Industry and construction must grow dramatically.
By the end of the third quarter, the province's GRDP reached 7%, lower than the set scenario (7.8%). This gap creates great pressure but is also the driving force for the province to enter a period of acceleration and economic breakthrough in the fourth quarter to complete the annual GRDP target of 8.1% growth according to the target assigned by the Government. Mr. Chau Ngo Anh Nhan - Director of the Department of Finance said that to complete the assigned growth target, in the fourth quarter, the GRDP growth scenario must reach about 11%, a challenging number, requiring breakthroughs in most economic sectors, especially the driving sectors with large contributions.

According to the agreed scenario, the industrial - construction sector is assigned the highest growth target, reaching 14.59%. Notably, the construction sector must have a spectacular acceleration with an expected growth rate of up to 22.9%, which reflects great expectations for the disbursement of public investment capital and the progress of off-budget projects. Next, the service sector - the province's spearhead economic sector must grow by 9.63%. Even the agriculture, forestry and fishery sector must maintain a growth rate of 2%. In the whole year of 2025, the industrial - construction sector is expected to grow by 10.01% (of which construction will increase by 16.59%) and the service sector will increase by 8.3%. Other macroeconomic indicators are also set at high levels such as the industrial production index increasing by 12% in the fourth quarter, total social development investment capital increasing by 10%.
At the meeting on October 20, after listening to the report of the leader of the Department of Finance (authorized by the Provincial Party Committee), the Standing Committee of the Provincial Party Committee basically agreed on the key tasks and solutions, affirming the political determination to achieve the targets in the growth scenario. The Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee to lead and direct the Provincial People's Committee, departments, branches, units and localities to strictly implement the opinions of the Standing Committee of the Provincial Party Committee; make efforts to complete the growth target for 2025 and disburse public investment capital according to the set plan.
Focus resources on 3 strategic solution axes
To turn the growth scenario from now until the end of the year into reality, the province has determined that it is necessary to focus resources on three strategic solution axes. The province is determined to complete the disbursement of 100% of the public investment capital plan for 2025 assigned by the Prime Minister. This is an important lever to stimulate construction growth and spread to other economic sectors. The province has determined to promote the role of the Steering Committee for handling difficulties in site clearance for key projects to remove basic bottlenecks, especially those related to land valuation. The province also requested the early issuance of the 2026 land price list and to speed up the progress of key transport projects such as the Khanh Hoa - Buon Ma Thuot expressway and the Van Ninh coastal road. Investors must speed up the progress of major projects such as Component Project 1 of the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project Phase 1, the Traffic Road Project from National Highway 27C to Provincial Road DT.656 and other important social infrastructure projects.

At the same time, urgently work with investors to increase the occupancy rate of existing industrial parks. The Provincial Economic Zone and Industrial Park Management Board must closely coordinate with departments and branches to remove difficulties in investment procedures for large-scale projects that can contribute highly to growth and can be put into operation as early as 2025 such as Phuoc Thai 2 and Phuoc Thai 3 Power Plant Projects, Ninh Thuy Industrial Park or Ninh Xuan Industrial Park 1 and 2. For key industries such as bird's nest, seafood, shipbuilding, electricity production, sugar, garment..., the Department of Industry and Trade is assigned to promptly grasp and remove difficulties, and at the same time recommend competent authorities to support increasing the mobilization of power generation capacity of power plants in the province.
In addition, the province is also determined to strengthen the review, reduction and simplification of administrative procedures, investment procedures, production and business in 2025, striving to reduce the number, time and cost of procedures by 30%. The goal is that 100% of administrative procedures related to enterprises must be carried out online, smoothly and effectively.
In the tourism sector, in addition to consumer stimulus programs, the province focuses on major cultural events and festivals to enhance experiences and attract tourists to Khanh Hoa at the end of the year. The agricultural sector is also focused on effectively implementing the high-tech marine aquaculture pilot project and supporting procedures for businesses registering to participate in large-scale aquaculture...
