Legal propaganda work of Khanh Hoa province's armed forces: Close to reality, suitable for each subject

Implementing the Project "Promoting the role of the People's Army in participating in the dissemination and education of law (PBGDPL), mobilizing people to comply with the law at the grassroots level" (called Project 1371 for short) of the Ministry of National Defense, in recent times, the Provincial Steering Committee for Project 1371 has led and directed the implementation of many synchronous and effective solutions. Thereby, contributing to raising awareness, sense of law compliance, discipline for officers, soldiers and people, strengthening the solidarity between the army and people, building a strong national defense.

Launching a key propaganda campaign of the year

In the last days of October, the atmosphere in the halls of Van Ninh, Khanh Vinh communes and Ninh Chu ward became more exciting and enthusiastic than usual. Village cadres, residential groups, armed forces soldiers, union members, students and a large number of local people attended the propaganda and legal dissemination conferences organized by the Provincial Steering Committee for Project 1371. This is a key propaganda campaign in 2025, implemented according to the plan of the Provincial Military Command, with nearly 1,000 participants. Speaking at the opening ceremony at the Van Ninh commune propaganda point, Colonel Vo Van Vien - Deputy Political Commissar of the Provincial Military Command, Deputy Head of the Provincial Steering Committee for Project 1371 emphasized: "Propaganda and legal dissemination work is an important part of political and ideological education work; it is a bridge between the Party, the State and the People. The contents are propagated to help grassroots cadres grasp, thereby widely propagating to the People, contributing to effectively solving practical problems arising at the grassroots level...".

At the propaganda points, delegates were introduced to many practical topics related to people's lives and local defense and security tasks such as: Law on Military Service 2015, Land Law (amended) 2024, regulations on combating illegal, unreported and unregulated fishing and protection of fishermen when detained by foreign countries. In addition to the presentation content, the conferences also combined the form of dramatization, legal Q&A; gift giving and distribution of legal documents, helping the propaganda content become closer, easier to receive, creating a positive ripple effect in the community.

After returning to the locality, we will continue to propagate to the people in the village, helping everyone to clearly understand and comply with the law."

Innovation in content and form

In order for the legal dissemination work in the provincial armed forces to be increasingly effective and widely spread, in recent times, the Provincial Steering Committee for Project 1371 has regularly paid attention to leading, directing, and closely coordinating with departments, branches, sectors, and localities; the content and form of propaganda have been innovated, close to reality, and suitable for each target group. From coastal to mountainous areas, from rural to urban areas, legal propaganda sessions have become useful political and legal activities, contributing to raising awareness, sense of law observance, and discipline of cadres, soldiers, and people. Particularly in 2025, legal dissemination work has been implemented more creatively and flexibly. Propaganda content focuses on practical issues related to national defense, security tasks, and people's lives with diverse forms of expression. Mr. Nguyen Van Bich - Head of the Veterans Association of Vinh Hue village, Van Ninh commune said: "The way the reporters communicate is very easy to understand, with specific examples, so everyone can quickly absorb and grasp the knowledge of the law, especially the new regulations on the Land Law...".

According to Colonel Vo Van Vien, in 2025, the entire provincial armed forces organized dozens of conferences and training courses, distributed more than 4,300 legal brochures and gave 46 gifts to households and members in difficult circumstances; at the same time, many video clips and propaganda reports were created on digital platforms, contributing to spreading the spirit of "Living and working according to the Constitution and the law" throughout society. In the coming time, the Provincial Steering Committee for Project 1371 will continue to innovate forms and diversify propaganda content; train and improve the capacity of legal reporters and propagandists; promote the application of information technology, promote the effectiveness of media and social networks in propagating the law. The goal is to build a provincial armed force strong in politics, ideology and discipline, contributing to consolidating a solid national defense.
