Many teachers and contract employees have been owed wages for months.

On May 23, the People's Committee of Vinh City (Nghe An) announced that it had just issued Document No. 3315 to continue requesting the State Treasury of Region X to allow payment of salaries and salary-based contributions to 61 teachers and contract employees at public service units under the city'sEducation and Training sector, including 27 people currently working at secondary schools in the old Cua Lo town.

These are the workers approved by Nghe An province in the plan for assigning payroll, personnel and financial estimates for 2025 according to Decision No. 3720/QD-UBND dated December 31, 2024.

Accordingly, Vinh City has calculated sufficient funding sources to ensure full payment of all regimes according to regulations from the budget. However, disbursement is currently suspended because the State Treasury of Region X has not yet agreed on the understanding and application of Decree No. 111/2022/ND-CP of the Government , leading to a situation where 61 workers are delayed in paying salaries, allowances and insurance, affecting the lives and psychology of workers.

Many contract teachers in Cua Lo town (old) have not been paid their salaries for the past 2 months.

After Cua Lo town merged into Vinh city from December 1, 2024, teachers working at schools in Cua Lo town (old) have been facing many difficulties.

“Before Tet, we did not receive our salaries (we only received them after Tet). In particular, in the past two months (April and May), we did not receive any salaries at all, causing great financial pressure and severely affecting our lives and those of our families. Not only that, during the merger process, we continuously received information about the risk of contract termination and job loss. This made us extremely confused and worried about the future,” a teacher shared.

Accountants and clerks whose salaries have been stopped are very confused.

Previously, on April 26, 2025, Vinh City People's Committee received a citizen reception document from Nghe An Province's Citizen Reception Committee, requesting to resolve the petitions of teachers and contract employees at secondary schools in Cua Lo town (old), requesting to resolve policies and regimes after the merger of administrative units.

Vinh City People's Committee then sent many documents to the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee and the People's Committee of Nghe An province to ask for direction.

The city also requested the State Treasury of Region X to continue allowing schools to pay salaries, allowances and contributions to the above 61 workers, according to the guidelines and budget estimates approved by the province. Timely disbursement not only ensures the legitimate rights of workers but also contributes to stabilizing local educational activities after the merger.
