Balancing economic development and natural resource conservation
Speaking at the opening of the conference, Mr. Dang Minh Thong, Vice Chairman of the People's Committee of Ba Ria-Vung Tau province, said that Con Dao district is facing challenges and difficulties such as lack of domestic water, waste treatment, energy, and the ecosystem around the island is at risk of degradation due to the impact of economic activities and climate change, affecting people's lives and socio-economic development. This poses a challenge for Ba Ria-Vung Tau province in solving the "problem" of balancing economic development and natural resource conservation, maximizing natural values, creating green momentum to promote the sustainable development of Con Dao district. Therefore, the People's Committee of Ba Ria-Vung Tau province has issued decisions and plans to implement the project.

Mr. Dang Minh Thong, Vice Chairman of Ba Ria-Vung Tau Provincial People's Committee, visited the booth displaying recycled products from plastic waste.
The project is implemented through 6 groups of solutions including:Education on circular economy awareness; waste reduction, no plastic waste; water circulation; development of green transport and efficient use of energy; biodiversity conservation; sustainable tourism associated with the application of circular economy through two phases 2022 - 2025 and 2026 - 2030.
Mr. Le Van Phong, Secretary of the District Party Committee, Chairman of the People's Committee of Con Dao District, hopes that experts and scientists will contribute solutions to innovate the current mechanism, clearly defining the responsibilities of manufacturers and distributors in collecting, classifying, recycling or paying for waste treatment costs based on the number of products sold on the market. It is necessary to issue specific mechanisms and policies in Con Dao to support the development of a product exchange market to serve the conversion of waste products into recycled resources in the new production cycle. Mr. Phong also proposed to build a roadmap to replace the use of fuels and products that are harmful to the environment with more environmentally friendly energy sources and products. In particular, it is necessary to focus on reducing the use of plastic bags and disposable plastic products in Con Dao through the development of specific regulations. Propose measures to increase support for businesses in accessing financial and technological opportunities in the process of implementing circular economic models in Con Dao.
Tax incentives for circular economy development
At the conference, experts and scientists proposed many solutions and models to develop a circular economy in Con Dao such as a model for managing plastic waste, new technology in treating organic waste, circular economic solutions for treating waste in Con Dao... Associate Professor, Dr. Do Phu Tran Tinh, University of Economics and Law, VNU-HCM, proposed to adjust the Law on Organization of Local Government and related documents towards allowing Con Dao District to become a special economic zone. The Chairman of the People's Committee of Con Dao Special Zone is considered to grant investment licenses for domestic investment capital for industries identified in the circular economic model of Con Dao. Projects with foreign elements are licensed by central ministries and branches in the direction of streamlined procedures. Issue policies to encourage green consumption, support consumer loans from stimulus sources for recycled products in Con Dao, subsidize some recycled goods or renewable energy, bioenergy from the emission reduction fund. Enterprises using more than 50% of products from the circular economic chain enjoy preferential policies like social enterprises. Research and promulgate regulations to ban the use of plastic bags, non-recyclable materials, and single-use equipment.
