Implementing the Resolution of the 22nd Provincial Party Congress, the Provincial Party Executive Committee, the Provincial People's Council and the Provincial People's Committee have focused on studying and identifying the advantages of the intersection with the North-South Expressway in the East at Dong Giao (Tam Diep city) and inter-regional routes, expanding urban space, creating space and driving force for socio -economic development. At the extraordinary session on May 12, 2021, the 14th Provincial People's Council approved the investment policy for the East-West route, phase I. This is an extraordinary session after the Provincial People's Council summarized its term, demonstrating the province's determination and synchronous administrative reform.
Based on the implementation results, the Party Committee of the Provincial People's Committee agreed to propose investment in the construction of the East-West route, phase I, Tam Diep - Nho Quan section, and the Standing Committee of the Provincial Party Committee conducted a field survey and agreed on the project investment plan. The project was started in March 2022 with a contract implementation period of 57 months (until the end of 2026), with a total investment of VND 1,913,754 billion.
The project has an exceptionally large construction volume with a total excavation volume of about 1.45 million m3; a total embankment volume of about 1.95 million m3, and the construction of 4 new bridges. The land acquisition scope in Tam Diep city is 6.627 km long, with 178 affected households and individuals. The land acquisition scope in Nho Quan district is 16.32 km long; the affected land area is 121.44 ha; and the number of affected households is 812.
Comrade Pham Quoc Chinh, Director of the Provincial Traffic Construction Investment Project Management Board, representing the investor, said: At that time, the East-West Road Construction Project, Phase 1 was the largest construction scale and total investment project in the province approved by the locality, with high technical requirements and the largest volume of site clearance. After only 10 months since the policy was issued, the project completed investment procedures and organized a groundbreaking ceremony on the occasion of the 200th anniversary of the name Ninh Binh and the 30th anniversary of the re-establishment of Ninh Binh province, shortening 50% of the time to complete investment procedures according to regulations for equivalent projects.
Identified as a key project, it must be completed as soon as possible to create momentum and a breakthrough in the province's immediate and strategic socio-economic development in the long term. When completed, the route will open up space, space and create new momentum to promote the development of the southern region of the province, contributing to reducing the hot development in the heritage area, especially protecting the ecological environment for the World Cultural and Natural Heritage Trang An Scenic Landscape Complex. Gradually realizing the route connecting the westernmost to the easternmost of Ninh Binh province, from the mountainous area of Nho Quan district to the coastal district of Kim Son, opening up an inter-regional connection between the Northwest region and the Red River Delta. At the same time, synchronously connecting with important national traffic axes, such as the North-South Eastern Expressway, Ho Chi Minh Road, National Highway 1A, coastal roads, creating a strategic traffic axis, synchronously connecting with the traffic system of Ninh Binh province.
After 38 months of construction, the project has been basically completed, meeting the technical traffic conditions, ensuring quality, without any technical incidents or occupational safety issues. Actual records show that at the construction site, workers are urgently completing important items such as planting trees, installing lighting systems, cleaning and constructing items to ensure traffic safety according to the design documents. The construction atmosphere is very urgent, in order to keep up with the progress of the entire route opening to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day.
Comrade Pham Quoc Chinh shared: Being assigned by the Provincial People's Committee as the investor is both a great honor and a heavy responsibility in terms of shortening the implementation time and ensuring the requirements of quality, technique, aesthetics, safety, and avoiding negativity and waste. The Ninh Binh Provincial Traffic Construction Investment Project Management Board has been highly determined, always closely following the strong direction of the Provincial Party Committee, People's Council, and Provincial People's Committee, and at the same time coordinating well with departments, branches, localities and related units to implement the project steps, from investment preparation, construction and installation organization to the organization of acceptance of completed project items in accordance with the correct procedures and regulations.
In order to have a route that ensures quality, technique, aesthetics and shortens the construction time, along with the efforts of the investor, there is also the attention, coordination, drastic participation and responsibility of agencies, departments, branches and local authorities to support and help the investor to solve each stage, remove arising problems in the fastest time possible; especially the support and consensus of the community in the project's affected area, especially households within the scope of land acquisition and clearance to implement the project; the high determination of consulting units, construction contractors; with the motto of Quality - Progress - Safety - Efficiency. Therefore, the project has been completed ahead of schedule, ensuring quality and meeting aesthetic requirements.
In the coming time, the investor will continue to implement the viewpoint of the Provincial Party Committee Standing Committee on strengthening leadership and direction of public investment work, focusing on quickly and thoroughly implementing each project, putting it into operation, using it, promoting investment efficiency as soon as possible, creating the basis and driving force for attracting investment and developing the socio-economy. Opening up space for synchronous connection with important national traffic axes such as: the North-South Eastern Expressway, National Highway 1A, coastal roads, North-South railway...; opening up the direction of interconnection with the Ho Chi Minh route and inter-regional connection between the Northwest region (Hoa Binh, Son La) and the Red River Delta...
