The People's Committee of Ha Tinh province has just issued a document on strengthening the direction and coordination of the organization of the 2025 High School Graduation Exam and the 2025-2026 school year 10th grade entrance exam.

It is necessary to continue to notify, guide and answer specifically so that candidates know about the new points in the 2025 High School Graduation Exam and the 2025-2026 High School Grade 10 Entrance Exam.

Accordingly, the Provincial People's Committee requested the Department of Education and Training to preside over and closely coordinate with relevant departments, branches, sectors, units and People's Committees of districts, cities and towns in mobilizing forces to perform tasks at the examination council and its committees; develop plans and fully prepare human resources, material resources, and other necessary conditions to organize the exams, especially plans to respond to unusual situations, in extreme weather conditions; ensure regulations on disease prevention, hygiene, food safety, security, order, traffic, communication, media, funding, etc. to organize the exams absolutely safely, effectively, seriously, honestly, objectively, in accordance with regulations and achieve good results.

At the same time, directeducational institutions to implement teaching and learning plans, organize high school graduation exams and 10th grade entrance exams, test and evaluate students in accordance with regulations, quality, efficiency, ensuring the requirements of the 2018 General Education Program. Notify, guide and answer specifically so that candidates know about new points in the 2025 High School Graduation Exam and the 2025-2026 High School Grade 10 Entrance Exam.

Direct and organize candidates to register for exams, manage exam registration files; prepare facilities and materials for exams; establish examination councils and committees of examination councils according to regulations; organize exam preparation, printing exam papers, transporting exam papers, invigilation, transporting exam papers, making exam papers, grading exams, reviewing exams, announcing exam results, announcing admission scores to grade 10 high school, issuing exam result certificates and considering recognition of high school graduation to ensure safety and seriousness in accordance with regulations.

Fully understand the regulations of the exams, provide training on exam procedures for officials and teachers on duty; create favorable conditions for schools in teaching and learning, and reviewing for students; strengthen information and communication work before, during and after the exams, create social consensus and support from the people.

Inspect teaching activities, completion of teaching plans, assessment and classification of students at educational institutions to ensure compliance with regulations; organize inspections and checks of all stages of the exams according to the instructions of the Ministry of Education and Training and competent authorities to ensure safety, seriousness, reduce pressure, avoid overlap, maintain discipline and order at the exam site; forces performing exam work must comply with their functions, tasks, authority and decentralization of state management, ensuring that all stages of the exam are monitored, inspected and checked according to regulations.

The Department of Education and Training closely coordinates with the Department of Health, the Department of Culture, Sports and Tourism, and the Provincial Police to direct and guide the examination councils, ensuring that medical staff, police, and reporters perform their duties and work at the examination councils and examination sites in accordance with the regulations in the examination regulations and related regulations (requiring the assignment of officers as focal points for relevant agencies and units to contact and coordinate); coordinate with the Department of Health, People's Committees of districts, cities, towns, and examination councils to prepare well the relevant conditions and strictly implement regulations on disease prevention and control; proactively advise on plans to organize exams to ensure safety and compliance with regulations.

For the 2025 high school exam, direct schools and testing locations to organize for candidates to sign a commitment to comply with regulations on protecting state secrets (the content of the commitment is agreed with the Provincial Police). Take full responsibility before the Provincial People's Committee and the Chairman of the Provincial People's Committee for the preparation and organization of exams to ensure quality, safety, seriousness, efficiency, and compliance with regulations...

The provincial police coordinate with the Department of Education and Training, departments, branches, sectors and authorities at all levels to develop specific plans, assign forces, deploy means and measures to ensure security and order, traffic safety, fire prevention and fighting at exams from the stages of making exam questions, printing exam questions, transporting exam questions, transporting exam papers, invigilation, grading, re-grading exam papers, etc. Prevent, stop, fight and handle and recommend handling of violations of the law related to exams; propagate, educate the law and train regulations on protecting state secrets in the High School Graduation Exam. Coordinate and guide officers and teachers participating in performing tasks at exam sites on skills to detect and identify high-tech devices used for cheating in exams. Assign officers to perform tasks at the examination council's committees in accordance with the provisions of the exam regulations.

The Department of Health shall preside over and coordinate with the Department of Education and Training, the People's Committees of districts, cities and towns to direct medical centers to assign medical staff to work at exam sites, exam sites/exam councils, exam sites, exam marking sites and re-examination sites in the province at the request of the Department of Education and Training; prepare sufficient medicine and medical supplies for first aid for common diseases, ensure the health of candidates, exam invigilators, exam markers and handle sudden medical situations during the exam; prepare emergency plans for large crowds if an incident occurs; based on the actual situation and current regulations to promptly and accurately confirm candidates who are suddenly sick or ill and cannot take the exam according to regulations; strengthen disease prevention and control, environmental sanitation; Strengthen inspection and examination, take responsibility for ensuring food safety at examination councils, examination sites, restaurants, hotels, and arrange meals and accommodation for invigilators and examiners; ensure disease prevention and control, and food safety before and during the examination.

Direct the Provincial General Hospital and general hospitals, district-level medical centers: strengthen the emergency teams, arrange ambulances, prepare enough medicine and emergency equipment to be ready for emergency response in case of an incident. Have a plan to promptly provide professional support to medical staff at examination councils and examination sites in the area when required; transport, receive emergency care, and treat when there is a situation requiring emergency response in case of a large number of people.

The Provincial People's Committee also assigned tasks to relevant units in performing assigned duties to deploy tasks to serve the exams well.

On the part of the People's Committees of districts, cities and towns: establish the district-level examination steering committee, assign specific tasks to members to direct the organization of examinations to ensure safety, efficiency, seriousness, honesty, objectivity, compliance with regulations and achieve good results. Direct the commune-level police to arrange forces to regulate traffic to avoid congestion at examination councils and examination sites, establish security forces at examination councils and examination sites, strictly prohibit large gatherings in front of examination councils and examination sites during the examinations, do not organize entertainment activities after 11:00 p.m. in the areas where examination sites are located; direct the police force to assist candidates in registering temporary residence (if any).

Direct departments, offices, functional units at district level, communes, wards, towns, schools with examination councils and examination sites to ensure facilities, lighting, fire prevention and fighting, traffic safety, security and order, measures to prevent and control epidemics, environmental sanitation, food safety, and health care for candidates according to the instructions of health agencies. Direct to strengthen the work of information and propaganda of regulations and rules... on examinations on local media so that people know and implement, ensuring that the examinations take place safely and in accordance with regulations and rules. Coordinate with the Department of Education and Training to develop plans to organize examinations to ensure safety and in accordance with regulations.

Check, review and support schools to set up examination councils and examination sites to ensure facilities for the examinations; organize, arrange and support drinking water and lunch for examination councils during the examination days. Be responsible for reviewing the area and promptly supporting and creating favorable conditions for candidates with difficult circumstances, policy families, disabled students, poor households, remote areas, candidates residing in areas affected by natural disasters to have the opportunity to attend the exams; no candidate has to drop out of the exam due to economic or travel difficulties. Provide a hotline number to support students when they encounter difficulties.

Preside over and coordinate with relevant agencies to develop a contingency plan to transport candidates to the examination council and examination sites in case of heavy rain, storms, floods, and road transport cannot operate. Coordinate with the Provincial Youth Union Standing Committee to direct district, city and town youth unions to establish volunteer teams to support the exam season, guide and advise candidates on travel, food, and accommodation at all examination sites and ensure safety...
