On the morning of September 11, the Department of Home Affairs coordinated with the Department of Education and Training to organize a scientific workshop on "Analysis and forecasting of the labor market, connecting labor supply and demand".

The workshop was chaired by the Deputy Director of the Department of Internal Affairs, Vi Ngoc Quynh, and the Deputy Director of the Department of Education and Training, Ho Thi Chau Loan. Representatives from various departments, agencies, localities, and businesses in the area participated in the workshop.

Abundant labor force

According to a report presented at the conference, by 2025, the entire province will have approximately 82,979 job seekers, including 19,301 returning migrant workers and 5,168 workers whose overseas contracts have expired. Each year, Nghe An adds 30,000-35,000 people to its workforce, demonstrating the province's significant human resource potential.

In addition, there are currently over 800,000 workers from Nghe An working in other provinces and cities. This is considered a potential opportunity to attract workers back to the locality, especially in the context of the province's strong development of economic zones and industrial parks with many preferential policies.

Currently, the province has over 17,215 businesses employing more than 400,000 workers. Of these, 26 state-owned enterprises employ over 5,500 people, 152 FDI enterprises employ nearly 59,000 workers, and the remaining 17,000 non-state enterprises provide jobs for over 336,000 people.

During the period 2021-2025, the entire province created jobs for more than 230,763 workers, achieving 105.98% of the plan, with jobs within the province accounting for over 45%.

However, several challenges remain: Many businesses struggle to recruit skilled workers; job quality is low, unstable, and unsustainable; the majority of the workforce is still concentrated in rural areas, informally, and earns low incomes. Many workers have to accept seasonal work that is not related to their training. The trend of exporting labor, especially unskilled labor, is becoming increasingly common.

Accurate forecasting and effective connectivity are needed.

Delegates at the workshop argued that, for the labor market to function effectively, it is necessary to strengthen forecasting and connect supply and demand. First and foremost, relevant agencies must have a firm grasp of the human resource situation in each locality, while also updating the recruitment needs of businesses to ensure timely connections.

One of the solutions emphasized is attracting workers from other provinces to work in Nghe An, while simultaneously promoting the shift of labor from agriculture to industry and services; from the informal to the formal sector; and from outside industrial zones to industrial clusters and zones.

Delegates also suggested strengthening the collection, analysis, and forecasting of labor market information, organizing more online job fairs, contributing to meeting the recruitment needs of businesses and finding sustainable employment for workers.

The workshop affirmed that, in order to fully utilize its abundant human resources, Nghe An needs a long-term strategy in vocational training, improving the quality of labor, and simultaneously improving the working environment and wage policies to retain local workers.

Effective connection between schools, businesses, and workers not only solves the immediate supply-demand problem but also creates a foundation for the sustainable development of the labor market in the new phase, as Nghe An strives to become a major economic and industrial center of the North Central region.
