranking Vietnamese delegation, a warm, respectful and friendly welcome.

General Secretary To Lam had important talks with Prime Minister Anwar Ibrahim; met and discussed with leaders of the Senate, House of Representatives, and political parties; delivered a policy speech at the University of Malaya; visited typical economic establishments and received leaders of several large Malaysian corporations...

During the talks and meetings held in an atmosphere of trust and sincerity, the leaders of the two countries assessed the friendship and extensive cooperation between Vietnam and Malaysia over the past 50 years of building and developing, overcoming the ups and downs of history and growing stronger and stronger.

Established in 2015, the Strategic Partnership between the two countries has been continuously consolidated and developed deeply, achieving important achievements both bilaterally and multilaterally, on the basis of mutual understanding, trust and a common vision of security, prosperity, sustainable development in the region and cultural and historical similarities, and deep ties between the people of the two countries.

Sharing the view that the Vietnam-Malaysia relationship is in a good phase, with many opportunities and suitable potential to move to a higher level, the two sides agreed to upgrade the Vietnam-Malaysia relationship to a Comprehensive Strategic Partnership, making Malaysia an ASEAN member, the first Southeast Asian country to have the highest level of relations with Vietnam.

The Joint Statement on Upgrading Relations to Comprehensive Strategic Partnership between Vietnam and Malaysia affirms the commitment of the two countries to support each other on the path of development, continue to consolidate and enhance friendship, trust and comprehensive cooperation, on the basis of respect for international law, independence, sovereignty, territorial integrity and political regime, and non-interference in each other's internal affairs.

The Joint Statement clearly stated the important contents of the new framework and scope of the bilateral relationship. Accordingly, the two sides will strengthen trust and cooperation in politics, defense, security, and law, creating a solid foundation and contributing to ensuring a peaceful and stable environment for development; strengthen economic ties towards sustainable growth, contributing to common development and prosperity; expand cooperation in new areas such as green economy, innovation, digital transformation, etc.; actively support and coordinate with each other on regional and international issues, for common peace, security and stability.

The two sides reaffirmed ASEAN's consistent stance on the East Sea, and coordinated efforts to maintain peace, security, stability, safety, freedom of navigation and aviation, and to resolve disputes by peaceful means in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS); continued to fully implement the Declaration on the Conduct of Parties in the East Sea (DOC), and facilitated and promoted negotiations on an effective and efficient Code of Conduct in the East Sea (COC).

Marking a new historical milestone in Vietnam-Malaysia relations, the two countries' elevation of bilateral relations to Comprehensive Strategic Partnership has highlighted the important significance of General Secretary To Lam's official visit to Malaysia, affirming the consistent policy of the Party and State of Vietnam to always attach importance to and strengthen relations with neighboring and regional countries, including Malaysia.

The success of the visit contributed to consolidating the foundation of political trust, developing Vietnam-Malaysia relations in the new period with a high stature, level, practicality and effectiveness, suitable to the development requirements of the two countries, while demonstrating the responsibility with member countries to build a united and strong ASEAN Community, maintaining its central role, contributing to peace, stability, cooperation and development in the region and the world.
