Resolution 19-NQ/TW creates leverage for agriculture and rural areas in Lam Dong.

After more than three years of implementing Resolution No. 19-NQ/TW, dated June 16, 2022, of the 13th Central Committee on agriculture, farmers, and rural areas until 2030, with a vision to 2045 (Resolution 19), Lam Dong province has achieved many positive results. This will be a driving force to help the locality promote the development of agriculture, farmers, and rural areas, and accelerate the development of new rural areas.

After more than 3 years of implementing Resolution No. 19, Lam Dong province has seen many positive developments.

Many positive developments

Following the implementation of Resolution 19, Lam Dong province has approved many important projects, procedures, and policies. All levels, sectors, and localities in the province are implementing tasks to develop agricultural and rural sectors.

Many key areas are being focused on, such as: policies to encourage production development, support for social welfare beneficiaries, and advance investment in essential goods for ethnic minorities…

Through rigorous implementation, Resolution 19 has contributed to addressing issues related to supporting and promoting agricultural and rural development, and improving the lives of farmers. It is estimated that by the end of 2025, the percentage of rural population using hygienic water will reach 98%, and the percentage of rural population using clean water will reach 58%.

The entire province has achieved the target of planting over 17.42 million trees of various types. The forest cover rate has reached over 46.72%. The rate of solid waste collection and treatment in urban areas meeting standards and regulations has reached 90.15%. Evaluating the implementation of Resolution 19, representatives of the Provincial Farmers' Association affirmed that investment resources from the budget have continuously increased over the years, contributing to a reduction in the poverty rate, an increase in average per capita income, and an improvement in the skills of the workforce.

Rural residents have greater access to social welfare services and policies. As a result, they actively participate by contributing their labor and resources to jointly build new rural areas. Political security and social order in rural areas are maintained, creating favorable conditions for localities to develop their economies and improve their living standards.

Reporting at the online conference between the Government and localities on the implementation of Resolution 19-NQ/TW, held at the end of September, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc emphasized: Lam Dong province has always identified agriculture, farmers, and rural areas as key sectors in the province's economic development. In particular, the province is promoting OCOP products, developing cooperative economics, and accelerating the construction of new rural areas.

The province is continuing to guide localities in implementing the new rural development program according to enhanced criteria. The digital transformation of rural human resources has been and is being actively promoted by the localities.

"Lam Dong province proposes that the Prime Minister pay attention to and support the locality with resources to develop Resolution 19. If given the investment, the province will focus on areas such as agriculture, tourism, and seafood processing. The process of building model, modern new rural areas will be a breakthrough for the province," proposed Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc.

Building rural areas in a modern direction.

According to the Lam Dong Department of Agriculture and Environment, one of the key areas identified by the locality in implementing Resolution 19 is building rural areas in a modern direction, linked with urbanization.

To achieve this goal, Lam Dong province is fully implementing the system of guiding and managing documents for the National Target Program on New Rural Development for the period 2021-2025 and beyond.

A new aspect of implementing this program in Lam Dong is the focus on in-depth, sustainable approaches. The entire province is promoting the tradition of preserving and developing cultural identity, and improving and maintaining a green, clean, and beautiful rural environment.

According to Mr. Tan, the province will focus on investing in the construction of a synchronous and modern rural infrastructure that connects with urban areas. Lam Dong will continue to promptly apply mechanisms and policies to attract investment resources for agricultural and rural infrastructure in the province.

“We are focusing on implementing the criteria for advanced new rural communes right from the beginning of the phase, as a basis for gradually building model new rural areas to achieve the set goals. On this basis, production conditions and the quality of life in rural, mountainous, coastal and island areas will be gradually improved,” emphasized Phan Nguyen Hoang Tan, Director of the Department of Agriculture and Environment.

The province will flexibly apply the process of consolidating and integrating investment capital from the State budget, as well as leveraging support from the central government to implement rural socio-economic infrastructure projects. Through this program, the province's rural infrastructure will be increasingly improved, meeting the production and living needs of the people.

Lam Dong currently has 80 communes that meet the standards of new rural areas (reaching a rate of 77.7%), 9 communes that meet the standards of advanced new rural areas (reaching a rate of 8.7%), and 3 communes that meet the standards of model new rural areas (reaching a rate of 2.9%).
