Strengthening advocacy and propaganda work; innovating and diversifying forms of propaganda and education on the tradition of great national solidarity for cadres, party members, association members and the people. Promoting the effectiveness of mass media, cultural and artistic forms; synchronously coordinating domestic and foreign information; closely combining propaganda and education on the tradition of great national solidarity with propaganda on the Party's guidelines and policies, the State's policies and laws, development achievements, the image of the country and the people of Vietnam. Perfecting and implementing well policies and laws related to women, children, and gender equality, improving the quality of female human resources; Fight to prevent and strictly handle acts of violence, trafficking and abuse of women and children. Strengthen development programs, support updating knowledge, skills, access opportunities, and benefits of social security and welfare policies for women in difficult circumstances, mountainous areas, islands, ethnic minority areas, and particularly difficult areas.

Promote the mobilization of overseas Vietnamese, especially the young generation, to stay attached to the homeland, becoming a bridge between Vietnam and other countries. Persistently propagandize, mobilize, and persuade overseas Vietnamese who still have prejudices to consolidate and strengthen their confidence, feel secure in turning towards the Fatherland, and have awareness and actions in line with national interests. Attract and create conditions for overseas Vietnamese intellectuals, artists, businessmen, scientists, and managers to return to the country to invest, produce, and do business, making positive contributions to the cause of building and defending the Fatherland.
Strengthen theoretical research, summarize practices to clarify the differentiation and transformation of social strata in the process of developing and perfecting the socialist-oriented market economy and deep international integration; the core content of the alliance of the working class with the peasantry and intellectuals in the new period. Develop and implement the Strategy of great national unity until 2030, with a vision to 2045. Focus on socio-economic development, constantly improve the material and spiritual life of the people; organize and implement well social policies, social security, sustainable poverty reduction associated with national target programs, especially for ethnic minority areas, mountainous areas, border areas, islands, areas with especially difficult socio-economic conditions, and vulnerable groups in society. Encourage legitimate enrichment; have mechanisms and policies to ensure fairness, equality, and access opportunities for each person in the development process, contribute to the development of the country and enjoy the fruits of development. Continue to improve welfare policies; the State and society support and help people in difficult circumstances, and areas with difficult socio-economic conditions to ensure social security.
Authorities at all levels shall implement well the coordination mechanism and ensure conditions for the Vietnam Fatherland Front, socio-political organizations and mass organizations to reflect the thoughts and aspirations of the people; supervise and provide social criticism, actively participate in state management, contribute ideas to Party building and government building; propagate and mobilize people to unite and compete to successfully implement the Party's guidelines and policies, the State's policies and laws; perform well the supervisory role of the Vietnam Fatherland Front, socio-political organizations and elected representatives in the activities of state agencies. Develop mechanisms and policies to promote all potentials, resources and creativity of the people; promote the role of the subject and the central position of the people in building and defending the Fatherland. Well organize the implementation of the law on democracy at the grassroots level and the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" in all types of organizations and grassroots units.
Promote the people's mastery in all areas of social life. Build appropriate mechanisms for people to participate in giving opinions in the policy-making process, deciding on major and important issues of the country, issues closely related to people's lives; promote the spirit of openness, receptivity, responsibility for information, and accountability of state agencies to the people's recommendations and proposals according to regulations. Promote democracy along with strengthening discipline and order in society; strengthen social consensus associated with raising citizens' sense of responsibility; strictly handle acts of taking advantage of democracy to sabotage the Party and the State, and divide the great national unity bloc. Strengthen the core political role and responsibility of the Vietnam Fatherland Front and socio-political organizations in building the great national unity bloc; gather, mobilize, and unite the people, focusing on grassroots areas to promote patriotic emulation movements, campaigns, practice democracy, strengthen social consensus, meet the requirements of the new situation and the legitimate aspirations of union members, association members and the people; replicate and improve the effectiveness of the linkage model between the State and enterprises, farmers, scientists in production, business, economic development, market access, participation in production and supply chains. Improve the effectiveness of coordination between the Vietnam Fatherland Front, socio-political organizations and mass organizations with state agencies and authorities at all levels in collecting and receiving people's opinions on socio-economic development, building a socialist rule-of-law state of the people, by the people and for the people, and in handling people's complaints, denunciations and petitions.
The Vietnam Fatherland Front, socio-political organizations and mass organizations have performed well the role of social supervision and criticism, representing and protecting the legitimate rights and interests of union members, members and the People; actively participated in building a clean and strong Party and State, and performed well the supervision of leaders, managers, heads and Party members in training ethics, lifestyle and performing public duties. Innovate the organization of campaigns and emulation movements in a practical, effective, and grassroots direction so that the majority of people can participate, truly be the subject of labor production, creativity, economic development, building new rural areas, civilized urban areas, enriching the family, homeland, and country, consolidating and promoting the strength of the great national unity bloc. The Vietnam Fatherland Front coordinates with the government to propose, deploy, and maintain patriotic campaigns and emulation movements, improve the quality of models and self-management movements of the people, especially in the field of start-ups and innovation, creating jobs, promoting learning, labor, production, business, improving the quality of life, bringing happiness to all people. Do a good job of honoring and rewarding exemplary and typical organizations and individuals; actively discover, foster, and replicate good models and good practices.
