Ninh Binh held a meeting to check the progress of the Ninh Binh

The Ninh Binh - Hai Phong Expressway Project (CT.08) with a total length of 54.9km through Ninh Binh province, consists of three components: the Ninh Binh - Hai Phong Expressway Project under the form of public investment, 25.3km long with a total investment of about 6,865 billion VND; the Day River overpass project, 2km long, has been completed and the Ninh Binh - Hai Phong Expressway Project under the form of public-private partnership, 27.6km long.

Currently, the Ninh Binh - Hai Phong expressway project under the form of public investment has cleared about 80% of the land, and is simultaneously constructing 7 phases with a total implementation volume of 224.7 billion VND (equivalent to 5.4% of the contract value). Disbursement work to date has reached about 50.1% of the 2025 capital plan, of which the central budget source reaches about 81.7%.

Meanwhile, the Ninh Binh - Hai Phong expressway project under the public-private partnership model has handed over 82% of the land; contractors are implementing 12 construction projects with many roadbed and bridge items. It is expected to be basically completed in 2027.

The meeting also frankly pointed out some existing problems such as: Some sections of land clearance have not been completed due to problems in land pricing, determining the population with the same land use rights, and allocating resettlement land after implementing the two-level local government model; moving the 110 kV/220 kV power system and water supply and drainage system has encountered difficulties when involving many units. High material prices and capital allocated in stages also affect the construction progress and disbursement.

Mr. Nguyen Cao Son - Provincial Party Committee member, Vice Chairman of Ninh Binh Provincial People's Committee spoke at the meeting.

Assessing at the meeting, Provincial Party Committee member, Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao emphasized: This is a national key project, of strategic significance for the socio -economic development of Ninh Binh province and the Southern Red River Delta. Therefore, relevant units need to focus on removing obstacles, especially in site clearance, ensuring progress, quality and safety of the project so that it can be completed in 2026 according to the direction of the Prime Minister.

In addition, the Vice Chairman of the Ninh Binh Provincial People's Committee requested departments, investors and contractors to continue to coordinate closely, improve responsibility, and publicize progress. At the same time, proactively advise and support at the grassroots level to speed up the project's progress. Thereby meeting the expectation of putting the expressway into operation as planned and promoting efficiency in regional connectivity and socio-economic development.
