On the morning of July 30, the Danang City Innovation and Startup Festival - SURF 2025 officially opened with the theme: Policy Launchpad - Nurturing Unicorns.
Attending the event were Deputy Minister of Science and Technology Hoang Minh; Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Da Nang Nguyen Van Quang.
In his opening speech, Vice Chairman of the City People's Committee Ho Quang Buu said that, implementing Resolution No. 136/2024/QH15 of the National Assembly , Da Nang has issued and synchronously deployed more than 20 documents, mechanisms, policies, and plans to develop a comprehensive innovative startup ecosystem; creating a breakthrough momentum to form and develop support organizations, incubators, venture capital funds, and angel investors.
In particular, the city has issued groups of policies to support innovative start-up projects, tax exemptions and reductions, development of semiconductor chips and testing of new technologies, forming a Da Nang innovation space; building research centers, technology incubators, high-tech zones, etc.

For 4 consecutive years, Da Nang has been honored as an Attractive City for Innovative Startups; the 2024 local innovation index ranked 5th in the country.
In 2025, Da Nang will increase dramatically and rank 766th in the top 1,000 global cities for Startup Ecosystem according to the ranking of the StartupBlink Center for Research and Mapping the Global Startup Ecosystem.
Through SURF 2025, Da Nang hopes to continue to promote the connection of elements in the creative startup ecosystem, connect international and national startup ecosystems; access to domestic and international expert resources, investors, capital and technology; attract and strongly develop the city's creative startup business community.
SURF 2025 with the message "Da Nang - City of Innovation" is a commitment, guideline, and strategy for the city to steadfastly pursue the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo: science, technology, innovation and digital transformation - the foundation and driving force for rapid and sustainable development.

Deputy Minister of Science and Technology Hoang Minh highly appreciated the efforts of Da Nang city in supporting creative startups.
Da Nang has taken appropriate and correct steps and achieved many positive results, forming and strongly developing a creative startup ecosystem; affirming its pioneering role in the innovative startup ecosystem; creating a favorable and competitive institutional environment, attracting quality investment and orienting towards regional and global scale.
The Ministry of Science and Technology is urgently coordinating with central ministries and branches to develop legal guidance documents and decrees to submit to the Government in October 2025, in which a system of innovation centers and innovation support centers will be formed at the national, ministerial and local levels.
Da Nang was chosen to form a national innovation center, connecting and providing technology solutions nationwide.
In the coming time, in the spirit of Resolution No. 57-NQ/TW of the Politburo, the Ministry of Science and Technology proposes that the city support and develop an ecosystem center, synchronously connect national and international ecosystems, and effectively implement specific policy mechanisms according to Resolution No. 136/2024/QH15 of the National Assembly.
Continue to promote advantages, overcome difficulties, based on the premise of policy, focusing on institutional and policy strengths. In particular, the city has a strategy, political determination, and high-quality human resources to build Da Nang into a national-level startup and innovation city in the Central and Central Highlands regions.
LocalLife.Asia project won first prize in the Da Nang 2025 Innovation and Startup Competition
This year, 10 excellent projects participated in the final round of the SURF 2025 competition. In the end, the LocalLife.Asia project - a pioneering community tourism platform to preserve the identity of Vietnam and Asia won the First Prize; the AIVOS project solving 6 marketing and sales problems with AI products won the Second Prize; the Rally AI project - a breakthrough SaaS platform, using AI to revolutionize market research won the Third Prize; and the LotusEase project - a semi-automatic fresh lotus seed shelling machine won the Encouragement Prize.
Danang Innovation and Startup Festival - SURF 2025 is an annual event for the innovation and startup community in Danang city.
This year, the event took place over two days, July 29 and 30, with many activities such as exhibitions, seminars, forums and startup competitions. The exhibition attracted 100 live booths and 200 online booths on the virtual reality platform.
At the opening ceremony, the People's Committee of Da Nang City signed a cooperation agreement with CT Group Corporation on promoting the application of advanced technologies such as: multi-layer digitalization technology on the ground and near-space, piloting the Carbon Credit trading market in Da Nang; cooperation on biotechnology...
In addition, the city launched the Innovation Network of universities and colleges in Da Nang city to connect, cooperate, develop, and spread the spirit of innovation in the academic and startup community.
