On the occasion of the 80th anniversary of Vietnam Customs' Traditional Day (September 10, 1945 - September 10, 2025): Building digital customs, smart, modern, transparent and effective customs

(Baothanhhoa.vn) - The Customs Branch of Region X has been focusing on synchronously and drastically implementing solutions to build digital customs, smart, modern, transparent and effective customs, ensuring the effectiveness and efficiency of State management of customs, while contributing to creating an attractive and open investment environment, enhancing economic competitiveness in the management area.

Implementing the policy of streamlining the organizational structure, from July 1, 2025, the management area of ​​the Customs Branch of Region X includes Thanh Hoa and Son La provinces, with headquarters located in Hac Thanh ward, Thanh Hoa province. The organizational structure of the branch currently has 6 department and team-level units and 5 customs offices at border gates and outside border gates.

In close adherence to the assigned functions and tasks, after officially operating under the new model, the branch's leaders have been proactive, active, urgent, and determined in leading, directing, operating, arranging personnel, and preparing facilities to meet task requirements, ensuring that production, business, import-export, and immigration activities of related organizations and individuals take place smoothly. Accordingly, the branch officially deployed the CCES System (customs centralized operating system) to increase work efficiency, internal management, and ensure the quick and accurate circulation of documents and information. At the same time, the Ecus 6 System was deployed, piloting a tool to support registration, reception, and inspection to facilitate businesses when the customs sector officially implemented automatic assignment of civil servants to check documents on the VNACCS/VCIS system.

Not stopping at traditional administrative reform, the unit has proactively applied information technology, promoted digital transformation associated with customs modernization, implemented online public services in a simple direction, harmonized management regimes according to the standards of the World Customs Organization (WCO). At the same time, applied the application of measuring the time of goods clearance at customs gates and outside the border gates to effectively evaluate the quality of work handling... Promoted the effective implementation of electronic tax collection management, 24/7 customs clearance and synchronously implemented solutions to improve tax management, contributing to increasing State budget revenue. Coordinated with banks to organize tax collection, creating favorable conditions, saving time and costs for taxpayers.

Along with strengthening discipline, administrative discipline, improving the quality and efficiency of professional activities, the Customs Branch of Region X has actively implemented a variety of activities to support businesses. Through that, it aims to create a transparent and fair import-export environment, contributing to improving national competitiveness, as well as the economic competitiveness of the management area. Customs units at border gates and outside border gates proactively assign civil servants to be on duty on holidays and weekends, supporting individuals, organizations and businesses to carry out customs clearance of goods quickly, continuously, promptly, safely and in accordance with regulations; promptly receive and resolve opinions, recommendations and problems of businesses during the customs clearance process.

In addition to promoting cooperation agreements, the Customs Branch of Region X has maintained annual dialogue conferences to disseminate and popularize customs policies and laws. Through the development and signing of specific cooperation programs with associations and enterprises, both sides aim for understanding, consensus, support and companionship; further improving the quality, bringing the connection between customs and enterprises into reality and effectiveness. From 2014 to mid-2025, through dialogue forms such as conferences, propaganda, documents and directly at the place of procedure, the branch has consulted and answered questions for thousands of enterprises with import-export activities in the management area.

All customs procedures are handled online by the Customs Branch of Region X.

Along with that, the work of monitoring, managing, checking after customs clearance, fighting against smuggling, trade fraud, and fighting against drugs is carried out regularly and continuously. The Department is always proactive and actively coordinates with functional agencies in the fight against drug crimes, smuggled goods, goods violating intellectual property rights, promptly preventing violations.

With tireless efforts, from 2021 to 2024, the Customs Branch of Region X has always been ranked in the top of the Provincial Department and Sector Competitiveness Index and in the leading group of the Customs sector's Administrative Reform Index. Through digital transformation and business support, the branch's budget revenue has always been high, exceeding the targets assigned by the Customs Department and the Ministry of Finance. In just the first 8 months of 2025, the branch's State budget revenue reached VND 13,701.3 billion, reaching 76.09% of the target assigned by the Prime Minister (VND 18,005 billion) and reaching 62.22% of the target assigned by the Customs Department (VND 22,020 billion).

Accordingly, the Party Committee of the Branch continues to innovate the Party's leadership method, resolutely and synchronously organize and implement solutions to reform administrative procedures, promote the application of information technology, strongly implement digital transformation, complete infrastructure, carry out well the work of planning, recruitment, training, fostering and improving qualifications, appointing and arranging staff... Through that, it aims to build a digital customs, smart, modern, transparent and effective customs, quickly clear import and export goods, and save maximum time and costs for businesses. At the same time, it improves the effectiveness and efficiency of State management, increases budget revenue, contributes to creating an attractive and open investment environment, and enhances economic competitiveness in the management area.
