Local officials and residents fight floods together.

The Nam Mo River originates from the confluence of several streams in Laos, with its main channel originating from the southwestern slopes of the Puxailaileng mountain range. The Nam Mo River flows into Vietnam in the Muong Tip commune, Nghe An province. After flowing another 80 km, it meets the Nam Non River and becomes the Lam River.

According to officials in Muong Tip commune: The story of the raging Nam Mo River was actually predicted in advance. Anticipating that Typhoon No. 3 and its aftermath would cause heavy rain in the area, the Party Committee and People's Committee of the commune held early meetings to direct the implementation of disaster prevention and control measures. On the morning of July 21st, when the rain began to fall heavily, the commune organized two working groups to go to villages at risk of flooding and landslides, such as Sop Phe and Ta Do, to urge residents to evacuate to safe locations.

The rain was relentless. On July 22nd, the river water gradually rose, swirling and threatening the safety of Muong Tip Kindergarten and Primary School (in Ta Do village), located right next to the Nam Mo River. Commune officials and various functional forces quickly assisted the schools in transporting teaching equipment to the second floor (however, the second floor of the kindergarten was later also flooded); 3 tons of rice belonging to the school were also moved to a safe location.

The people of Ta Đo village were unaware of the unusual conditions and dangers posed by the Nậm Mộ river, calmly wading through the rain to collect driftwood and firewood floating on the riverbank. The Party Committee and People's Committee of Mường Típ commune had to send a team to educate and persuade them; two officials, Mr. Lưu Huy Đôn - Deputy Head of the Economic Department and Mr. Moong Văn Vũ - Deputy Director of the Public Administrative Service Center, stayed behind to monitor and prevent people from engaging in the aforementioned dangerous activities. These two commune officials, in coordination with officers and soldiers from the Tha Đo Border Guard Station (500m from the village), assisted the villagers in relocating from the flash flood.

In Ta Đo village, out of 68 households, 7 had their houses completely swept away or collapsed; 2 houses were severely damaged and unusable; 19 households had houses with moderate to minor damage; and 37 other households were flooded... Many families in the village lost all their possessions, but fortunately, there were no casualties.


By noon on July 23rd, the floodwaters had receded. Officials from the commune, armed forces, and the people of Muong Tip commune worked together to mitigate the damage. From clearing debris and houses, reopening roads, and recovering people's belongings, to documenting the situation and appealing for relief efforts, everyone was submerged in mud. Just as the cleanup was nearing completion, on July 27th, Ta Do village was hit by another flash flood. Seeing the fruits of several days' labor buried under mud, tears welled up in everyone's eyes. However, after all that, the commune's officials and people were determined, encouraging each other to get back on their feet and start over.

There are incredibly touching stories about the Party Committee and People's Committee officials of Muong Tip commune during this historic flood. In Muong Tip, 15 commune officials whose homes in Muong Xen and Huu Kiem communes were affected by the flood to varying degrees. However, all 15 officials resolutely stayed put to help the people overcome the disaster; not a single one left their post.

Mr. Oc Van Thai, Vice Chairman of the Vietnam Fatherland Front Committee of Muong Tip commune and Chairman of the Veterans Association of the commune, said: "The 3 tons of rice rescued from the commune's kindergarten have been equally distributed to the affected people. As for ourselves, the commune officials eat 3 packets of instant noodles each day, plus a little wild vegetables we find on the hillside to have the strength to carry and dig to help the people."
Sharing love

This historic flood caused extensive damage to western Nghe An province in general and Muong Tip commune in particular. Immediately after the flood, on July 25th, Provincial People's Committee Chairman Le Hong Vinh and a provincial delegation traveled through landslide-affected areas and cut-off roads to inspect, direct, and support the people of Muong Tip commune in overcoming the consequences. Also on that day, a Ministry of National Defense aircraft dropped relief supplies to the people of Muong Tip in Vang Phao village. Following this, the Head of the Provincial Party Committee's Internal Affairs Department and the Niềm Tin (Faith) volunteer group also visited Muong Tip to encourage and provide assistance to the people affected by the natural disaster...

Images of the devastation in Muong Tip commune, western Nghe An province, and the responsibility and dedication of Nghe An provincial officials and the people in fighting the floods have touched the hearts of many people both domestically and internationally. Many have directly participated in donating and supporting efforts to overcome the consequences of the natural disaster; numerous agencies, organizations, and charitable groups have overcome difficulties to come and share with the people in the disaster-stricken area.

Ms. Phan Thi Hong Thom, Vice Chairman of the People's Committee of Muong Tip commune, remembers very clearly each charitable group that came to help the people. Ms. Thom recounted: "The first group to support the people of the commune was the 4th Economic and National Defense Brigade (Military Region 4) on July 26th. The officers and soldiers of the 4th Economic and National Defense Brigade carried relief supplies, walked 7 km, crossed landslide areas, and went from Na Loi commune... On July 28th, a charitable group from Dak Lak province brought 30 tons of goods, following Route 543D from Muong Xen commune. This was the first group to come from this direction, and they distributed gifts to the people throughout the night."

These days, Muong Tip is overflowing with love and sharing. Nguyen Huu Thanh, head of the Do Luong Youth Volunteer Team, who was present and distributing gifts in Ta Do village, shared his feelings: “Seeing the images of loss suffered by the people, we felt so much compassion that we called on young people in the district to contribute to buy food, clothes, and necessities to help them. We are very happy to be able to support our compatriots in overcoming difficulties.”

Meeting at the headquarters of the Muong Tip Commune People's Committee, Ms. Pham Thi Hoa, the leader of the volunteer group from Ninh Binh province, said: "Hearing about the floods in western Nghe An, our group of 16 people called for donations, and many people participated. It was very touching that a woman, despite her difficult circumstances, actively participated with a spirit of mutual support. She sent money to the account four times: once 5,000 VND, and the next three times 10,000, 20,000, and 30,000 VND respectively. We learned that this was the money she saved from her daily grocery shopping. Our group departed at 11 PM on August 5th and arrived in Muong Tip at 11 AM on August 6th, bringing 81 gift packages, each worth over 1 million VND, to support the people."

On August 6th, with the permission of the Nghe An Department of Health, a team from the Alobacsi channel, consisting of 5 doctors, collaborated with the military medical corps of the 4th Economic and National Defense Brigade and the medical staff of the Muong Tip Health Station to provide free medical examinations and medication to the local people. Ms. Thai Dung, representing the Alobacsi team, stated: "During this trip, the team aims to provide medical examinations and medication to approximately 500 people in western Nghe An. The total value of the medicine and gifts is over 600 million VND."

Despite receiving much love and support, Muong Tip did not keep it to itself. On the morning of July 31st, upon receiving news that some people from Na Muong village in neighboring Laos were risking their lives swimming across the Nam Mo River to seek relief, Comrade Vi Thi Quyen - Secretary of the Party Committee of Muong Tip commune - went to meet them and shared gifts including food and essential supplies (provided by various agencies and organizations) to help the people of neighboring Laos overcome their difficulties.

Reportedly, the Na Muong village also suffered heavy damage during this flood. After 10 days of isolation and living in dire conditions, the villagers risked their lives crossing the river with the help of their Vietnamese friends and brothers living near the border.
Life is revived, peace has returned.

Nearly two weeks after the historic flood, Muong Tip is still littered with mud and landslides. However, thanks to the efforts and support of all levels of government, organizations, and individuals, roads are now passable, and people no longer worry about food and clothing. Their hope for a peaceful life is stronger than ever.
Ms. Phan Thi Hong Thom, Vice Chairman of the People's Committee of Muong Tip commune, recounted: "On July 29th, amidst the floods, the commune's health station staff helped a pregnant woman, PTH (22 years old, residing in Ta Do village), give birth safely by the roadside while she was trying to walk to the Ky Son Health Center. Prior to this, PTH's house had been swept away by the water. Immediately after the safe delivery, we provided the family with shelter, sufficient food, and medical care... In adversity, life in Muong Tip continues to thrive. We are always grateful and confident that with the support of all levels, sectors, organizations, and individuals, Muong Tip will soon stabilize and return to peace."

According to Ms. Thơm, in the coming time, the Party Committee and the government of Mường Típ commune will continue to mobilize forces to support people in overcoming the consequences of natural disasters; ensure smooth infrastructure and transportation; build livelihood models for people, as well as promote the movement of "All people unite to build a better life in residential areas".
Alongside the officials and people of Muong Tip commune, the officers and soldiers of the Muong Ai Border Guard Post will continue to provide practical support to help the locality recover after the natural disaster. Lieutenant Colonel Ngo Quang Hieu, Political Officer of the Muong Ai Border Guard Post, said: The unit will closely coordinate with the local Party committee and government, directing officers and soldiers to overcome the consequences of typhoon No. 3, from rebuilding houses to environmental sanitation and disease prevention. At the same time, they will provide support for livelihood models, livestock, and seedlings to help people restore production.
