On April 10, Ben Thanh Traffic Police Team, Traffic Police Department, Ho Chi Minh City Police Department issued a record of administrative violation against Ms. VTM (born in 1966, residing in District 4) for the act of "using a skateboard (electric balance bike) on the roadway".

Previously, social networks posted and shared a clip recording the image of Ms. M. driving a self-balancing electric scooter to the market through Khanh Hoi Bridge (from District 1 to District 4). Because this vehicle is not allowed to circulate on the street due to its low safety, very dangerous for the driver and other vehicles, the Ben Thanh Traffic Police Team verified and invited Ms. M. to the headquarters for clarification.

After reviewing the clip, Ms. M. identified herself as the person in the clip and admitted her violation of traffic laws, so she signed the fine. For using a scooter (electric balance bike) on the road, Ms. M. was fined from 200,000 to 250,000 VND.

Ms. M. was fined for administrative violations in the field of road traffic.

According to an officer of the Ben Thanh Traffic Police Team, devices such as electric suitcases, scooters, electric balance bikes, roller skates, etc. are not vehicles designed or manufactured to operate on roads and are not recognized by the Road Traffic Safety Law as road vehicles, so they are not allowed to be used to participate in traffic on the roads.

In addition, these vehicles do not have license plates, are not registered, are not technically inspected, do not have signal lights or rearview mirrors (required elements to ensure minimum safety on the road), so people operating these devices on the road pose many risks leading to traffic accidents.

Therefore, to ensure safety, when using these devices, people need to note: only use in parks, entertainment areas or other permitted places; do not use to participate in traffic on sidewalks or roads, causing traffic insecurity.
