Mr. Phan Ngoc Vu - Deputy Head of Planning - Credit Operations Department (Vietnam Bank for Social Policies, Ha Tinh Branch) said: "On August 28, 2025, Deputy Prime Minister Ho Duc Phoc signed Decision No. 29/2025/QD-TTg on credit for students, master's students, and postgraduates in science , technology, engineering, and mathematics (STEM). Implementing the Government's direction, Vietnam Bank for Social Policies has issued a document guiding lending operations for this credit program.
Accordingly, the loan subjects include: students, master's students, and postgraduate students who are Vietnamese citizens studying at universities and vocational training institutions in the national education system established and operating under the provisions of Vietnamese law. This is a new credit policy to encourage the training of high-quality human resources, linked to the needs of national science and technology development.

With this credit program, customers borrow capital to cover all tuition fees (after deducting scholarships and other support) along with living expenses and other study costs up to 5 million VND/month. Customers borrowing up to 500 million VND/student do not require collateral; loans over 500 million VND/student must provide collateral according to regulations.
The preferential loan interest rate is 4.8%/year, the overdue interest rate is 130% of the loan interest rate. The loan term includes the disbursement period, the grace period after the end of the course and the repayment period.
The Bank for Social Policies, Ha Tinh Province Branch, mainly conducts lending through households, with the household representative being the borrower. In special cases: when the household no longer has members over 18 years old, is unable to work or lacks civil capacity, the student can directly borrow capital.
Experts assess this as a humane credit policy that both provides financial support for learners and orients the training of high-quality human resources in the fields of science, technology and engineering. In the context of the country's deep integration and strong application of digital transformation in socio-economic fields, creating resources for many students and trainees to access STEM fields is expected to contribute to improving national competitiveness and promoting national development.

Mr. Phan Ngoc Vu - Deputy Head of Credit Planning Department (Social Policy Bank, Ha Tinh Province Branch) added: "The provincial Social Policy Bank is proactively coordinating with local Party committees and authorities at all levels, and entrusted socio-political organizations to promote communication so that people can grasp new policies; focus on reviewing subjects, receiving loan requests, completing documents to promptly disburse to customers in accordance with State regulations".
Currently, the Vietnam Bank for Social Policies, Ha Tinh Branch, is implementing 21 policy credit programs with a total outstanding debt of VND 7,625.6 billion.
