See full text of Resolution No. 522/NQ-HDND of the People's Council of Hoa Binh province
The Provincial People's Council unanimously approved the policy of rearranging commune-level administrative units of Hoa Binh province in 2025. After the rearrangement, Hoa Binh province has 46 commune-level administrative units (including: 42 communes and 04 wards); reducing 105 commune-level administrative units (87 communes, 08 wards, 10 towns), equivalent to a reduction of 69.54% compared to the total number of communes at present; specifically as follows:
1. Establish Cao Phong commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Cao Phong town, Hop Phong commune and Thu Phong commune.
2. Establish Muong Thanh commune on the basis of merging the entire natural area and population size of 04 commune-level administrative units, including: Dung Phong commune, Nam Phong commune, Tay Phong commune and Thach Yen commune.
3. Establish Thung Nai commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Bac Phong commune, Binh Thanh commune and Thung Nai commune.
4. Establish Da Bac commune on the basis of merging the entire natural area and population size of 04 commune-level administrative units, including: Da Bac town, Hien Luong commune, Toan Son commune and Tu Ly commune.
5. Establish Cao Son commune on the basis of merging the entire natural area and population size of 02 commune-level administrative units, including: Cao Son commune and Tan Minh commune.
6. Establish Duc Nhan commune on the basis of merging the entire natural area and population size of 02 commune-level administrative units, including: Muong Chieng commune and Nanh Nghe commune.
7. Establish Quy Duc commune on the basis of merging the entire natural area and population size of 04 commune-level administrative units, including: Doan Ket commune, Dong Ruong commune, Trung Thanh commune and Yen Hoa commune.
8. Establish Tan Pheo commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Dong Chum commune, Giap Dat commune and Tan Pheo commune.
9. Establish Tien Phong commune on the basis of merging the entire natural area and population size of 02 commune-level administrative units, including: Tien Phong commune and Vay Nua commune (except for Nua hamlet, which is adjusted to the plan to establish Thong Nhat ward).
10. Establish Kim Boi commune on the basis of merging the natural area and population size of 03 commune-level administrative units, including: Bo town, Kim Boi commune and Vinh Dong commune.
11. Establish Muong Dong commune on the basis of merging the natural area and population size of 04 commune-level administrative units, including: Dong Bac commune, Hop Tien commune, Tu Son commune and Vinh Tien commune.
12. Establish Dung Tien commune on the basis of merging the natural area and population size of 03 commune-level administrative units, including: Cuoi Ha commune, My Hoa commune and Nuong Dam commune.
13. Establish Hop Kim commune on the basis of merging the natural area and population size of 03 commune-level administrative units, including: Kim Lap commune, Nam Thuong commune and Sao Bay commune.
14. Establish Nat Son commune on the basis of merging the natural area and population size of 04 commune-level administrative units, including: Binh Son commune, Du Sang commune, Hung Son commune and Xuan Thuy commune.
15. Establish Lac Son commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Vu Ban town, Huong Nhuong commune and Vu Binh commune.
16. Establish Muong Vang commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Quy Hoa commune, Tan Lap commune and Tuan Dao commune.
17. Establish Dai Dong commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Tan My commune, An Nghia commune and Yen Nghiep commune.
18. Establish Ngoc Son commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Ngoc Lau commune, Ngoc Son commune and Tu Do commune.
19. Establish Nhan Nghia commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Nhan Nghia commune, My Thanh commune and Van Nghia commune.
20. Establish Quyet Thang commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Chi Dao commune, Dinh Cu commune and Quyet Thang commune.
21. Establish Thuong Coc commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Mien Doi commune, Thuong Coc commune and Van Son commune.
22. Establish Yen Phu commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Binh Hem commune, Xuat Hoa commune and Yen Phu commune.
23. Establish Lac Thuy commune on the basis of merging the entire natural area and population size of 04 commune-level administrative units, including: Chi Ne town, Dong Tam commune, Khoan Du commune and Yen Bong commune.
24. Establish An Binh commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: An Binh commune, Hung Thi commune and Thong Nhat commune.
25. Establish An Nghia commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Ba Hang Doi town, Phu Nghia commune and Phu Thanh commune.
26. Establish Luong Son commune on the basis of merging the entire natural area and population size of 05 commune-level administrative units and a part of Cao Son commune, including: Luong Son town, Hoa Son commune, Lam Son commune, Nhuan Trach commune, Tan Vinh commune and 05 hamlets: Suoi Bu, Thay Mo, Cot Bai, Bang Ga, Chanh of Cao Son commune.
27. Establish Cao Duong commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Cao Duong commune, Thanh Cao commune and Thanh Son commune.
28. Establish Lien Son commune on the basis of merging the entire natural area and population size of 02 commune-level administrative units and the remaining part of Cao Son commune, including: Cu Yen commune, Lien Son commune and 12 hamlets: Cao, Thanh Son, Hui, Que Su, Dong Lau, Vai Dao, Ngoc Lam, Khuoc, Suoi Co, Dam Da, Trai Hoa, Lien Hoa of Cao Son commune.
29. Establish Mai Chau commune on the basis of merging the entire natural area and population size of 04 commune-level administrative units and part of Dong Tan commune, including: Mai Chau town, Na Phon commune, Thanh Son commune, Tong Dau commune and 05 hamlets: Phieng Xa, Vat, Tieu Khu, Bang, Dong Bang of Dong Tan commune.
30. Establish Bao La commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Bao La commune, Mai Hich commune and Xam Khoe commune.
31. Establish Mai Ha commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Chieng Chau commune, Mai Ha commune and Van Mai commune.
32. Establish Pa Co commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units and the remaining part of Dong Tan commune, including: Cun Pheo commune, Hang Kia commune, Pa Co commune and 03 hamlets: Tam Hoa, Bo Bau, Bo Liem of Dong Tan commune.
33. Establish Tan Mai commune on the basis of merging the entire natural area and population size of 02 commune-level administrative units, including: Son Thuy commune and Tan Thanh commune.
34. Establish Tan Lac commune on the basis of merging the entire natural area and population size of 05 commune-level administrative units, including: Man Duc town, Dong Lai commune, Ngoc My commune, Thanh Hoi commune and Tu Ne commune.
35. Establish Muong Bi commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: My Hoa commune, Phong Phu commune and Phu Cuong commune.
36. Toan Thang commune is established on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Gia Mo commune, Lo Son commune and Nhan My commune.
37. Establish Muong Hoa commune on the basis of merging the entire natural area and population size of 02 commune-level administrative units, including: Phu Vinh commune and Suoi Hoa commune.
38. Establish Van Son commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Ngo Luong commune, Quyet Chien commune and Van Son commune.
39. Establish Yen Thuy commune on the basis of merging the entire natural area and population size of 03 commune-level administrative units, including: Hang Tram town, Lac Thinh commune and Phu Lai commune.
40. Establish Lac Luong commune on the basis of merging the entire natural area and population size of 04 commune-level administrative units, including: Bao Hieu commune, Da Phuc commune, Lac Luong commune and Lac Sy commune.
41. Establish Yen Tri commune on the basis of merging the entire natural area and population size of 4 commune-level administrative units, including: Doan Ket commune, Huu Loi commune, Ngoc Luong commune and Yen Tri commune.
42. Establish Thinh Minh commune on the basis of merging the natural area and population size of 03 commune-level administrative units, including: Hop Thanh commune, Quang Tien commune and Thinh Minh commune.
43. Establish Hoa Binh ward on the basis of merging the natural area and population size of 07 commune-level administrative units, including: Dong Tien ward, Huu Nghi ward, Phuong Lam ward, Quynh Lam ward, Tan Thinh ward, Thinh Lang ward and Trung Minh ward.
44. Establish Ky Son ward on the basis of merging the natural area and population size of 03 commune-level administrative units, including: Ky Son ward, Doc Lap commune and Mong Hoa commune.
45. Establish Tan Hoa ward on the basis of merging the natural area and population size of 03 commune-level administrative units, including: Tan Hoa ward, Hoa Binh commune and Yen Mong commune.
46. Establish Thong Nhat ward on the basis of merging the natural area and population size of 03 commune-level administrative units and 01 hamlet of Vay Nua commune, Da Bac district at present, including: Dan Chu ward, Thai Binh ward , Thong Nhat ward and Nua hamlet, Vay Nua commune, Da Bac district at present.
The Provincial People's Council assigned the Provincial People's Committee to be responsible for completing the dossier of the Project on rearranging commune-level administrative units and submitting it to competent authorities for consideration and decision in accordance with the provisions of law.
The Standing Committee of the People's Council, the People's Council Committees, the People's Council Delegation Groups and the Provincial People's Council delegates shall supervise the implementation of this Resolution. The Resolution shall take effect from the date of its adoption. Resolution No. 522/NQ-HDND was adopted by the 17th term People's Council of Hoa Binh province, 27th session on April 28, 2025.
