
On October 16, 2025, the Ministry of National Defense issued Instruction 6544/HD-BQP on the selection and calling of citizens for military service in 2026.
Accordingly, in 2026, there will be a selection and call-up of citizens for military service (generally called military recruitment). The time for military service delivery is from March 4 to March 6, 2026 (from January 16 to January 18, Binh Ngo year).
Strengthening the Military Service Council at the provincial and commune levels
The guidelines clearly state that in 2026, in implementing military recruitment associated with the implementation of the 2-level local government model, the Ministry of National Defense requests localities and units to thoroughly grasp and strictly implement the Law on Military Service (NVQS) 2015; Article 4 of the Law amending and supplementing a number of articles of 11 laws on military and national defense in 2025; documents regulating and guiding the implementation of the Law and Circulars of the Minister of National Defense.
For localities that conscript soldiers, strengthen the leadership and direction of local Party committees and authorities at all levels, promote the role and responsibility of Military Service Councils at all levels, sectors, socio- political organizations and the supervision of the people in military recruitment work; effectively carry out propaganda, dissemination and education on laws on military service and regulations on selection and calling of citizens to join the army; develop a plan to implement military recruitment work that is strict, democratic, public, fair and in accordance with the law, ensuring sufficient quotas, quality and time for military recruitment.
Strengthen the Military Service Councils at the provincial and communal levels according to the provisions of the 2015 Law on Military Service; the Law amending and supplementing a number of articles of 11 laws on military and national defense in 2025; develop operating regulations, assign tasks, clearly define responsibilities for organizations, individuals and each member of the Military Service Council in directing, monitoring, guiding and organizing the implementation of stages and steps of military recruitment in accordance with the law, meeting targets and ensuring quality.

Improve the quality of voting and propose male citizens to participate in military service.
Direct the establishment of regional health examination councils and military service health examination teams suitable to the area and number of calls for examination, ensuring adequate composition and equipment, medical supplies, and clinics qualified to examine each specialty; assign officers and employees with experience, capacity, and high professional qualifications to participate in military service health examinations; organize examinations closely, and be responsible for the classification and results of military service health examinations for each citizen enlisted.
Strengthen administrative reform in the field of military service; effectively implement the steps of military recruitment from reviewing and grasping sources, registering for military service and managing citizens of military service age; direct the improvement of the quality of voting and proposing male citizens to participate in military service to ensure democracy, publicity, quality and efficiency in each village, hamlet, residential group...; organize the implementation of preliminary selection, review and approval of citizens temporarily deferred from military service and exempted from military service, citizens eligible for military service, call for health check-ups, call citizens to join the army for the right subjects, meeting the standards, in accordance with the provisions of the Law on Military Service.
Improve the quality and effectiveness of guidance and inspection work for commune-level localities, well implement the process of stages and steps in military recruitment; closely coordinate with military units to send soldiers to the right location, with enough quantity, ensuring quality and meeting prescribed standards; regularly grasp the situation, proactively detect, correct, prevent and strictly handle violations in military recruitment in accordance with the law; widely publicize to educate and create consensus among the people; promptly grasp the aspirations of citizens and families of citizens called for military service to propagate and encourage citizens to properly implement the law on military service and not let petitions and recommendations occur.
Ensure all aspects of policies, material and spiritual life for soldiers from the first day they arrive at the unit.
For units receiving soldiers, leaders and direct the organization to well implement the plan to recruit, receive and train new soldiers; closely coordinate and cooperate with localities sending soldiers (provincial, communal levels and regional defense commands according to decentralization) to recruit and receive soldiers in the right locations, with sufficient quantity, ensuring quality and meeting prescribed standards; assign competent, responsible, experienced officers who are trained and educated before returning to the localities to recruit soldiers; after the Military Handover Ceremony, sign the minutes of military handover and transport soldiers to the unit to ensure absolute safety; organize thoughtful reception, quickly stabilize the organization, staffing and ensure all aspects of policies, material and spiritual life and disease prevention and control for soldiers right from the first day of returning to the unit.
Conduct a strict review of new soldier standards; coordinate with the local military assignment and promptly notify unqualified cases (if any), make compensations to ensure quality and timeliness, and report to the Ministry for monitoring and direction. Timely review and make a list of new soldiers and relatives eligible to apply for health insurance cards in accordance with regulations.

Prepare well in all aspects to ensure training of new soldiers (especially newly established, merged, and reorganized units according to decisions of the Minister of National Defense). Focus on organizing and staffing enough training framework; ensure adequate weapons, equipment, military equipment, facilities, training models, training grounds, and training grounds in accordance with regulations in Directive No. 04/CT-TM dated February 3, 2021 of the Chief of the General Staff on organizing training of new soldiers.
Regularly maintain strict implementation of military discipline and order; strengthen political education, disseminate laws, orient ideology, and raise awareness of responsibility for soldiers. Proactively inspect, promptly detect, prevent, and strictly handle violations in military recruitment according to the provisions of law.
Units that are assigned targets but do not meet the conditions to train new soldiers, and are assigned by the Minister of National Defense to other units to recruit and train them, must closely coordinate with the recruiting and training units to organize the handover and reception of troops before and after the end of training (increase the number of troops managed from the time the locality transfers troops); regularly grasp the ideological and disciplinary situation, and promptly coordinate to resolve any arising problems (if any).
