The state has many policies for artisans.
The Government has just issued Decree No. 215/2025/ND-CP stipulating measures to manage, protect and promote the values of world cultural and natural heritage, underwater cultural heritage, intangible cultural heritage in UNESCO Lists and National List of intangible cultural heritage and policies for artisans and subjects of intangible cultural heritage.
The Decree stipulates that clubs and groups practicing intangible cultural heritage are supported for their establishment and operation when meeting the requirements. Clubs and groups practicing intangible cultural heritage are supported with funds when newly established to purchase musical instruments, props, tools, objects, and artifacts for practicing, teaching, creating, and performing intangible cultural heritage and for operating expenses.
The Decree also stipulates policies for artisans, subjects of intangible cultural heritage . Accordingly, the state provides monthly living allowances for People's Artisans and Meritorious Artisans; and pays health insurance for People's Artisans and Meritorious Artisans.
The State also supports People's Artisans and Meritorious Artisans to participate in activities to transmit and popularize intangible cultural heritage and to train, foster and teach successors; supports artisans and practitioners to participate in guiding, training and teaching the community.
The State provides monthly living allowances and health insurance for folk artisans, outstanding artisans who are the subjects of intangible cultural heritage of ethnic minorities, artisans living in mountainous, border, and island areas, artisans who are disabled, and people from poor and near-poor households.
The State provides financial support to People's Artisans and Meritorious Artisans, who are the subjects of intangible cultural heritage of ethnic minorities, to participate in activities of transmitting and popularizing intangible cultural heritage and training, fostering and teaching successors.
At the same time, provide financial support for artisans and practitioners with the ability to guide and teach to participate in guiding, training and teaching the community.
The Chairman of the People's Committee at the commune level considers and decides on monthly living allowance for eligible subjects.
Within 30 working days from the effective date of the decision to confer the title of “People’s Artist”, the Chairman of the Commune People’s Committee shall consider and issue a decision to adjust the monthly living allowance for Meritorious Artists who are receiving monthly living allowances according to regulations. The monthly living allowance is calculated from the effective date of the decision to confer the title.
When a People's Artist or Meritorious Artist dies, the agency, organization or individual directly organizing the funeral will receive state support for funeral expenses...
