The 6th Reading Culture Development Award is implemented according to the new Regulations issued by the Ministry of Culture, Sports and Tourism in 2023. Accordingly, collectives and individuals who have organized, participated in organizing or contributed to the development of reading culture for at least 3 consecutive years and have not been awarded the Award within 3 years up to the year of proposal for consideration, and have organized effective reading culture activity models that have a wide spread in the community.
In particular, individuals proposing to be considered for the Award must have at least 1 initiative or proposal for a model or good practice that has been widely applied and has a spreading effect, contributing to the development of reading culture in localities, ministries, branches, agencies and units.
The Ministry of Culture, Sports and Tourism has issued a document guiding the consideration and awarding of the Reading Culture Development Award since November 2023 and received 78 applications from collectives and individuals requesting consideration and award, including 36 collective applications and 42 individual applications.
The Award Council worked seriously, objectively, and impartially to select and present to the leaders of the Ministry of Culture, Sports and Tourism to present awards to 17 groups and 13 individuals with outstanding achievements in developing a reading culture.
In particular, Nghe An province has the only representative to receive this award, Ms. Tran Thuy Nga - the founder and manager of Thuy Nga free library in Nghia Dong commune, Tan Ky district.
Ms. Tran Thuy Nga was born in 1985 in Nghia Dong commune (Tan Ky). When she was 14 years old, polyarthritis caused her limbs to become stiff and deformed. Since then, she has been unable to walk and has had to use a wheelchair, and her studies have been interrupted.
In January 2004, Ms. Thuy Nga opened a small book rental shop from her sister who was working in the South. The money she earned from renting books was used to buy new books. When the number of books increased, Ms. Nga no longer rented books but also persuaded people to come and read and borrow books for free to encourage people to read more diversely.
From a small book rental store, a community library has gradually been formed with thousands of books. Up to now, her library has more than 8,000 books. Every year, the number of books regularly borrowed is nearly 1,000.
With her efforts in maintaining community library activities, in 2021, Ms. Tran Thi Thuy Nga received a Certificate of Merit from the Central Committee of the Vietnam Youth Union for her outstanding achievements in implementing the 2021 Youth Volunteer Movement and was an outstanding disabled youth honored in the program "Shining Vietnamese Willpower".
In 2022 and 2023, she was invited to be a judge for the story sharing contest "I do good deeds" organized by the National Volunteer Center.
In 2023, she was invited to be the Media Ambassador for the Photo Contest on People with Disabilities with the theme "Prism of Love"./.
