The draft decree detailing the Law on Teachers will specify policies on teachers' salaries and allowances on the roadmap to achieve the goal of "Teachers' salaries being ranked highest in the administrative career salary scale system".
The specific coefficient of preschool teachers is 1.25.
According to the draft, all teachers are entitled to a "special salary coefficient". In which, preschool teachers are entitled to a special salary coefficient of 1.25 compared to the current salary coefficient; other teaching positions are entitled to a special salary coefficient of 1.15 compared to the current salary coefficient.
For teachers teaching at schools, classes for the disabled, centers to support the development of inclusive education , and boarding schools in border areas, an additional 0.05 is added compared to the prescribed level.
The draft regulation stipulates that teachers appointed to the title of professor are subject to the senior expert salary scale. Accordingly, the salary scale includes three levels: 8.8 - 9.4 - 10.0.
Professor is currently the highest title, demonstrating capacity, scientific prestige and the role of leading expertise, exploring and creating new knowledge in the field assigned to the professor title.
Therefore, according to the standards and conditions of senior experts according to regulation No. 180-QD/TW, professors are similar to senior experts. Although it does not confirm that professors are senior experts, the regulations in the draft are applying the senior expert salary scale to professors.
Preserving the regime and policies when mobilizing teachers
The draft decree clarifies regulations on reservations in implementing regimes and policies when mobilizing teachers according to tasks assigned by the National Assembly in Clause 4, Article 17 of the Law on Teachers.
Accordingly, in the case of transferring teachers between educational institutions where the allowance levels applied at the sending educational institution are higher than those at the receiving educational institution, the teacher is allowed to retain the allowance regimes enjoyed before the transfer or secondment for a maximum period of 36 months according to the time of transfer or secondment.
After that time, the allowance regime will be reviewed to be appropriate to the job and working location.
In case of transferring teachers from public educational institutions to educational management agencies where the allowance levels applied at the educational institution are higher than those of the educational management agency, the teachers' salaries and allowances received before the transfer are retained for a period of 12 months.
After that time, the salary and allowances will be reviewed to be appropriate to the job position being held.
This regulation aims to protect the rights of teachers when carrying out mobilization work, and encourage teachers to participate in mobilization at other educational institutions or educational management agencies at the request of competent authorities.
To avoid sudden reductions in teachers' regimes and policies, the draft decree also stipulates that in the case where the administrative unit where the educational institution is operating is changed by a competent authority to the type of administrative unit and the old administrative unit is classified as entitled to higher allowances, teachers working at that educational institution will continue to enjoy these allowances for a period of six months from the date of the decision to classify the new administrative unit by the competent authority.
Supplementing beneficiaries of responsibility allowances and mobility allowances
Regarding job responsibility allowance, the draft decree adds cases eligible for job responsibility allowance, including heads/deputy heads of professional groups, heads/deputy heads of departments and equivalents, teachers of ethnic minority languages in ethnic minority language training departments at higher education institutions, teachers teaching subjects in foreign languages (except teachers of foreign languages), and teachers assigned to perform student counseling work.
Regarding mobility allowances, the draft decree adds cases eligible for mobility allowances, including teachers on secondment, inter-school teaching, and teachers who must move to teach at different schools or branches.
