The Ministry of Transport has just sent a document to the National Assembly Delegation of Quang Ngai province to respond to the petition sent by voters of Quang Ngai province to the 2nd Extraordinary Session of the 15th National Assembly.
“Voters have repeatedly requested the construction units of the Da Nang - Quang Ngai Expressway to return the residential roads they borrowed to transport construction materials (23 residential roads with more than 55.6 km), build some drainage canals to overcome flooding, and fix the points causing blockages in the irrigation system. The Ministry of Transport has directed the Expressway Development and Investment Corporation (VEC) to commit that from the third quarter of 2022, it will review and handle all existing problems and obstacles of the project in Quang Ngai. However, by the end of 2022, VEC has not yet implemented the above commitments,” voters of Quang Ngai province requested.
Regarding the above-mentioned voters' petition, the Ministry of Transport said that the Da Nang - Quang Ngai Expressway project (hereinafter referred to as the project) is invested by the Vietnam Expressway Corporation (VEC) under the State Capital Management Committee at Enterprises ; the section passing through Quang Ngai province is 40.1km long (from Km99+500 to Km139+520), including 03 main construction packages (A1, A2 and A3).
According to VEC's report, in Quang Ngai province, project contractors (hereinafter referred to as contractors) use 23 local roads with a total length of about 55.6 km to serve the project construction. In 2018, contractors repaired and restored 7 routes with a total length of 20.4 km (of which 1 route was repaired and restored by the contractor for 0.5 km/total length of 1.0 km). Currently, the locality has upgraded and expanded a number of routes (of which 12 routes with a total length of 30.6 km have not been repaired and restored by the contractor, including the remaining 0.5 km section of the above-mentioned unfinished repair and restoration route).
Thus, currently in Quang Ngai province, there are 4 remaining routes with a total length of about 4.6 km that have not been repaired or restored by the contractor or upgraded or renovated by the locality.
According to the regulations of the construction contracts of the project, contractors are responsible for repairing and restoring local roads that contractors have borrowed and used to serve the project construction. The Ministry of Transport has issued many documents urging and directing VEC to request contractors to do so. However, due to many reasons: Funding difficulties; project implementation time, construction contract implementation time has expired; Supervision Consultant has stopped performing the contract,... so far, contractors have not continued to repair and restore the remaining roads.
In the coming time, after the funding issues for the project are resolved, the Ministry of Transport will urge VEC to direct contractors to continue repairing and restoring the remaining local roads mentioned above as committed.
Regarding the proposal to build some drainage canals to overcome flooding and overcome the points causing blockages in the irrigation system, according to VEC's report, at the section passing through Quang Ngai province, the canal system, ditches and irrigation and drainage systems serving the cultivation of people affected by the project have been designed and basically constructed, ensuring drainage capacity and irrigation and drainage capacity serving the cultivation of people in the project area. However, due to problems with site clearance and capital problems arising after April 29, 2019 as mentioned above, there are still 2 locations of canals and ditches with a total length of 119.6 m that have not been constructed.
In the coming time, after the funding issues for the project are resolved, the Ministry of Transport will continue to urge VEC to direct contractors to continue constructing the remaining canal and ditch locations in accordance with the approved design documents.
In addition, after receiving feedback from voters in Quang Ngai province, the investor conducted a field inspection, discovered, recorded and directed the highway management unit to dredge, clear and clear some locations of canals and ditches that were filled with silt and grass growing and obstructing the flow.
