Nghe An: Promptly addressing acts of harassment, corruption, and the arbitrary imposition of administrative procedures contrary to regulations.

The working group established under Decision No. 580/QD-UBND has just submitted a report on its activities, assessing the outstanding achievements in the past period, identifying existing limitations, and outlining key tasks for 2024, as follows:

Regarding administrative procedure reform:

- Departments, agencies, district-level People's Committees, and commune-level People's Committees should continue to urgently review, evaluate, and propose simplification of application requirements and procedures. They should also continue to improve and enhance the quality and efficiency of the Provincial Public Administrative Service Center and the One-Stop Service Centers at all levels.

- Continue to focus on reviewing and proposing reductions and simplifications of administrative procedures related to investment, production, business activities, and people's lives, ensuring a reduction and simplification of at least 20% of regulations and a reduction of at least 20% of compliance costs, as directed by the Government in Resolution No. 68/NQ-CP dated May 12, 2020, Resolution No. 76/NQ-CP dated July 15, 2021, and Resolution No. 131/NQ-CP dated October 6, 2022.

- Strictly implement transparency in receiving and processing administrative procedures, ensuring that 100% of administrative procedures are fully and promptly published and publicly disclosed, and that 100% of administrative procedure files received and processed at agencies and units are tracked on the provincial administrative procedure processing information system so that citizens and businesses can monitor and evaluate the implementation process.

- Continue to strengthen administrative discipline and order, promptly inspect and handle acts of harassment, corruption, and the arbitrary creation of administrative procedures that are not in accordance with regulations or that cause repeated delays. Strictly implement the reporting and explanation requirements of the head of the agency, apologize to citizens and businesses, and promptly rectify cases of delays and corruption in the handling of administrative procedures by agencies and units.

+ Regarding improving the investment and business environment and foreign investment cooperation:

- Departments, agencies, and units according to their functions and responsibilities:

Proactively compile suggestions from organizations and individuals according to assigned functions and tasks to handle them promptly within their authority; promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee on matters exceeding their authority for timely consideration, resolution, and removal of obstacles and difficulties for organizations and individuals.

- Office of the Provincial People's Committee:

- Continue advising the Provincial People's Committee on solutions to promote administrative procedure reform; innovate the implementation of the one-stop and integrated one-stop mechanisms in resolving administrative procedures in a way that is independent of administrative boundaries; implement digital transformation in the management and provision of public services, changing the administrative governance method from traditional to modern, associated with digitalization and the use of digitized records, documents, and results of resolving administrative procedures to improve service quality, increase labor productivity, and contribute to the formation of digital citizens and digital enterprises in building e-government and digital government.

- Direct the e-portal to coordinate with relevant units to upgrade the provincial administrative procedure processing information system to meet requirements. Strictly control the provision of public services on the national public service portal and the provincial public service portal.

- Department of Natural Resources and Environment:

- Advise the Provincial People's Committee to direct the implementation of land statistics for 2023 at all levels in Nghe An province. Continue to urge district-level People's Committees to prepare land use plans for 2024 and conduct land inventory for 2024.

- Appraise dossiers for approval of investment policies; approval of land transfer, capital contribution, and lease of agricultural land use rights for non-agricultural projects; dossiers for land allocation, land lease, land use change, recognition of land use rights, issuance of land use right certificates, ownership of houses and other assets attached to land; dossiers for land reclamation, compensation and site clearance plans; dossiers for checking the conditions for transferring land use rights and selling houses by investors of housing development projects as stipulated in Article 72 of Government Decree No. 43/2014/ND-CP, ensuring compliance with official working hours and regulations.

- Continue guiding and evaluating applications for land allocation, land lease, and issuance of land use right certificates for agricultural and forestry companies throughout the province in accordance with Resolution No. 30-NQ/TW of the Politburo and Decree No. 118/2014/ND-CP of the Government; recover the remaining land area returned by agricultural and forestry companies to local authorities upon request. Prepare a report for the Director of the Department to present at the end-of-year 2023 session of the Provincial People's Council; including questions regarding agricultural and forestry land and land used by youth volunteer brigades throughout the province.

- Continue participating in inter-agency inspection teams, supervisory teams of the Provincial Party Committee's Inspection Commission. Inspect and supervise the implementation of state management tasks regarding land at the district level.

- Focus on promptly resolving land policy issues for district-level authorities, citizens, and businesses; issues related to compensation and land clearance for projects, especially key projects; and other related issues to complete land allocation and lease procedures as prescribed.

-Department of Transportation:

- Continue advising the Provincial People's Committee on matters related to the socialized investment project at Vinh International Airport;

- Continue to promote administrative reform, focusing on areas related to organizations and individuals, simplifying procedures, making them clear, quick, and timely, maintaining the application of ISO quality management systems and management software, etc. Implement and promote online public services.

- Continue to urge Nghe An Bus Station Joint Stock Company to accelerate the construction progress of the southern bus station in Vinh City so that it can be put into operation soon; complete the procedures to terminate and transfer the fixed passenger transport routes currently operating at Vinh Market bus station to operate at other bus stations in accordance with regulations.

- Strengthen inspection and control of compliance with legal regulations on road traffic safety by organizations and individuals operating ports, wharves, inland waterway passenger transport, and cross-river passenger transport (as per Document No. 155/CĐTNĐ-VT-ATGT on strengthening coordination to ensure order and safety of waterway traffic at ports, wharves, and cross-river passenger wharves during the Spring Festival of the Year of the Rabbit 2023). Deploy inter-agency teams of the Provincial People's Committee to inspect traffic safety and order to understand the actual implementation situation in localities and units in order to advise the Provincial People's Committee on timely direction and rectification.

- Continue to focus on directing and accelerating construction progress, ensuring completion according to plan for the following projects: Coastal road from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) section from Km7 - Km76; Vinh - Cua Lo connecting road (phase 2); Road connecting from National Highway 7C (Do Luong) to Ho Chi Minh Highway (Tan Ky); Office building of the Transport Inspection Team in Do Luong district,... Implement new construction projects for the road construction project into the centers of Nhon Mai and Mai Son communes, Tuong Duong district; the project to build a decorative lighting system for Cua Hoi bridge; lighting and traffic signal items belonging to the project of the road connecting from National Highway 7C (Do Luong) to Ho Chi Minh Highway (Tan Ky).

- Continue to coordinate with the district-level land clearance councils to expedite land clearance work, especially for key projects such as the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), section from Km7 to Km76; and the road connecting National Highway 7C (Do Luong) to Ho Chi Minh Highway (Tan Ky).

- Coordinate with relevant departments and the Provincial People's Committee regarding funding to finalize the investment proposal report for the following projects: Construction of a road from Cua Lo town to Nam Dan district; construction of access roads and fences along the railway to eliminate unauthorized crossings over the railway in Nghe An province.

- Focus on handing over, commissioning, and finalizing the AB settlement for completed contract packages...

- Continue to coordinate with central ministries and agencies to implement the province's recommendations approved by the Prime Minister at the working session with the leaders of Nghe An province, such as: adjusting the planning and investment plan for auxiliary facilities of Vinh International Airport under the public-private partnership (PPP) method; investing in the road from Cua Lo town to Nam Dan district; compensation for land clearance for National Highway 1A; and investment capital for the Vientiane - Hanoi expressway.

- Projects with central and district-level investment: Continue to proactively coordinate with investors to implement projects in the province: North-South Expressway (Eastern section) through Nghe An province; Vinh International Airport (apron, terminal T2, etc.), Cua Lo Port (berths 6, 7, 8, etc.), Nghi Thiet deepwater port, upgrading and renovating essential infrastructure on the Vinh-Hanoi railway line; ODA projects, rural roads, bus stations, etc.

- Southeast Economic Zone Management Board:

- Continue to coordinate with departments, agencies, schools, and businesses to implement support for connecting supply and demand and recruiting labor for businesses in economic zones and industrial parks.

- The presiding officer will coordinate with the Department of Transport and other relevant departments to work with Vietnam Airlines and other businesses on opening an international flight route between Vinh and China.

- Coordinate with the Southeast Economic Zone Trade Union to urge, guide, and direct enterprises to comply with regulations of labor law, social insurance, and occupational safety and health; organize the 2023 worker dialogue conference. Review and monitor the situation regarding salary payments, Tet bonuses, and labor relations of enterprises in the Economic Zone and Industrial Parks.

-Investment, Trade and Tourism Promotion Center:

- Continue to support investors exploring investment opportunities in Nghe An through the Center; Provide information and data, and advice on legal issues and administrative procedures related to investment, land, construction, environment, etc., as well as the process for implementing investment projects for businesses and investors interested in conducting research.

- Implement the procedure for selecting contractors to survey and assess the competitiveness of provincial-level departments, agencies, and district-level People's Committees in 2023.

- Tax Department: Continue to implement support measures for taxpayers as stipulated by the Government./.
