Focus on investing in shrimp industry infrastructure
Mr. Pham Van Muoi, Deputy Director of the Department of Agriculture and Environment, said: “The Provincial People's Committee has issued Plan No. 016 dated July 22, 2025 on developing breakthrough production in the shrimp industry in Ca Mau province in 2025. The Department has developed a specific plan to implement the growth target of Region I (agriculture, forestry, fishery), and at the same time directed specialized units to coordinate with communes and wards to organize extensive emulation movements, mobilize the participation of production organizations and individuals, contributing to creating a breakthrough for the shrimp industry in 2025".
Hiep Thanh Ward has formed a high-tech shrimp farming area to develop Bac Lieu shrimp with an area of 418 hectares.
Accordingly, to create a sustainable and breakthrough development for the shrimp industry, the province focuses on synchronously implementing engineering and non-engineering solutions. With engineering solutions, the province prioritizes resources for infrastructure investment to serve the development of the shrimp industry in a modern, synchronous direction, in accordance with the planning, programs, projects for aquaculture development and regulations of the Fisheries Law. In particular, focusing on building essential infrastructure such as irrigation, traffic, and electricity systems, especially in super-intensive and intensive shrimp farming areas and concentrated seed production areas.
Key projects include the first-level irrigation system (culverts, dykes, embankments, water supply and drainage channels, pumping stations), roads, power grids and wastewater treatment areas... to ensure the best conditions for high-tech shrimp production and farming.
Mr. Nguyen Quoc Minh, Vice Chairman of Hiep Thanh Ward People's Committee, said: "The ward has a favorable location with the East Sea dike, land and water surface area of nearly 3,000 hectares for aquaculture. The south of the ward has 14 km of coastline, along with a dense system of rivers and canals, which is very favorable for supplying water for high-tech shrimp farming. Thanks to the application of science and technology , the shrimp output of the ward reaches over 10,000 tons/year."

In addition, non-structural solutions are also focused on, especially in shrimp seed production. The province will allocate resources to inspect and issue certificates for facilities that meet the conditions for production and breeding according to regulations; strengthen seed quality management, quarantine of parent shrimp, and strictly handle violating facilities. At the same time, encourage the application of advanced farming processes to improve productivity, quality and production efficiency.
Organizations and individuals raising commercial shrimp are guided to comply with technical standards and apply internationally certified farming processes (ASC, MSC, CoC, GlobalGAP, BMP, VietGAP...) to meet the increasingly high demands of domestic and foreign markets.
Towards national brand
Mr. Huynh Xuan Dien, Chairman of the Board of Directors of Tan Hung High-Yield Shrimp Farming Cooperative, shared:
“The Cooperative currently has 460 members. In 2025, with technical support from Minh Phu Social Enterprise, it will achieve ASC certification for 638 hectares of improved extensive shrimp farming in two phases. This is a great opportunity for the Cooperative to expand its scale, increase its value and move towards clean, sustainable shrimp production.”

Developing deep processing and building national brands is the key direction in the coming time. Ca Mau aims to form an agricultural hub associated with large-scale production areas, connecting logistics infrastructure, research, technology transfer, collection, deep processing, and high-tech application to increase product value and competitiveness. At the same time, the province will promote the development and promotion of the brand "Bac Lieu Clean Shrimp", Ca Mau black tiger shrimp in the global market, combined with the protection of collective trademarks and geographical indications.
Mr. Nguyen Hoang An, Chairman of the Board of Directors of Cai Bat Cooperative, Hung My Commune, said: "In recent years, the shrimp industry has received special attention with many projects, plans, and strategies being implemented, creating strong motivation for cooperatives, businesses, and people to constantly innovate and expand production, contributing to affirming the Ca Mau shrimp brand on the world seafood map."
Along with that, the province continues to promote support policies, regional linkages and international integration, effectively implementing programs such as: Organic Agriculture Project 2020-2030, Sustainable Aquaculture Development Strategy to 2030, Action Plan for Aquaculture Development to 2030.

The province integrates resources to support cooperatives and groups to apply international standards (Naturland, EU Organic, Selva Shrimp, ASC, BAP, GlobalGAP, VietGAP, organic...), strengthen training on super-intensive farming processes with little water change, closed-loop farming (RAS), shrimp farming techniques to reduce costs, produce high-quality rice and low emissions. All aim to build a sustainable shrimp value chain, associated with quality management, food safety, traceability and strong brand development.
Mr. Pham Van Muoi emphasized: “The merger of Ca Mau - Bac Lieu is a strategic boost, opening up opportunities to develop a large-scale, sustainable shrimp industry with a strong brand in the world market. To take advantage of this opportunity, it is necessary to have synchronous participation from the Central to local levels, from the government to businesses and people, with systematic, scientific and long-term strategies.”
| Currently, Ca Mau is the locality with the largest shrimp farming area in the country with more than 427,000 hectares, total annual output reaching over 900,000 tons.
