On October 1, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, chaired a meeting of the Provincial Party Committee Standing Committee to listen to and give opinions on the situation and results of work in the first 9 months of the year and some key tasks in the fourth quarter of 2024, along with many other important contents.

Quang Ninh entered the implementation of the tasks in 2024 with opportunities and advantages intertwined with more difficulties and challenges, arising problems beyond forecasts, most recently storm No. 3. However, the Executive Committee and the Standing Committee of the Provincial Party Committee maintained solidarity, unified will to act, strictly implemented working regulations to focus on leadership, directed effective implementation, focused, key, comprehensive in all areas of work according to the resolutions and conclusions of the Central Committee, the Provincial Party Committee, especially Resolution No. 20 of the Provincial Party Committee Executive Committee associated with the theme of work in 2024. In particular, before, during and after storm No. 3, Quang Ninh proactively and resolutely led, directed, and effectively organized the prevention, response, and overcoming of the consequences of the storm; minimized damage caused by the storm, and quickly brought basic utilities back to normal; timely remove obstacles, support people and businesses to stabilize their lives, restore production and business.
In the first 9 months of the year, despite being severely affected by storm No. 3, economic activities still maintained a stable growth rate in line with the set target. The processing and manufacturing industry was the main growth driver, with an increase of 28.39% over the same period. The service, trade and tourism sector continued to grow, with the total number of tourists to Quang Ninh increasing by 20% over the same period, equal to 98.1% of the growth scenario; total tourism revenue increased by 39% over the same period. Total retail sales of goods and consumer service revenue increased by 12.97% over the same period. Revenue from transportation, warehousing and transportation support services increased by 27.4% over the same period. Export turnover of enterprises in the province increased by 13.8% over the same period.

Total state budget revenue in the province in the first 9 months is estimated at VND40,296 billion, equal to 72% of the estimate, equal to 97% of the same period. Of which, domestic revenue is estimated at VND26,346 billion, equal to 62% of the estimate, equal to 92% of the same period. Revenue from import-export activities is estimated at VND13,790 billion, equal to 106% of the estimate, equal to 108% of the same period. There are 10/16 revenue items exceeding the average collection rate (75%).
The province has paid attention to solving social issues well and harmoniously, especially focusing on developing culture and people, ensuring social security and equity, and social progress; improving the quality of people's lives. The whole province created jobs for 23,500 more workers, an increase of 1,800 over the same period, reaching 78.3% of the annual plan. Total social security expenditure in the first 9 months of 2024 is estimated at 1,435 billion VND, an increase of 38.4% over the same period. Theeducation and training sector has many high achievements; the average high school graduation exam score has made remarkable progress, ranking 25th out of 63 provinces and cities, the highest ever, up 11 places compared to the previous year, up 25 places compared to 2020.
The work of building and rectifying the Party and a clean and strong political system has been comprehensively and continuously promoted in all aspects of politics, ideology, ethics, organization and cadres. By September 15, 2024, the whole province had admitted 2,108 new Party members, reaching 61.8% of the plan, of which 109 Party members were high school students, reaching 134.6% of the plan. National defense, security, border and island sovereignty were maintained, social order and safety were ensured, no sudden or unexpected incidents occurred. Foreign affairs activities were promoted, expanded and improved in quality and efficiency.

In addition to the achieved results, the Provincial Party Standing Committee also analyzed the shortcomings and limitations related to a number of implementation targets that have not met the target and are lower than the same period.
Specifically, some domestic budget revenues are expected to not reach the average rate. The disbursement rate of public investment capital is still very low compared to the target set for 9 months; the disbursement rate of provincial budget capital for completed and transitional project groups, the disbursement rate of scored capital, national target programs, and the recovery of advances have not met the province's direction. There are still many limitations in the preparation and implementation of public investment projects; the site clearance of some key projects in some localities is behind schedule. The progress of some key projects and works has not met the requirements...

Through the discussion, the Provincial Party Standing Committee requested the advisory agency to absorb the opinions, continue to complete the report assessing the situation, work results in the first 9 months of the year and some key tasks in the fourth quarter of 2024 to report to the Provincial Party Executive Committee.
The Provincial Party Standing Committee unanimously agreed to strive to complete the targets on Party building, Party member development, inspection and supervision; determined to maintain the economic growth target of over 10%, state budget revenue of no less than VND 55,600 billion; FDI attraction for the whole year reached 3 billion USD, total tourists for the whole year reached over 19 million (including 3.5 million international visitors). Strive to achieve 100% of the disbursement rate of public investment capital according to the adjusted plan.
To achieve the above targets, the Provincial Party Committee Standing Committee requested to clarify a number of fundamental solutions to quickly restore production and business immediately after the storm, such as immediately implementing support mechanisms and policies issued by the Central Government and the province; reviewing and calculating the possibility of households falling back into poverty and near-poverty as well as job creation for the labor force in the agricultural sector, especially forestry.

Along with that are fundamental solutions to overcome shortcomings and limitations. In particular, focusing on removing difficulties related to the implementation of the 2023 Land Law; speeding up the approval of subdivision planning to create conditions for localities to develop detailed plans, deploy investment attraction, auction land use rights, etc.; speeding up the implementation of key projects, projects to welcome Party Congresses at all levels, especially the completion of slow-progressing projects. Strengthening administrative reform and focusing on resolving administrative procedures related to people and businesses, especially those affected by storm No. 3. Strengthening propaganda, information and communication work and public opinion orientation; reviewing the overall targets set by the congress to develop the 2025 plan and growth scenario for 2025.
On the same day, the Provincial Party Standing Committee listened to and gave opinions on many other important contents.
