Pursuant to the Constitution of the Socialist Republic of Vietnam, as amended and supplemented by a number of articles under Resolution No. 203/2025/QH15;
Pursuant to Law on Organization of Local Government No. 72/2025/QH15;
Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee on administrative unit arrangement in 2025;
Considering the Government's proposal in Submission No. 351/TTr-CP and Project No. 352/DA-CP dated May 9, 2025, and Verification Report No. 442/BC-UBPLTP15 dated June 3, 2025 of the Committee on Law and Justice ,
RESOLUTION:
Article 1. Arrangement of commune-level administrative units of Thanh Hoa province
Based on Project No. 352/DA-CP dated May 9, 2025 of the Government on the arrangement of commune-level administrative units of Thanh Hoa province in 2025, the Standing Committee of the National Assembly decided to arrange to establish commune-level administrative units of Thanh Hoa province as follows:
1. Arrange the entire natural area and population size of Anh Son commune and Cac Son commune into a new commune called Cac Son commune .
2. Arrange the entire natural area and population size of Tan Truong commune and Truong Lam commune into a new commune called Truong Lam commune .
3. Arrange the entire natural area and population size of Ha Dong, Ha Ngoc, Yen Son communes and part of the natural area and population size of Ha Trung town and Ha Binh commune into a new commune called Ha Trung commune .
4. Arrange the entire natural area and population size of Ha Linh town and Ha Tien, Ha Tan, and Ha Son communes into a new commune called Tong Son commune .
5. Arrange the entire natural area and population size of Ha Long town, Ha Bac commune and Ha Giang commune into a new commune called Ha Long commune .
6. Arrange the entire natural area and population size of Yen Duong commune, Hoat Giang commune and the remaining part of Ha Trung town, Ha Binh commune after arrangement according to the provisions in Clause 3 of this Article into a new commune called Hoat Giang commune .
7. Arrange the entire natural area and population size of the communes of Ha Hai, Ha Chau, Thai Lai and Linh Toai into a new commune called Linh Toai commune .
8. Arrange the entire natural area and population size of Dai Loc, Tien Loc and Trieu Loc communes into a new commune called Trieu Loc commune .
9. Arrange the entire natural area and population size of Dong Loc, Thanh Loc, Cau Loc and Tuy Loc communes into a new commune called Dong Thanh commune .
10. Arrange the entire natural area and population size of Hau Loc town and Thuan Loc, My Loc, Loc Son communes into a new commune called Hau Loc commune .
11. Arrange the entire natural area and population size of the communes of Xuan Loc (Hau Loc district), Lien Loc, Quang Loc, Phu Loc, Hoa Loc and Hoa Loc into a new commune called Hoa Loc commune .
12. Arrange the entire natural area and population size of the communes of Minh Loc, Hai Loc, Hung Loc, Ngu Loc and Da Loc into a new commune called Van Loc commune .
13. Arrange the entire natural area and population size of Nga Son town and the communes of Nga Yen, Nga Thanh, Nga Hiep, Nga Thuy into a new commune called Nga Son commune .
14. Arrange the entire natural area and population size of the communes of Nga Van, Nga Phuong, Nga Thach and Nga Thang into a new commune called Nga Thang commune .
15. Arrange the entire natural area and population size of the communes of Nga Hai, Nga Thanh, Nga Giap and Nga Lien into a new commune called Ho Vuong commune .
16. Arrange the entire natural area and population size of the communes of Nga Tien, Nga Tan and Nga Thai into a new commune called Tan Tien commune .

45. Arrange the entire natural area and population size of the communes of Thieu Van, Thieu Ly, Thieu Vien, Thieu Trung and the remaining part of Thieu Hoa town after arranging according to the provisions in Clause 41 and Clause 42 of this Article into a new commune called Thieu Trung commune .
46. Arrange the entire natural area and population size of Quan Lao town and the communes of Dinh Lien, Dinh Long, Dinh Tang into a new commune called Yen Dinh commune .
47. Arrange the entire natural area and population size of Yen Trung, Yen Phong, Yen Thai and Yen Truong communes into a new commune called Yen Truong commune .
48. Arrange the entire natural area and population size of Thong Nhat town, Yen Tam commune and Yen Phu commune into a new commune called Yen Phu commune .
49. Arrange the entire natural area and population size of Yen Tho commune (Yen Dinh district), Yen Lam town and Quy Loc town into a new commune called Quy Loc commune .

122. Arrange the entire natural area and population size of Xuan Cao commune, Luan Thanh commune and part of the natural area and population size of Luan Khe commune into a new commune called Luan Thanh commune .
123. Arrange the entire natural area and population size of Tan Thanh commune and the remaining part of Luan Khe commune after arrangement according to the provisions in Clause 122 of this Article into a new commune called Tan Thanh commune.
124. Arrange the entire natural area and population size of Xuan Loc commune (Thuong Xuan district) and Xuan Thang commune into a new commune called Thang Loc commune .

Arrange the entire natural area and population size of Quang Thang ward, Dong Vinh, Dong Quang, Dong Yen, Dong Van, Dong Phu, Dong Nam communes and the remaining part of An Hung ward after arrangement according to the provisions in Clause 127 of this Article into a new ward called Dong Quang ward .

After the arrangement, Thanh Hoa province has 166 commune-level administrative units, including 147 communes and 19 wards; of which 126 communes and 19 wards were formed after the arrangement prescribed in this Article and 21 communes did not carry out the arrangement, namely Phu Xuan commune (Quan Hoa district), Muong Chanh, Quang Chieu, Tam Chung, Pu Nhi, Nhi Son, Muong Ly, Trung Ly, Trung Son, Na Meo, Son Thuy, Son Dien, Muong Min, Tam Thanh, Yen Khuong, Yen Thang, Xuan Thai, Bat Mot, Yen Nhan, Luong Son, Van Xuan.
Article 2. Entry into force
1. This Resolution comes into force from the date of its adoption.
2. Competent agencies shall promptly carry out necessary preparations to ensure that local authorities in commune-level administrative units formed after the arrangement prescribed in Article 1 of this Resolution officially operate from July 1, 2025.
3. The local government in the previously arranged commune-level administrative unit shall continue to operate until the local government in the later arranged commune-level administrative unit officially operates.
Article 3. Implementation
1. The Government, the People's Council, the People's Committee of Thanh Hoa province, local authorities of administrative units related to the implementation of the arrangement and other relevant agencies and organizations are responsible for organizing the implementation of this Resolution; arranging and stabilizing the apparatus of local agencies and organizations; stabilizing the lives of local people, ensuring the requirements of socio-economic development, national defense and security in the area.
2. The Government is assigned, based on this Resolution and Project No. 352/DA-CP dated May 9, 2025 of the Government, to organize the accurate determination of the natural area of commune-level administrative units and publicly announce it before September 30, 2025; at the same time, promptly deploy the work of measuring and determining the boundaries of administrative units in the field to establish records on administrative unit boundaries according to regulations.
3. The Nationalities Council, the National Assembly Committees, the National Assembly Delegation and the National Assembly deputies of Thanh Hoa province, within the scope of their tasks and powers, shall supervise the implementation of this Resolution.
This Resolution was passed by the Standing Committee of the 15th National Assembly of the Socialist Republic of Vietnam on June 16, 2025.
