On September 22, Mr. Nguyen Trong Hoan - Chief of Office of Nghe An Department of Education and Training - said that the department has just sent a document requesting the chairmen of the People's Committees of communes and wards not to approve the plan to mobilize funding for educational institutions in the area under their management for the 2025-2026 school year.
The direction of the Nghe An Department of Education and Training was given in the context of implementing a two-level local government model, aiming to stabilize schools, limit negative incidents, and ensure transparent and proper revenue and expenditure in education.
Previously, socialized revenue was implemented in a voluntary form, aiming to supplement facilities for teaching and learning.
Implementation must always comply with regulations: for schools from kindergarten to junior high school, the plan must be approved by the People's Committee of the commune or ward; for high school and affiliated facilities, the approval authority belongs to the Department of Education and Training.
At the beginning of the 2025-2026 school year, due to the unstable scale of schools, number of students, classrooms and facilities needs, Nghe An Department of Education and Training requires educational institutions not to arbitrarily mobilize, receive, or implement sponsorships or contributions in any form.
Inspection work from the Nghe An Department of Education and Training will also be stepped up, resolutely handling groups and individuals who deliberately violate, disseminate incorrect policies or set up illegal fees.
In addition to the prescribed fees, some service fees to serve and support the school's educational activities are only allowed to be collected based on the needs of students and with the consent of parents and the actual situation at the unit.
Service revenues include: teaching 2 sessions/day at educational institutions; organizing boarding in public educational institutions; caring for and nurturing children in public educational institutions on holidays and summer days; enhanced educational programs and activities and services for students.
Regarding voluntary revenues and expenditures, there are 3 revenues including funding for educational institutions (socialized revenues), operating expenses of the parent-teacher association, and the Youth Union and Pioneer funds.
During the implementation process, it is necessary to extend the collection time and not collect multiple fees at the same time. For students from families with preferential policies or in difficult circumstances, schools are encouraged to have exemption and reduction policies.
Nghe An has more than 1,500 schools at all levels with more than 945,000 students.
