In the morning session, the National Assembly held a plenary session in the hall, discussing the Draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution (first time); the Draft Law on Organization of Local Government.
In the afternoon of the same day, the National Assembly held a plenary session in the hall, carrying out the following contents: Listening to the Presentation and Report on the review of the draft Law on Participation in the United Nations Peacekeeping Force; Listening to the Presentation and Report on the draft Law on State Budget (amended); Discussing the draft Law on Cadres and Civil Servants (amended).
Previously, in the morning session on May 13, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present the Report, and Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai present the Report on the examination of the draft Resolution of the National Assembly replacing Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city.
Next, the National Assembly listened to Member of the National Assembly Standing Committee Phan Van Mai present a report explaining, accepting and revising the draft Law on Management and Investment of State Capital in Enterprises.
Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Management and Investment of State Capital in Enterprises.
At the discussion session, 17 National Assembly deputies spoke; in which, the majority of deputies highly appreciated the preparation of the Report on explanation, reception and revision by the National Assembly Standing Committee; at the same time, agreed with many contents of the draft Law.
In order to contribute to the completion of the draft Law, National Assembly deputies focused on discussing: Scope of regulation; subjects of application; explanation of terms; forms, order and procedures for state capital investment in enterprises; capital sources for the State to invest in enterprises; scope of state capital investment to establish enterprises, supplement charter capital for enterprises, evaluate and classify enterprises contributing capital, purchasing shares with 100% state-owned charter capital; state capital investment to supplement state capital contribution in joint stock companies, limited liability companies with two or more members having state capital, enterprises without state capital; preserving and developing enterprise capital; management of state capital in enterprises; business strategies and annual business plans of enterprises; principles of capital mobilization, capital lending; investment activities, transfer of investment projects, investment capital of enterprises; distribution of after-tax profits; reorganization of enterprises; Appointing representatives of state capital and representatives of enterprise capital; rights, obligations and responsibilities, salaries, remuneration, bonuses and other benefits of representatives of state capital; public disclosure of information on enterprise operations; inspection and examination of state capital investment activities in enterprises; role of the State Capital Investment Corporation.
At the end of the discussion session, Minister of Finance Nguyen Van Thang, on behalf of the presenting agency and the agency in charge of verification, spoke to explain and clarify a number of issues raised by National Assembly deputies.
Next, the National Assembly listened to Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present the Proposal and Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai present the Report on the examination of the draft Resolution of the National Assembly on extending the period of exemption from agricultural land use tax as prescribed in Resolution No. 55/2010/QH12 of the National Assembly on exemption and reduction of agricultural land use tax, which has been amended and supplemented by a number of articles under Resolution No. 28/2016/QH14 and Resolution No. 107/2020/QH14; Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented the Proposal and Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Report on the examination of the draft Resolution of the National Assembly on reducing value added tax.
On the same afternoon, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall to discuss the draft Law on Science, Technology and Innovation.
At the discussion session, 28 National Assembly delegates spoke, of which the majority of delegates agreed with the draft Verification Report of the Committee on Science, Technology and Environment and many contents of the draft Law.
In order to contribute to the completion of the draft Law, National Assembly deputies focused on discussing: The name of the Law, explanation of terms; principles and policies on science, technology and innovation activities; framework of principles to establish a controlled testing mechanism for new processes, products, services, and business models; principles of excluding liability in testing activities; acceptance of risks in science, technology and innovation activities; special science, technology and innovation tasks, using the state budget; special national science, technology and innovation programs; guidelines for implementing a controlled testing mechanism for each type of technology and field; protection of users of tested products and services; science, technology and innovation activities related to people; human resources for science, technology and innovation activities; attracting and promoting talents in science, technology and innovation; incentives for individuals working in science, technology and innovation; experts, scientists who are Vietnamese people abroad and foreign experts; recognition of individuals, groups of individuals, innovative startups, investors, experts supporting innovative startups; officials participating in contributing capital, working, managing and operating at enterprises to commercialize research results; promoting the culture of innovation and innovative startups; science and technology enterprises; national venture capital funds and local venture capital funds; capital trading floors for innovative startups; encouraging initiatives, technical improvements and disseminating scientific, technological and innovative knowledge; responsibility for disseminating and spreading scientific, technological and innovative knowledge; scientific journals; state budget, state budget expenditure contents, making estimates, allocating, managing and using the annual state budget for science, technology and innovation; Credit support policies for science, technology and innovation activities; funds for science, technology and innovation development; prohibited acts;….
